As negative environmental and economic impacts of fossil fuels have escalated, so has the importance of renewable bioenergy crops whose feedstocks are noncompetitive with food supplies. Compared with fossil fuels, use of lignocellulosic feedstocks offers potential for greenhouse gas reduction and highly positive net energy returns because of low input demand and high yields per unit of land area, thus making them advantageous for the emerging biofuel industry. In 1990 the transport sector accounted for 9,5% of all Irish emissions. By 2010 it is predicted that transport emissions will have increased by 179%, accounting for 18.8% of all emissions. It is predicted that transport emissions will therefore be around 14,000 kt in 2010. This equates to around €370 million pa in carbon taxes if and when the taxation regime is introduced. This €370 million may be used to facilitate a biofuel industry (for example, by reducing excise duty on biofuels).

The New England Environmental Finance Center (NE/EFC) has been conceived as a knowledge-based clearinghouse, training, and change-agent program aimed at helping EPA's constituencies find financially successful approaches to environmental improvements. The NE/EFC will develop approaches to needs of particular priority in New England and potentially useful throughout the nation; share such approaches through the EFC national network; and help make tools from that network accessible throughout New England. The temperature differential between the tropical ocean surface and deep waters represents tremendous energy potential. Ocean thermal energy conversion (OTEC) systems represent an environmentally sound method to extract that energy resource. Included in this paper is a review of the history of OTEC, basic thermodynamic principles involved and major components of the system. For the purpose of this review, the marine environment has been classified into three physical zones - the littoral zone, the open-shelf environment and the coral reef. Since the boundaries are arbitrary, there will inevitably be some overlap, but for this review the subject matter will be related to the area between low water of ordinary spring tides and the edge of the continental shelf; i.e., to a depth varying to 200 metres.
