Joint Fire Science Program Research Project Reports

The objective of this paper is to present recommendations for fuels treatments in ponderosa pine forests in the Southwest, Colorado Front Range, and Black Hills of South Dakota. We have synthesized existing knowledge from the peer-reviewed literature and administrative studies and acquired local knowledge through a series of discussions with fuels treatment practitioners. We describe specific treatments, the circumstances under which they can be applied, and treatment effects. We provide recommendations related to where, how, and how often fuels treatments may be prescribed to achieve desired outcomes. Desired outcomes address social, political, economic, and ecological factors.

Soil Response To Season And Interval Of Prescribed Fire In A Ponderosa Pine Forest Of The Blue Mountains, Oregon, D. Zabowski, W. G. Thies, J. Hatten, A. Ogden

Joint Fire Science Program Research Project Reports

Soil properties were examined at a season of burn and burn interval study located in the Malheur National for responses to prescribed burns used to reduce fuel loads and wildfire hazard. Prescribed burn comparisons included spring vs. fall burning, with either one 15-year interval burn or two 5-year interval burns of each season. Results showed that major change to soil organic matter was a reduction in the amount of O horizon. The percent bare ground increased with both spring and fall burning and was highest with multiple burns, indicating a loss of O horizon cover. There was also a decrease …

Effects Of Fuel Treatments And Wildfire On The Avifauna Of The Pine Rockland Ecosystem In Southern Florida., John D. Lloyd, Gary L. Slater, Skip Snow, James R. Snyder

Joint Fire Science Program Research Project Reports

The response of plants and animals in the pine forests of southern Florida to variation in fire and hydrological regimes remains inadequately described, hindering the ability of resource managers to manipulate fire and water to achieve desired ecological outcomes. In this study, we took advantage of natural variation in two measures of fire history (the number of days since last fire and the number of times an area had been burned during the previous ten years) and one measure of hydrology (water table elevation) to explore how plants, breeding birds, and wintering birds in slash-pine (Pinus elliottii var. densa) forests …

Effects Of Fire On Kuenzler’S Hedgehog Cactus (Echinocereus Fendleri Var. Kuenzleri), David B. Wester, Colton M. Britton

Joint Fire Science Program Research Project Reports

Kuenzler’s cactus (Echinocereus fendleri var. kuenzleri [Castetter, Pierce and Schwerin] L. Benson]) is a federally- and state-listed endangered species that is known to occur in pinyon-juniper habitat in the mountains of south central New Mexico in Lincoln, Otero, Chaves and Eddy counties. Presence of this species affects the management of its habitat with prescribed burning. However, there has been no research that has documented the response of Kuenzler’s cactus to fire. This project was initiated in 2002 to provide information on habitat characteristics of Kuenzler’s cacti and to investigate its response to fire. Because of the protected status of the …

Joint Fire Science Program Research Project Reports

We evaluated effects of an experimental fuels reduction program on elk, mule deer, and their habitat at the Starkey Experimental Forest and Range (Starkey) in northeastern Oregon. From 2001 to 2003, 26 stands of true fir and Douglas-fir that suffered high rates of mortality from an outbreak of spruce budworm were selectively thinned (spring or summer) and burned (fall) while 27 similar stands were left untreated to serve as experimental controls. We used location data for elk and mule deer collected during spring (1 April–14 June) and summer (15 June–31 August) of 1999–2006 to compare use of treated and untreated …

It is not an understatement to say that a global crisis is approaching and at an alarming pace. It is a widely accepted fact that within the next few years, a change is going to take place. The sources we currently rely on to power our economies are already in an alarmingly depleted state, there is a necessity to find a new source or sources of energy. In addition to this, the global consequences of our past actions on the environment are also coming to the front, with climate change and ozone depletion making international headlines on an almost daily …

The Growing Together Guide: A Companion Resource To The New England Environmental Finance Center/Melissa Paly Film, New England Environmental Finance Center

Smart Growth

What local leader or public official wants to be faced with an SOS the “same old story” of public discord and confrontation over growth and development in one’s community? That situation has become a problem for efforts to promote smart growth. Investments are needed in the walkable, compact, traditional‐streetscape and mixed use neighborhoods and developments that are more sustainable and healthy than sprawl, for both people and the landscape. Yet attempts at such change all too often end up mired in costly public controversy and stalemate.

