Energy efficiency in shipping is regarded as one of the most urgent tasks to which the industry needs to respond. According to the 2014 International Maritime Organization’s (IMO) Green-House Gas (GHG) Study, the average respective missions from shipping accounted for approximately 3.1% of annual global CO2 during the period of 2007–2012.
Mandatory technical and operational energy-efficiency measures adopted via Annex VI of the International Convention for the Prevention of Pollution from Ships (MARPOL) entered into force on 1 January 2013. This paper uses an analysis of stakeholders in the shipping industry to assess the potential for low carbon ships to enter trades such as tankers and bulkers and to trigger a sustainability transition in maritime transport. An innovation system must perform innovation functions: development, entrepreneurship, deployment of resources and legitimation successfully in order to develop. The developments in LNG are compared to wind assistance technologies and an assessment of possible transitions pathways made. LNG is devloping an effective innovation system. In a strategic environment that is increasingly shaped by the forces of globalization, the navies need to be prepared for a wide range of contingencies. Many of these contingencies will arise from challenges that have little in common with traditional notions of security: cyber attacks can cause massive damage without a single shot being fired; terrorist attacks can have a psychological impact that far outweighs their immediate physical effect; the proliferation of Weapons of Mass Destruction can lead to unpredictable power shifts; and other threats to secured energy management.

Energy efficiency measures for cargo ships can be categorized into design and operation. Most of the design measures are based on hull form optimization, propulsion system selection and speed optimization. Operational measures are mainly based on selecting the optimized speed, trim, propeller pitch and rpm for energy efficiency. These measures should be applied onboard according to the loading conditions and weather conditions, such as wave height, period and direction, wind speed and direction. The variety of alternatives requires an online decision support system as the alternatives cannot be placed in a simple guideline or booklet. Such operational decision support systems …
