Holding that the widespread effects of environmental regulation on the coal industry constituted sufficient importance, the Northern District of West Virginia ordered the Environmental Protection Agency to conduct analysis on employment loss and plant reduction resulting from regulatory effects. In admonishing the EPA’s inaction, the court ruled that the Agency had a non-discretionary duty to evaluate employment and plant reduction. Furthermore, the court held that the EPA’s attempt to put forth general reports in place of required evaluations was an invalid attempt to circumvent its statutory duty.

The Tuscaloosa Marine Shale: Geologic History, Depositional Analysis, And Exploration Potential, Jessica D. Pair

The Tuscaloosa Marine Shale (TMS) was deposited across southern Louisiana and Mississippi during the Upper Cretaceous. The study focuses on a core region containing vast deposits of Cretaceous-aged sediments that have economic importance for oil and gas exploration. This region has been conventionally drilled for decades, focusing on the recovery of the Cretaceous hydrocarbons. Explorers within this region had traditionally targeted the massive sand units of the Lower and Upper Tuscaloosa Group while neglecting the middle Tuscaloosa Marine Shale unit. This paper uses an analysis of stakeholders in the shipping industry to assess the potential for low carbon ships to enter trades such as tankers and bulkers and to trigger a sustainability transition in maritime transport. An innovation system must perform innovation functions: development, entrepreneurship, deployment of resources and legitimation successfully in order to develop. The developments in LNG are compared to wind assistance technologies and an assessment of possible transitions pathways made. LNG is devloping an effective innovation system. In a strategic environment that is increasingly shaped by the forces of globalization, the navies need to be prepared for a wide range of contingencies. Many of these contingencies will arise from challenges that have little in common with traditional notions of security: cyber attacks can cause massive damage without a single shot being fired; terrorist attacks can have a psychological impact that far outweighs their immediate physical effect; the proliferation of Weapons of Mass Destruction can lead to unpredictable power shifts; and other threats to secured energy management.

Energy efficiency measures for cargo ships can be categorized into design and operation. Most of the design measures are based on hull form optimization, propulsion system selection and speed optimization. Operational measures are mainly based on selecting the optimized speed, trim, propeller pitch and rpm for energy efficiency. These measures should be applied onboard according to the loading conditions and weather conditions, such as wave height, period and direction, wind speed and direction. The variety of alternatives requires an online decision support system as the alternatives cannot be placed in a simple guideline or booklet. Such operational decision support systems …
