The chemical processing of used nuclear fuel is an integral component of any strategy for the transmutation of nuclear waste. Due to the large volume of material that must be handled in this first step of the transmutation process, the efficiency of the separations process is a key factor in the potential economic viability of the transmutation strategies. The ability to optimize the chemical separation systems is vital to ensure the feasibility of the transmutation program.

The first step in any transmutation strategy is the separation of radionuclides in used nuclear fuel. The current separation strategy supporting the Advanced Fuel Cycle Initiative (AFCI) program is based on the use of a solvent extraction separation process to separate the actinides, fission products, and uranium from used commercial nuclear fuel, and on the use of pyrochemical separation technologies to process used transmuter fuels. Immobilization of highly radioactive and long-lived isotope of 129I, which is a fission product in spent nuclear fuel, requires development of new durable host-materials. Such materials should be characterized with the following principal features:

  • High loading capacity to iodine incorporation
  • Chemical durability and radiation resistance in order to prevent iodine release over long time (higher than 105 years) storage under conditions of underground repository of radioactive wastes
  • Possibility to use iodine-doped material as a target for iodine transmutation.

During previous reporting periods we studied properties of iodine doped FCC in comparison with activated carbon. An additional goal was to investigate the possibility to convert iodine doped FCC and activated carbon into ceramic-like material avoiding iodine loss. In order to obtain ceramic based on CxNy with fullerene structure we decided to carry out gamma irradiation of iodine doped samples in nitrogen atmosphere (0.7 atm. N2). Iodine is a very volatile chemical element, and even its chemically strong compounds such as AgI and CuI are not stable under ultraviolet irradiation or oxidizing conditions. If the efficacy of fluorapatite based waste-storage can be demonstrated, then new and potentially more-efficient options for handling and separating high-level wastes, based on fluoride-salt extraction, will become feasible. In the framework of this stage of research we had to carry out synthesis and study of fluorapatite doped with fission product elements including Cs, Sr, noble metals and Zr. During previous reporting period different samples of ceramics based on Sr-fluorapatite have been synthesized. Sample of Cs-Nd-doped ceramic has been recognized as the most interesting for detailed examination by SEM and EMPA methods.

The goal of this research project is to provide technical support to process designers working on the development of the fuel cycles for transmutation applications. Detailed process models are developed to better define the impact of fuel choice on the transmuter fuel cycle, including relative process losses, waste generation, and plant capital cost. These process models provide insight regarding required plant size and number of plants needed to mesh with the fuel recycling line. They also determine requirements for automation.

This project will examine inert fuels containing ZrO2 and MgO as the inert matrix, with the relative amount of MgO varied from 30% to 70% in ZrO2. Reactor physics calculations will be used to examine suitable quantities of burnable poisons from the candidate elements Gd, Er, or Hf with reactor grade Pu providing the fissile component, with up to 10 % of 239Pu. The recovery of iodine released during the processing of used nuclear fuel poses a significant challenge to the transmutation of radioactive iodine. This proposal will develop and examine the use of Fullerene Containing Carbon (FCC) compounds as potential sorbents for iodine release from the reprocessing of nuclear fuel. This work will also include the development of bench-scale testing capabilities at UNLV to allow the testing of the FCC material in a simulated process off-gas environment. The Lead-Bismuth eutectic (LBE) has been determined from previous experimental studies by the Russians and the European scientific community to be a potential material that can be used as a spallation target and coolant for the TRP proposed application. Properly controlling the oxygen content in LBE can drastically reduce the LBE corrosion to structural steels. However, existing knowledge of material corrosion performance was obtained from point-wise testing with only very sparse experimental data. As indicated in the original proposal, the primary objective of this task is to evaluate the effect of hydrogen on environment-assisted cracking of candidate target materials for applications in spallationneutron- target (SNT) systems such as accelerator production of tritium (APT) and accelerator transmutation of waste (ATW). The materials selected for evaluation and characterization are martensitic stainless steels including Alloy HT-9, Alloy EP 823 and Type 422 stainless steel. The susceptibility to stress corrosion cracking (SCC) and hydrogen embrittlement (HE) of these materials are being evaluated in aqueous environments of interest using tensile specimens under constant load and slow-strain-rate (SSR) conditions. …

The purpose of this project is to evaluate the elevated temperature tensile properties of Alloy EP-823, a leading target material for accelerator-driven waste transmutation applications. This Alloy has been proven to be an excellent structural material to contain the lead-bismuth-eutectic (LBE) nuclear coolant needed for fast spectrum operations. Very little data exist in the open literature on the tensile properties of this Alloy. The purpose of this collaborative research project involving the University of Nevada Las Vegas (UNLV), the Idaho State University (ISU), and the Los Alamos National Laboratory (LANL) is to evaluate the feasibility of determining residual stresses in cold-worked, plastically-deformed (bent), and welded materials using a nondestructive method based on positron annihilation spectroscopy (PAS). This technique uses γ-rays from a small MeV electron Linac to generate positrons inside the sample via pair production. This method is known to have capabilities of characterizing defects in thick specimens that could not be accomplished by conventional positron technique or other nondestructive methods. This alloy has been proven to be an excellent structural material to contain the molten lead-bismuth-eutectic (LBE) nuclear coolant needed for fast spectrum operations. Very little data exist in the open literature on the tensile properties of this martensitic alloy. Three different heats of this material, produced by vacuum induction melting, were thermally treated to produce fully-tempered martensitic microstructure without any retained austenite (Table I). The AFCI program is developing technology for the transmutation of nuclear waste to address many of the long-term disposal issues. An integral part of this program is the proposed chemical separations scheme.

Nearly all issues related to risks to future generations arising from long-term disposal of such spent nuclear fuel is attributable to about 2% of its content. Such 2% is made up primarily of plutonium, neptunium, americium, and curium (the transuranic elements) and long-lived isotopes of iodine and technetium created as products from the fission process in power reactors. This approach will result in a predicative tool that can be validated with corrosion test data, used to systematically design tests and interpret the results, and provide guidance for optimization in LBE system designs. The report for Y01 has been prepared and submitted. The final part of our apparatus, the N3Si4 stirrer, was received by the end of May. The assembly of the apparatus has almost been completed. The control plan for our apparatus has been revised. To run FLUENT, a high-end Unix-based Sun workstation has been acquired. Plan has been made to ship our apparatus to LANL.
