For nearly half a century, groundwater has been portrayed in the economic literature as a typical common property resource. Numerous studies of groundwater extraction have analyzed the externalities imposed by users on each other. A large body of work offers clear prescriptions in the form of optimal policy instruments, and a similarly large body of work advocates the needlessness of any centralized intervention. Yet existing theoretical models of groundwater extraction implicitly make two strong assumptions about the underlying behavior of the resource. First, the spatial distribution of resource users is assumed to be irrelevant. Second, path-independence of the resource is …

This study analyzes per capita expenditure trends among selected fast-growing Maine towns from 1970-2004. The ten communities studied are termed as “suburbanizing” towns. This term is used to describe towns that over the past 30-40 years have been in the process of transition from rural to suburban – in terms of their population and housing densities, their forms of government, and the services they provide, as well as other characteristics.1 Such towns are of particular interest because they have been absorbing a healthy percentage of the state’s population growth during this time period, often at the expense of Maine’s service …

Stormwater utilities are a concept whose time seems to have arrived. Established by relatively few communities in the 1970s as a method of funding flood control measures, stormwater utilities now exist in over 400 municipalities and counties throughout the United States. During the next 10 years, their numbers are expected to swell dramatically – by one estimate to over 2,000 by the year 2014.

On/off operation and excess combustion air reduce boiler energy efficiency. This paper presents methods to quantify energy savings from switching to modulation control mode and reducing excess air in natural gas fired boilers.

The methods include calculation of combustion temperature, calculation of the relationship between internal convection coefficient and gas flow rate, and calculation of overall heat transfer assuming a parallel-flow heat exchanger model. The method for estimating savings from changing from on/off to modulation control accounts for purge and drift losses through the boiler and the improved heat transfer within the boiler due to the reduced combustion gas flow …

Energy in manufacturing facilities is used for direct production of goods, space conditioning, and general facility support such as lighting. This paper presents a methodology, called lean energy analysis, LEA, for graphically and statistically analyzing plant energy use in terms of these major end uses.

The LEA methodology uses as few as 60 easily obtainable data points. Multivariable change-point models of electricity and natural gas use as functions of outdoor air temperature and production data are developed. The statistical models are used to subdivide plant energy use into facility, space-conditioning and production-related components.

Compressed air is typically one of the most expensive utilities in an industrial facility. As a result, potential savings opportunities are aggressively sought out and identified. Once identified, projected energy savings must be calculated in order to justify the cost of implementing the savings opportunity. It is important to calculate projected energy and cost savings as accurately as possible. Unfortunately, savings are frequently overestimated because the methods used to estimate savings neglect to consider important factors such as compressor control and type, storage, and multiple compressor operation.

The aim of this research was to explore the effects of mature and developing technologies from aeronautical industries such as impingement and film cooling, and electronic cooling techniques, in the setting up of different laminar and turbulent flow regimes on PV cooling duct heat transfer rates, with air flow as that brought about with natural buoyancy effects in a vertical building facade. In early 2002 the New England Environmental Finance Center hosted a series of roundtable discussions among municipal officials, residential developers, land trust representatives, and others about "Innovative Approaches to Land Conservation and Smart Growth". Among our observations was that for many of the over 20 conservation/development partnerships we discussed in the series, creation and maintenance of trust was central to success or failure of various stages of the partnership. This suggested a link between creation of trust and financial return for traditionally opposed project partners.

Sprawl is neither the ordained nor the inevitable outcome upon the New England landscape. A coordinated response to sprawl by the public and private sectors is possible, and could dramatically improve land use patterns and reduce the cost of local government. For the New England states, such a response would include, among other elements, legislation to eliminate existing gaps in the land use laws of each state – gaps that presently encourage or sanction sprawling development. This paper presents a model of the dynamic behavior of the yellowtail rockfish of the Pacific Coast of the United States. The purpose of the model is to generate endogenously the historical data for fish population, fishing vessels, regulatory parameters, and fish harvest. The model was subjected to a variety of tests to determine its sensitivity to changes in key parameters and initial values, including extreme conditions. Model results indicate that acceptable biological catch and fleet capacity must be adjusted quickly in response to changing conditions, in order to improve fishery sustainability. Urban areas are horne to a large portion of the population of the United States and also a significant portion ofthe nation's forest resource. This urban forest contributes to the richness of the urban lifestyle in many ways, including aesthetic improvements, cleaning and protecting air, land, and water resources, and reducing the urban heat island effect. This thesis studies the degree to which energy reduction attributable to the urban forest can be determined using remotely sensed data. The U.S. is heavily dependent on fossil fuels to produce electricity. Geothermal energy, the heat in the earth's crust, can provide an alternative source of energy for electricity production as well as reduce fossil fuel consumption. The economic analysis presented in this study focuses on binary cycle geothermal electricity production. Variables such as well flow rate, geothermal gradient and electricity prices were varied to study their influence on the economic payback period for binary cycle geothermal electricity production. Payback periods represent the amount of time (in years) necessary to recover initial costs of plant construction.

