Fire History And Forest Structural Change In The Spring Mountains, Scott R. Abella
Public Policy and Leadership Faculty Research
Since early 2006 we have been working to develop a partnership with the Spring Mountains District of the Humboldt-Toiyabe National Forest to provide science support for understanding fire history and forest structural changes in support of ecologically based management strategies. We teamed up with the Ecological Restoration Institute (ERI) at Northern Arizona University and the University of Arizona Tree Ring Lab to deliver a workshop on March 6, 2008 at the interagency office in Las Vegas, Nevada. A digital video image (DVI) stock monitoring programme was developed for the Haliotis laevigata and H. roei abalone fisheries in Western Australia. The program used industry divers to collect stock density and length-frequency data using digital video from 51 survey sites across the fishery, while image extraction, data processing and storage is carried out by research staff. Training videos, DVDs, and a comprehensive suite of experimental tests on both abalone species were utilised to achieve this outcome. Comparisons between DVI data collected by industry divers, and fishery independent survey (FIS) data showed mean legal sized …

The levels of exploitation on dhufish and pink snapper across the West Coast Bioregion and for baldchin groper at the Abrolhos Islands are above international benchmark standards. This indicates that these stocks are currently being overfished and are therefore likely to be being depleted to levels below those necessary to ensure their long-term sustainability. The current reliance of the dhufish catch on a single recruitment pulse together with the extremely truncated age distribution of pink snapper indicates that both these stocks are particularly vulnerable.

Following man-made or natural catastrophes, widespread and long-lasting disruption of lifelines can lead to economic impacts for both business and residential lifeline users. As a result, the total economic losses caused by infrastructure damage may be much higher than the value of damage to infrastructure itself. In this paper, we consider the estimation of economic impacts on businesses and residential consumers resulting from water supply disruption. The methodology we present for estimating business interruption losses assumes that marginal losses are increasing in the severity of disruption and that there may be a critical water availability cutoff below which business activity …

IFPRI and IWMI's report uses computer modeling to project water demand and availability through to 2025 and predicts the likely impact of changes in water policy and investment, making specific recommendations for specific locations around the globe. The report argues that if current water policies continue, farmers will find it difficult to meet the world’s food needs. Hardest hit will be the world’s poorest people. In a global world, how can water, a necessary and increasingly scarce resource, be managed? We understand that water is a basic need. Do we also share the belief that water is a basic right? Does the international community share beliefs about water that may be the foundation of an international regime or system of global governance for the equitable implementation of global water policy? The Future of Natural Resources Law and Policy (Summer Conference, June 6-8)
The Natural Resources Law Center's 25th Anniversary Conference and Natural Resources Law Teachers 14th Biennial Institute provided an opportunity for some of the best natural resources lawyers to discuss future trends in the field. The conference focused on the larger, cross-cutting issues affecting natural resources policy. Initial discussions concerned the declining role of scientific resource management due to the increased inclusion of economic-cost benefit analysis and public participation in the decision-making process. The effectiveness of this approach was questioned particularly in the case of non-market goods such as the polar bear. Other participants promoted the importance of public participation and …
