The purpose of the State Natural Resource Management [NRM] Plan is to communicate the direction for sustainably managing Western Australia's natural resources.
This direction has been informed by previous initiatives such as the 'Decade of Landcare', several programs focused on salinity, the Western Australian State Sustainability Strategy (2009), and more recently a report commissioned by the State entitled The delivery of Natural Resources Management in Western Australia - a review (2006), which recommended preparation of an NRM Plan. Western Australian Rangeland Monitoring System (WARMS) sites are designed to provide defined areas for repeated photography and collection of vegetation composition, shrub/tree cover and landscape function (soil surface assessment) data. This manual defines the procedures for installing and monitoring WARMS sites in the grasslands of northern Western Australia. It provides a documented reference of site stratification at regional scale, and site allocation at station (property) scale. Different procedures apply for sites in the shrublands of the southern pastoral zone. WARMS is designed to be interpreted at the vegetation type or regional scale, rather than lease (station) scale. When the Sustainable Portland Task Force Report was released in November 2007, under the leadership of Mayor Jim Cohen, Portland Councilor Kevin Donoghue had the idea that students at the Muskie School of Public Service might be able to help implement recommendations from the report. Twisters, (poly)‐dimethylsiloxane‐coated magnetic stir bars, were used to measure compounds typical of swine manure malodor in air. In initial experiments, a time to achieve equilibrium was determined by preloading the stir bars with ten compounds with a range of volatilities and polarities and then monitoring their loss. The rate of loss was dependent on compound volatility, and the time for equilibrium to be attained varied widely, from 22 min for phenol to 210 min for skatole. To test whether the Twisters would respond linearly over a range of concentrations, the stir bars were placed in vented jars with solutions of …

Nutrient management is as much a global issue as a local one with a balance required between economics and environment, inherent biological limitations and expectations of nutrient use efficiency, and traditional fertiliser practices and actual enterprise nutrient requirements. The concept of nutrient balance depends on context and scale. Nutrient balance can be considered at a global scale, where issues of nutrient stocks, cycles, depletion and transfer of a particular element are important. For a single farm enterprise, nutrient balance might be considered in terms of phosphorus (P) inputs into and outputs from the enterprise. This is commonly known as a …

Following man-made or natural catastrophes, widespread and long-lasting disruption of lifelines can lead to economic impacts for both business and residential lifeline users. As a result, the total economic losses caused by infrastructure damage may be much higher than the value of damage to infrastructure itself. In this paper, we consider the estimation of economic impacts on businesses and residential consumers resulting from water supply disruption. The methodology we present for estimating business interruption losses assumes that marginal losses are increasing in the severity of disruption and that there may be a critical water availability cutoff below which business activity …

With the diversification of the U.S. economy over the past century, agriculture has changed. We can say the farm sizes have increased over time, the number of farmers and those employed in farming have decreased over time, and as the economy has grown the relative contribution of agriculture to the total economy has decreased due to growth in other sectors. The farm prices have not changed significantly over many years while costs for energy, machinery, and land have generally increased. Most existing economic analyses of optimal groundwater management use single-cell aquifer models, which assume that an aquifer responds uniformly and instantly to ground- water pumping. This paper demonstrates how spatially explicit aquifer response equations from the water resources engineering literature may be embedded in a general economic framework. Calibration of our theoretical model to published economic studies of spe- cific aquifers demonstrates that, by averaging basin drawdown across the entire resource, existing studies generally understate the magnitude of the groundwater pumping external- ity relative to spatially explicit models. For nearly half a century, groundwater has been portrayed in the economic literature as a typical common property resource. Numerous studies of groundwater extraction have analyzed the externalities imposed by users on each other. A large body of work offers clear prescriptions in the form of optimal policy instruments, and a similarly large body of work advocates the needlessness of any centralized intervention. Yet existing theoretical models of groundwater extraction implicitly make two strong assumptions about the underlying behavior of the resource. First, the spatial distribution of resource users is assumed to be irrelevant. Second, path-independence of the resource is …

Low Impact Development (LID) is an approach to stormwater management and site development that is gaining popularity throughout the country. Its attractiveness lies in its potential to lessen off-site stormwater impacts, reduce costs to municipalities and developers, and promote development that is “softer on the land” compared with typical traditional development. The approach, which is applicable to residential, commercial and industrial projects, and in urban, suburban and rural settings, often is linked with efforts by governments and citizens to foster more sustainable communities.

This study analyzes per capita expenditure trends among selected fast-growing Maine towns from 1970-2004. The ten communities studied are termed as “suburbanizing” towns. This term is used to describe towns that over the past 30-40 years have been in the process of transition from rural to suburban – in terms of their population and housing densities, their forms of government, and the services they provide, as well as other characteristics.1 Such towns are of particular interest because they have been absorbing a healthy percentage of the state’s population growth during this time period, often at the expense of Maine’s service …

The inventory of rangelands in part of the Broome Shire in Western Australia was undertaken by DAFWA between 1989 and 1990. It describes and maps the natural resources of the region’s pastoral leasehold land. This survey report provides a baseline record of the existence and condition of the natural area’s resources, to assist with the planning and implementation of land management practices. The report identified and described the condition of soils, landforms, vegetation, habitat, ecosystems, and declared plants and animals. Soil moisture (SM) plays an important role in land surface and atmosphere interactions. It modifies energy balance near the surface and the rate of water cycling between land and atmosphere. The lack of observed SM data prohibits understanding of SM variations at climate scales under varying land uses. However, with simulation models it is possible to develop a long-term SM dataset and study these issues. In this paper a water balance model is used to provide a quantitative assessment of SM climatologies for three land uses, namely, irrigated corn, rain-fed corn, and grass, grown under three hydroclimatic regimes in Nebraska. …

The inventory and condition survey of the Pilbara region, undertaken by the Department of Agriculture, Western Australia between 1995 and 1999, describes and maps the natural resources of the region’s pastoral leasehold land. This survey report provides a baseline record of the existence and condition of the natural area’s resources, to assist with the planning and implementation of land management practices. The report identified and described the condition of soils, landforms, vegetation, habitat, ecosystems, and declared plants and animals.