The United States depends heavily on nonrenewable fossil fuels to generate electricity. Using renewable energy sources, such as wind, could reduce air emissions and fossil fuel dependency. Previous studies have examined the life cycle costs and environmental impacts of using wind to generate electricity, but results have varied due to inconsistent modeling assumptions. This research uses Monte Carlo simulation to conduct an economic payback analysis and life cycle assessment of 11 modern, utility-scale wind turbines. Current development patterns and increased tax pressures in local municipalities combine to harm both Maine’s natural resources and its quality of life. Previous initiatives such as the implementation of zoning laws did not fully result in the desired outcomes. Zoning laws were often too flexible and often did not resist market and political pressures to change zoning regulations to allow development with possible economic growth. A sound taxation system or fee structure may be the solution to slow down development in natural areas and direct it towards areas appropriate for growth.

This thesis follows two previous studies by the Author on the calculation of theoretical WEEE arisings, and an assessment of ecodesign practices in Ireland. It has established collection trials in five different locations throughout Ireland in order to characterise and quantify WEEE arisings, and to examine outlets for collected WEEE. Overall, during the twelve months of collection at the project locations, more than 450 tonnes of WEEE was collected from the public and recycled. Within the catchments of each facility, collection rates of between 2.1 and 3.5 kg/person/year were achieved during the twelve-month trial period. With further public awareness raising …

Forty small clear southern pine specimens were loaded under third-point bending to examine creep and creep-recovery behavior for wood under high stress levels. Stress levels of between 69% and 91% of the predicted static strength were applied for 23 h with 1 h allowed for recovery, and the resulting deflection vs. time behavior was studied. The experimental creep and creep-recovery behavior was modeled using modified power law functions. The results indicate that these functions provide the best fit to both primary and secondary experimental data. The marron industry is of considerable importance to the Department of Fisheries, being one of the older aquaculture industries in Western Australia, and one that accounts for around half the aquaculture licence holders in the State. While it has not grown as quickly as many hoped in the past, in 2000/01, some 52.2 tonnes of marron were produced, worth $1.18 million at the farm gate.

It is regionally significant, particularly in the south-west, and depending on appropriate site selection, has considerable potential in other areas. Farms are distributed from near Geraldton to around Bremer Bay, with additional interest around Esperance. …

Although the large-scale stratigraphy of many terrestrial foreland basins is punctuated by major episodes of gravel progradation, the relationships of such facies to hinterland tectonism and climate change are often unclear. Structural reentrants provide windows into older and more proximal parts of the foreland than are usually exposed, and thus provide key insights to earlier phases of foreland evolution. Our magnetostratigraphic studies show that, although the major lithofacies preserved within the Himachal Pradesh structural reentrant in northwestern India resemble Neogene facies in Pakistan, they have a much greater temporal and spatial variability. This thesis analyzed the pilot study, specifically looking at the ISO 14001 implementation at three Air Force installations participating in the study. Artificially recharging the Las Vegas Valley (Valley) ground-water system with treated Colorado River water is one water resource management option employed by the Las Vegas Valley Water District (District) to help meet future long-term and short-term peak water demands. The District began operation of an artificial ground-water recharge program in 1988 in order to bank water for future use and to slow declining water levels. Lake Mead, Colorado River, Arizona-Nevada, is one of the most heavily used reservoirs in the western United States, providing abundant recreational opportunities as well as downstream domestic and agricultural water for over 22 million users. Based on average nutrient levels and productivity, Lake Mead is classified as mildly mesotrophic. The interflow of the Colorado River dominates the limnology of much of the 106 km-long reservoir, and may still be identified at Hoover Dam under certain conditions.
