This report is the third in a series of efforts by students at the Muskie School of Public Service, Community Planning and Development Master’s program, in a core class called “Sustainable Communities.” In this course students seek to understand principles of sustainability and how efforts to implement Sustainability programs can become more successful. The report assembles term papers students completed on particular efforts by municipalities, universities, and other groups to achieve sustainability goals. In Pakistan, on-demand availability of groundwater has transformed the concept of low and uncertain crop yields into more assured crop production. Increased crop yields have resulted in food security and improved rural livelihoods. However, this growth has also led to problems of overdraft, falling water tables, and degradation of groundwater quality, and yields generally remain well below potential levels. Over the last three decades, Pakistan has tried several direct and indirect management strategies for groundwater management. However the success has been limited. The volume of wastewater generated by domestic, industrial, and commercial sources has increased with population, urbanization, improved living conditions, and economic development. The productive use of wastewater has also increased, as millions of small-scale farmers in urban and peri-urban areas of developing countries depend on wastewater or wastewater-polluted water sources to irrigate high-value edible crops for urban markets, often as they have no alternative sources of irrigation water. Undesirable constituents in wastewater can harm human health and the environment. Hence, wastewater irrigation is an issue of concern to public agencies responsible for maintaining public health and environmental quality. For diverse …

The Portland Municipal Climate Change Working Group prepared a report in March 2008 that outlined several recommendations as a commitment by the City to address greenhouse gas emissions (GHG) produced during daily municipal operations. The Municipal Climate Action Plan was written in partnership with Clean Air – Cool Planet and Portland officials, and acknowledges under Recommendation #2 that an employee energy efficiency program would provide significant positive impact on the City’s reduction of greenhouse gas emissions. A System For Estimating Bowen Ratio And Evaporation From Waste Lagoons, Arturo I. Quintanar, Rezaul Mahmood, John H. Loughrin, Nanh Lovanh, Monica V. Motley
High Plains Regional Climate Center: Staff Publications
A low‐cost system was deployed above a swine waste lagoon to obtain estimates of Bowen ratios and characterize lagoon temperatures. The system consisted of humidity and temperature sensors and anemometers deployed above the lagoon, water temperature sensors, and a meteorological station located by the lagoon. To evaluate the system, data was analyzed from the 25th through 28th June 2007. Bowen ratios showed diurnal behavior near the lagoon surface characterized by negative values during day and positive ones at night. Latent (evaporation) and sensible heat fluxes were towards the atmosphere and the lagoon, respectively for most of the day. A diurnal …

Students are often taught that ecosystems are "delicately balanced," But what. exactly, does this mean? How do we help students relate what they learn in the classroom about ecosystems to the world immediately around them?
As scientists who work closely with middle school students as part of a National Science Foundation-funded Graduate Fellows in K-12 Education program called Project Fulcrum. we have learned that abstract concepts, such as "delicately balanced ecosystem," are often not truly understood. This direction has been informed by previous initiatives such as the 'Decade of Landcare', several programs focused on salinity, the Western Australian State Sustainability Strategy (2009), and more recently a report commissioned by the State entitled The delivery of Natural Resources Management in Western Australia - a review (2006), which recommended preparation of an NRM Plan. When the Sustainable Portland Task Force Report was released in November 2007, under the leadership of Mayor Jim Cohen, Portland Councilor Kevin Donoghue had the idea that students at the Muskie School of Public Service might be able to help implement recommendations from the report. Twisters, (poly)‐dimethylsiloxane‐coated magnetic stir bars, were used to measure compounds typical of swine manure malodor in air. In initial experiments, a time to achieve equilibrium was determined by preloading the stir bars with ten compounds with a range of volatilities and polarities and then monitoring their loss. The rate of loss was dependent on compound volatility, and the time for equilibrium to be attained varied widely, from 22 min for phenol to 210 min for skatole. To test whether the Twisters would respond linearly over a range of concentrations, the stir bars were placed in vented jars with solutions of …

Following man-made or natural catastrophes, widespread and long-lasting disruption of lifelines can lead to economic impacts for both business and residential lifeline users. As a result, the total economic losses caused by infrastructure damage may be much higher than the value of damage to infrastructure itself. In this paper, we consider the estimation of economic impacts on businesses and residential consumers resulting from water supply disruption. The methodology we present for estimating business interruption losses assumes that marginal losses are increasing in the severity of disruption and that there may be a critical water availability cutoff below which business activity …

With the diversification of the U.S. economy over the past century, agriculture has changed. We can say the farm sizes have increased over time, the number of farmers and those employed in farming have decreased over time, and as the economy has grown the relative contribution of agriculture to the total economy has decreased due to growth in other sectors. The farm prices have not changed significantly over many years while costs for energy, machinery, and land have generally increased. On The Spatial Nature Of The Groundwater Pumping Externality, Nicholas Brozovic, David L. Sunding, David Zilberman

Most existing economic analyses of optimal groundwater management use single-cell aquifer models, which assume that an aquifer responds uniformly and instantly to ground- water pumping. This paper demonstrates how spatially explicit aquifer response equations from the water resources engineering literature may be embedded in a general economic framework. Calibration of our theoretical model to published economic studies of spe- cific aquifers demonstrates that, by averaging basin drawdown across the entire resource, existing studies generally understate the magnitude of the groundwater pumping external- ity relative to spatially explicit models.
