This dissertation is comprised of three essays that examine water management and conservation programs through the context of sustainable development. These essays are distinct case studies of national, state and local policies. Their common approach is that they all use common-pool resources theory to generate specific recommendations for policymaking and water management.
The first essay explores opportunities for developing policy measures to prevent the collapse of the vital irrigation infrastructure in the Aral Sea region. The paper looks at the economic efficiency of various policy options, impacts on the country’s agricultural sector, and the regulations needed to make the cost-sharing …

Green infrastructure development is desired in many municipalities because of its potential to address pressing environmental and social issues. However, despite technical optimism, institutional challenges create significant barriers to effective green infrastructure design, implementation, and maintenance. Institutional challenges stem from the disparate scales and facility types that make up the concept of green infrastructure, which span from large-scale natural areas to small engineered bioswales. Across these disparate facilities 1) different performance metrics are used, 2) different institutions have jurisdiction, and, 3) facility types are differentially classified as assets, producing epistemological and ontological variegation across the spectrum of green infrastructure that …

The Epa's Air Quality Index, And Public Transportation Usage In The Chicago Metro Region, Nicholas R. Rosenberg

This paper assesses whether air quality influences public transportation ridership in the city of Chicago. Urban air pollution is a serious health risk, and a priority of urban municipalities. Public transportation is an attractive option for governments attempting to curb urban air emissions. I use data from the Chicago Transit Authority (CTA) and the EPA’s Air Quality Index (AQI) to explore the relationship between a day’s air quality and CTA ridership. I employ three different model specifications, rail, bus and total ridership, to test whether high AQI values (poor air quality) result in increased public transportation ridership in the city …

It is vital for humanity to operate with sustainable and resilient modes of production and consumption. Economic Evaluation Of Coastal Land Loss In Louisiana, Stephen R. Barnes, Craig Bond, Nicholas Burger, Kate Anania, Aaron Strong, Sarah Weilant, Stephanie Virgets
Journal of Ocean and Coastal Economics
Louisiana has lost approximately 1,880 square miles of land over the past eighty years. Projections suggest that in a future without action, the next fifty years could result in the loss of 1,750 additional square miles of land area. As land loss continues, a large portion of the natural and man-made capital stocks of coastal Louisiana will be at greater risk of damage, either from land loss or from the associated increase in storm damage. We estimate the replacement cost of capital stock directly at risk from land loss ranges from approximately $2.1 billion to $3.5 billion with economic activity …

A lot of discussion and controversy has surrounded whether the “market transfer” effect in the Hawaii longline swordfish fishery occurred during the swordfish closure of 2001-2004, because of its potential impacts on sea turtle mortality. The primary academic work in support of the market transfer effect during the closure is a paper by Rausser et al. (2009): “Unintended Consequences: The Spillover Effects of Common Property Regulations.” In this paper, the authors claim to find evidence in support of the market transfer hypothesis.To our knowledge, no analysis has yet been undertaken to assess whether this analysis is sound, and yet it …

Socio-economics in an ecosystem-based Marine Spatial Planning (MSP) process cover a wide range from specifying socio-economic objectives, respective indicators, organising stakeholder engagement, to data, methods and tools (e.g., environmental valuation and cost-benefit analysis) for example to identify issues, assess ecosystem services, provide an insight on human behaviour and compare alternative marine plans with potentially competing goals. In addition, social principles such as that of social equity have an important role to play in achieving sustainability in marine management. For this Independent Study Project, I have examined the roles of activism and citizen science under the East Gippsland Regional Forestry Act. I conducted the study in the hopes of understanding better how activists have contributed to the overall conservation of the forests of East Gippsland. As the government has recently extended the twenty year agreement for another year, I wanted to determine if the real stakeholders of the conservation movement were taken into account. This study aims to comprehend Portland State University (PSU)’s green campus strategies, and students’ level of knowledge and living practices relating to green campus. PSU’s sustainable campus plan has been nationally and internationally recognized. A literature review, field investigation, and interviews were conducted to ascertain the PSU green campus strategies. This study also used a survey to understand students’ level of knowledge and practices. The survey results were analyzed by SPSS.
