The conventional explosive seismic sources are very tightly controlled in high-gas mine, and a novel non-explosive channel wave method is urgently needed as an alternative. In allusion to the characteristics of complex structure of rescue lifting vehicle, the poor independence of working condition and fault data, and the difficulty in fault diagnosis, we proposed a fault diagnosis algorithm of rescue lifting vehicle with the semi-supervised support vector machine in this paper. Summary Based on experimental data about the amount of carbon sequestered and estimated implementation costs, our preliminary results show that the average cost of sequestering carbon via no-till (about $22 per ton of CO2e) appears to be much lower than the $51 per ton social value of sequestering that ton. In contrast, our preliminary results show that the average costs of sequestration via adoption of cover crops is much higher, about $60 per ton. This Essay criticizes Professor Richard Epstein’s approach to climate change regulation, which he characterizes as one involving taking modest steps at first, observing the results of these steps, and then using the lessons learned to inform the next steps. Epstein’s approach depends critically on a particular class of damage function determining how greenhouse gas emissions cause harm—specifically, damage functions that lack discontinuities. And it also depends on the ability to observe in real time how the function occurs. Neither of these conditions are met with respect to climate change.
