This honors thesis will examine current and theoretical "cap and trade" emissions trading schemes in an attempt to make recommendations on how to improve this regulated commodity market. The various control mechanisms available to regulators will be discussed: including allocation methodology, benchmarking, banking, variation in design frameworks, etc. To aid and support the proposed policy recommendations, this paper will investigate the design framework of the SOx emission trading scheme in the US, the Kyoto Protocol, and the European Union Emissions Trading Scheme (ETS). Abstract

The world runs on the electricity provided by gas, oil, and coal. These sources, while cheap, have some major drawbacks associated with them; they are polluting when burned, extraction damages the environment, and the resource reservoirs are limited. With this understanding, the world is turning to renewable energy sources as a means to alleviate its growing energy requirements. But there are problems associated with renewable energy sources preventing them from becoming major sources of electricity generation. These problems are usually monetary in nature.

Ireland is committed to limiting its greenhouse gas (GHG) emissions to 113% of 1990 levels over the period 2008-12 and to 84% of 2005 levels by 2020 under the Kyoto Agreement and the EU’s ’20 20’ by 2020 respectively. National policies have targeted many industry sectors but have failed to directly tackle GHG emissions associated with construction activity. This paper estimates energy and GHG emissions intensities of the Irish construction sector and subsectors and estimates its contribution to Irish national emissions. The largest known oil shale deposits in the world are in the Green River Formation, which covers portions of Colorado, Utah, and Wyoming. Fully one-half of the world’s oil shale lies within 150 miles of Grand Junction, Colorado, and about 80% of these reserves are on federal land. Estimates of recoverable reserves in the Green River Formation range from 500 billion to 1.53 trillion barrels. At present consumption rates, this is enough oil to satisfy 100% of U.S. demand for well over 100 years.

The first Intermountain BMP Project workshop, sponsored by the Natural Resources Law Center and the Colorado Oil and Gas Conservation Commission, was held in Rifle, Colorado on October 14, 2009 at the Garfield County Fairground for over 170 participants.

Speakers from Federal, state and local governments, the community, industry and environmental consultants, and conservation groups focused presentations and discussion on a greater understanding of what Best Management Practices (BMPs) are appropriate to the western slope of Colorado and how they are integrated into developments.