South Kingstown Ri: New Zoning For An Historic Mill, Maggie Jones, Richard Barringer Aug 2006

South Kingstown Ri: New Zoning For An Historic Mill, Maggie Jones, Richard Barringer

Planning

The village of Peace Dale in the town of South Kingstown, Rhode Island, developed around several mills that commenced operations in the 1800s. One mill, known as the Palisades, is still partially active and in excellent condition, but much of its square footage is unutilized. A citizens’ group of artists and business people joined with the mill owners and the town of South Kingstown to develop new zoning regulations to make more flexible the permitted uses for the mill site. The proposed zoning will allow the mill complex to feature a mix of retail, residential, and manufacturing uses, while preserving …

Sustainability With Globalization: An Unsustainable Proposition, Daniel B. Reader Aug 2006

Sustainability With Globalization: An Unsustainable Proposition, Daniel B. Reader

Masters Theses & Specialist Projects

Globalization is recognized as a world-encompassing phenomenon, even as its benefits are debated. Sustainability, the capacity to maintain high standards of living through generations, is at stake. This paper examines the problems of sustainability with globalization from several perspectives. High statistical correlation between indices of globalization and environmental degradation (r2 = 0.977, p < .001) is found using multi-dimensional scaling software. The socially destabilizing, culture flattening effects of globalization are examined, and the terms ‘nationalism’ and ‘terrorism’ are defined. On the basis of its medial position among the indices of both globalization and environmental degradation, Chile is explored in a case study of the interaction. Conclusions regarding Chile’s vulnerabilities are reached, and the country’s environmental, social, and economic ‘weak spots’ are identified. The ethical positions of globalization and sustainability are considered, and the conclusion that there is very little that can be done to alter the nature of the interaction is drawn. It is suggested that globalization minimizes the prospects of success in efforts toward sustainability by maximizing vulnerabilities among sustainability’s components.

On The Spatial Nature Of The Groundwater Pumping Externality, Nicholas Brozovic, David L. Sunding, David Zilberman May 2006

On The Spatial Nature Of The Groundwater Pumping Externality, Nicholas Brozovic, David L. Sunding, David Zilberman

Daugherty Water for Food Global Institute: Faculty Publications

Most existing economic analyses of optimal groundwater management use single-cell aquifer models, which assume that an aquifer responds uniformly and instantly to ground- water pumping. This paper demonstrates how spatially explicit aquifer response equations from the water resources engineering literature may be embedded in a general economic framework. Calibration of our theoretical model to published economic studies of spe- cific aquifers demonstrates that, by averaging basin drawdown across the entire resource, existing studies generally understate the magnitude of the groundwater pumping external- ity relative to spatially explicit models. For the aquifers studied, the drawdown predicted by single- cell models may …

Measuring Plant-Wide Energy Savings, J. Kelly Kissock, Carl Eger Apr 2006

Measuring Plant-Wide Energy Savings, J. Kelly Kissock, Carl Eger

Mechanical and Aerospace Engineering Faculty Publications

This paper presents a general method for measuring plant-wide industrial energy savings and demonstrates the method using a case study from an actual industrial energy assessment. The method uses regression models to characterize baseline energy use. It takes into account changes in weather and production, and can use sub-metered data or whole plant utility billing data. In addition to calculating overall savings, the method is also able to disaggregate savings into components, which provides additional insight into the effectiveness of the individual savings measures.

