The events of March 2011 at the nuclear power complex in Fukushima, Japan, raised questions about the safe operation of nuclear power plants, with early retirement of existing nuclear power plants being debated in the policy arena and considered by regulators. Also, the future of building new nuclear power plants is highly uncertain. Should nuclear power policies become more restrictive, one potential option for climate change mitigation will be less available. However, a systematic analysis of nuclear power policies, including early retirement, has been missing in the climate change mitigation literature. Since the oil embargo of 1973, the United States has struggled to implement a sustainable and comprehensive national energy policy. Forging a consistent policy approach has been complicated by more recent emerging trends: how to combat global climate change, the continued emergence of viable alternative energy options, and the hydrocarbon renaissance.

This presentation will discuss several major themes that have impacted energy policy-making since the 1970s and how they are reflected in key issues debated in the current election year. It will then pose some thoughts on how to move away from the burdens of the past and move forward.

This thesis concentrates on the international relations of Turkey by studying one of the significant parameters of the world affairs, the Energy Security issue, and Robert 0. Keohane and Joseph S. Nye's Complex Interdependence concept. The research is conducted through two case studies between Turkey and two different neighboring actors, Iran and the European Union. This thesis is a qualitative study with descriptive analyses on the literature of the interdependence and the energy security concepts. Graphite has the potential for inclusion in nuclear waste for disposal in waste repository settings. Implementation of High Temperature Gas-cooled Reactors contributes to this potential through use of TRISO fuel, if direct disposal of the graphite matrix surrounding the fuel is employed. The inclusion of the large mass and volume in the TRISO fuel waste form differs significantly from used light water reactor fuel waste forms, requiring new performance models to describe the behavior in a repository setting. An investigation into the effect of moisture augmentation by manipulation of food waste proportion or wastewater treatment plant biosolids proportion was undertaken to determine the effects on production of methane and other biogases from municipal solid waste (MSW). Laboratory microcosm experiments were performed to determine the effect of various proportions of influent waste streams on the production of biogas. Results indicated that moisture augmentation through the addition of food waste to MSW increases the overall bio-gas and hydrogen gas formed during fermentation. Moisture augmentation through addition of wastewater treatment bio-solids lead to inconclusive results. Addition of food waste to MSW …

On July 12 and 13, 2012, experts convened at Colorado Law to demonstrate the extent to which a model law could help address the global problem of indoor air pollution from inefficient cook stoves. The air pollution that results from inefficiently burning biomass as fuel for cooking has serious health and climatic consequences. The workshop produced two sets of Model Laws and commentaries to help nations solve the problem, and the commentaries were published in the Colorado Natural Resources, Energy, and Environmental Law Review.

Large thermoelectric facilities are issued permits to discharge high volume, high temperature effluents as part of the National Pollutant Discharge Elimination System (NPDES). Once-through cooled power plants are especially dependent on large quantities of cool water to operate. When ambient temperatures are high or streamflow is very low, power plant managers must reduce (i.e., "dial back") energy generation in order to avoid violating their NPDES permit limitations. Sudden dial-back can have human health impacts when electricity is no longer available to provide cooling or other vital services. Pollution poses serious threats to both the environmental and the organisms that depend on their environment for survival. Due to the toxicity of most contaminants, there is a dire need for remediation of polluted sites. Remediation studies were conducted on two high priority pollutants: 2,4,6-trinitrotoluene (TNT) and crude oil.

TNT was the most common explosive used in the 20th century. Continuous contamination has resulted in an urgent need for remediation. Wind power will be an important component of California's aggressive strategies to meet its greenhouse gas reduction targets by the year 2020. However, the costs of integrating wind power's variable and uncertain output are often ignored. I argue that California must take prudent action to understand, minimize, and allocate wind integration costs. A review of numerous studies suggests that for wind penetration levels below 20%, integration costs should remain modest. However, costs are heavily dependent on market structure, and I suggest numerous ways that California can optimize its market design to manage wind integration costs.
