This dissertation consists of three essays on energy-related state policies and energy transition. Each paragraph below refers to the three abstracts for the three chapters in this dissertation, respectively.
The first essay is entitled: “Impacts of State Tax and Resource Ownership Policies on Extraction: Evidence from U.S. Natural Gas Production”. The innovation of combined use of horizontal drilling and hydraulic fracturing technologies during the 2000s has allowed natural gas producers in the United States to extract natural gas and liquids from deep shale formations in a cost-efficient manner. In this paper, we predict crude oil price using various factors that may influence its price. The factors considered are physical market, financial, and trading market factors, including seven key factors and the dollar index. Firstly, we select the main factors that may greatly influence the prices. Then, we develop a hybrid model based on a convolutional neural network (CNN) and long short-term memory (LSTM) network to predict the prices. Lastly, we compare the CNN–LSTM model with other models, namely gradient boosting (GB), decision trees (DTs), random forests (RFs), neural networks (NNs), CNN, LSTM, and bidirectional LSTM (Bi–LSTM). Wind power has rapidly grown over the past decade because it is clean, renewable, and abundant. However, wind farms can affect local weather and possibly alter the transport, diffusion, and concentration of air pollutants. In this paper, the potential for solar energy development in Portugal is explored, with a focus on the Alentejo region of Portugal. The Fernando Pessoa Photovoltaic plant that is approved for construction in the Santiago do Cacém municipality is analyzed. Summary Based on experimental data about the amount of carbon sequestered and estimated implementation costs, our preliminary results show that the average cost of sequestering carbon via no-till (about $22 per ton of CO2e) appears to be much lower than the $51 per ton social value of sequestering that ton. In contrast, our preliminary results show that the average costs of sequestration via adoption of cover crops is much higher, about $60 per ton. Depending on how accurate soil carbon models are in predicting sequestration on individual fields to qualify them for enrollment, reimbursement costs for planting cover …

Shale oil boom in the United States has catapulted it from an importer of crude oil to a net exporter. Field applications show that both the shift in exploration paradigm from finding traps to targeting resource-rich petroleum source kitchens (i.e., "sweet spots") and the technological innovation represented by horizontal well multi-stage fracturing are among the key factors for the large-scale development of shale oil in the United States. Oil is an important strategic energy source, and the establishment of sufficient oil storage is a major need to ensure the political, economic and national defense security of the country. China's outer dependence for oil has exceeded 70% for three consecutive years, but the oil storage is extremely low. Underground salt caverns are internationally recognized as excellent places for large-scale oil storage, developed countries in Europe and the United States have built several salt cavern oil storages in the last century. The Atlantic surfclam Spisula solidissima fishery, which spans the U.S. Northeast continental shelf, is among the most exposed to offshore wind energy development impacts because of the overlap of fishing grounds with wind energy lease areas, the hydraulic dredges used by the fishing vessels, and the location of vessel home ports relative to the fishing grounds. The Atlantic surfclam federal assessment survey is conducted using a commercial fishing vessel in locations that overlap with the offshore wind energy development. We are experiencing a climate crisis that must be confronted with strategic mitigation. Pomona College contributes to the climate crisis through its emissions for which there is a baseline record. However there is no baseline record of the climate mitigation currently performed by the trees on Pomona’s campus through carbon storage. This study seeks to determine a current baseline quantity of carbon stored and sequestrated by Pomona’s trees as well as possible courses of climate mitigation for Pomona College to take. In Northern California, the Karuk Tribe is feeling the effects of climate change on inadequate energy infrastructures leading to unreliable power supply. Improving energy reliability in a way that also increases energy sovereignty is necessary. Renewable energy microgrids have emerged as a pathway forward.
Modeling ownership structures and cash flows for different microgrid configurations can support the Tribe’s implementation of a microgrid in Orleans, CA that maximizes community benefits. This thesis considers a front-of-the-meter (FTM) and behind-the-meter (BTM) configuration, both approximately 2 MW solar PV and 3 MW/12 MWh battery energy storage. The Demotechnic Index (DI) is a non-dimensional metric that is the scalar multiple of energy consumption over and above that required for mere subsistence of a national population. Thus, the DI is a measure of energy efficiency that scales a country’s industrial energy consumption (called the total technological energy) and the energy required to meet the metabolic demand of the population (called the total metabolic energy). Despite the international consensus that climate change is a problem, few substantive policies are being pushed forward at the national level to meet international greenhouse gas reduction commitments under the Paris Agreement. The most significant climate change policies are emerging at state public utility commissions (PUCs). While PUCs were traditionally structured to regulate utilities, state PUCs are now finding themselves at the hub for renewable energy, clean energy, and distributed energy policies. Western society lives with a great dependence and an almost simultaneous ignorance of energy consumption (van den Broek, 2019). The systemic landscape of energy knowledge and dissemination is more critical than ever as Portugal races to meet decarbonization goals. This paper fills a knowledge gap by updating the current social landscape of energy literacy in Portugal through a comprehensive system map and framework to increase energy literacy levels through the renewable energy transition. By conducting a semi-systematic literature review, meta-narratives and themes were identified and used to create theoretical concepts, a framework, and a system map. This research found that …
