Managing Oil and Gas Development in Colorado: The New COGCC Rules (December 16)

NRLC Hot Topic held on December 16, 2008 from 12:00 noon to 1:30 p.m. at the offices of Hogan and Hartson, Denver, Colorado.

Panelists from COGCC, the oil & gas industry, and environmental community, will present their perspectives on the soon-to-be-issued rules on oil and development in Colorado. Discussion and questions from attendees will follow.

George Kennan's prediction of the Soviet Union's downfall may have, in retrospect, jinxed Russia on the one aspect that had historically worked in its favor: time. The confluence of time and space--brought about by an emphasis on territorial expansion-had greatly aided Russia when difficulties had rendered the variable of time indispensable. When confronted by the likes of Napoleon and Hitler, for example, Russia had at its disposal the luxury of always trading space for time. In an effort to decrease greenhouse gas emissions, expand domestic energy production, and maintain economic growth, public and private investments are being used to pursue dedicated feedstock crops for biofuel production. Unlike food crops grown for grain-based ethanol (e.g., corn), which require high inputs of fertilizers and pesticides and typically are grown on prime agricultural land, proposed lignocellulose-based energy crops (e.g., switchgrass) typically have a neutral or negative carbon budget, require relatively few economic or environmental inputs, and can be cultivated on marginal, lower-productivity land. The Natural Resources Law Center's 25th Anniversary Conference and Natural Resources Law Teachers 14th Biennial Institute provided an opportunity for some of the best natural resources lawyers to discuss future trends in the field. The conference focused on the larger, cross-cutting issues affecting natural resources policy. Initial discussions concerned the declining role of scientific resource management due to the increased inclusion of economic-cost benefit analysis and public participation in the decision-making process.