Although the method incorporates search techniques and multi-variable least-squares regression, it is easily implemented using data …

Fire History, Passerine Abundance, And Habitat On A North Dakota Drift Plain Prairie, Timothy J. Ludwick, Robert K. Murphy Mar 2006

Fire History, Passerine Abundance, And Habitat On A North Dakota Drift Plain Prairie, Timothy J. Ludwick, Robert K. Murphy

The Prairie Naturalist

Prescribed fire is among key tools for restoring and managing prairies in the northern Great Plains, yet there are no published reports of its impacts on grassland passerine birds on native prairie in the Drift Plain, a major physiographic subregion. We examined relationships between prescribed fire history and abundance and habitat of breeding passerines in Drift Plain prairie at Des Lacs National Wildlife National Refuge in northwestern North Dakota. In 2003, we used point counts (n = 79 75 m radius plots) to survey bird abundance on 16 management units that had been prescribe-burned one to three times each …

Optimal Management Of Groundwater Over Space And Time, Nicholas Brozovic, David L. Sunding, David Zilberman Jan 2006

Optimal Management Of Groundwater Over Space And Time, Nicholas Brozovic, David L. Sunding, David Zilberman

Daugherty Water for Food Global Institute: Faculty Publications

For nearly half a century, groundwater has been portrayed in the economic literature as a typical common property resource. Numerous studies of groundwater extraction have analyzed the externalities imposed by users on each other. A large body of work offers clear prescriptions in the form of optimal policy instruments, and a similarly large body of work advocates the needlessness of any centralized intervention. Yet existing theoretical models of groundwater extraction implicitly make two strong assumptions about the underlying behavior of the resource. First, the spatial distribution of resource users is assumed to be irrelevant. Second, path-independence of the resource is …

Promoting Low Impact Development In Your Community, New England Environmental Finance Center Jan 2006

Promoting Low Impact Development In Your Community, New England Environmental Finance Center

Planning

Low Impact Development (LID) is an approach to stormwater management and site development that is gaining popularity throughout the country. Its attractiveness lies in its potential to lessen off-site stormwater impacts, reduce costs to municipalities and developers, and promote development that is “softer on the land” compared with typical traditional development. The approach, which is applicable to residential, commercial and industrial projects, and in urban, suburban and rural settings, often is linked with efforts by governments and citizens to foster more sustainable communities.

Fisheries Research Report No 154 - The Development Of A Rigorous Sampling Methodology For A Long-Term Annual Index Of Recruitment For Finfish Species From South-Western Australia., Daniel J. Gaughan, Suzanne G. Ayvazian, G Nowara, M Craine

Fisheries Research Reports

Final FRDC Report - 1999/153.

This study has determined the optimal strategies to achieve statistically robust indices of recruitment of five key finfish species in south-western Australia. For another two species such indices could not be established. The sampling strategies developed will initially focus on the most appropriate location, month, and lunar phase, after which fine tuning of the sampling activity will be undertaken with respect to time of day, tide height, weather conditions etc. A significant outcome from the project is that five finfish species have a sampling strategy for recruits that can be utilized as a monitoring program …

A Comparison Of Presettlement Vegetation And Fire Regimes With Current Patterns In Oak Woodlands And Shrublands Of Sw Oregon, Patricia S. Muir Dr., Paul Hosten Dr. Jan 2006

A Comparison Of Presettlement Vegetation And Fire Regimes With Current Patterns In Oak Woodlands And Shrublands Of Sw Oregon, Patricia S. Muir Dr., Paul Hosten Dr.

Joint Fire Science Program Research Project Reports

Fuel reduction efforts on BLM lands in southwestern Oregon are motivated by the need to reduce fire hazard and restore and rehabilitate ecosystems. Successful ecosystem restoration depends, in part, on understanding the target: what ecosystem model is considered natural and healthy for a given area? Oak (Quercus garryana) woodlands and shrublands are two of the most characteristic ecosystems in interior valleys of southwest Oregon, and extensive acreages within these systems are treated annually for fuel reduction. However, these are also two of the least understood ecosystems in the region. We know little about their presettlement attributes, responses to disturbance, or …

Zero Effluent Stretch Target (Zest), Orla O'Connor

Theses

The goals of this project were to assess the viability of avoiding water use and of “cascading” water uses, i.e. using outlet water from one process in another activity, possibly with some purification, including the upgrading of the final effluent stream for internal reuse. Water use has been inventoried at FMC Biopolymer, Cork. Avoidance and reduction measures were identified that could reduce water consumption from 49m /hr to 19 m /hr (a reduction in excess of 60%), with an annual saving in excess of €350,000. These projects were assessed for feasibility and implementation. Potential streams that could be subject to …
