We analyze the relationship between economic development and energy consumption in the context of greenhouse gas mitigation. The main contribution of this work is to compare estimates of energy thresholds in the form of minimum energy requirements to reach high levels of development with output projections of per capita final energy supply from a group of integrated assessment models (IAMs). Scenarios project that reductions of carbon emissions in developing countries will be achieved not only by means of decreasing the carbon intensity, but also by making a significant break with the historically observed relationship between energy use and economic growth. …

Rural perspectives are important for the issue of climate change. Rural areas are high concentrations of active voters who deny the problem of anthropogenic climate change. Rural residents also face decisions about inviting large, utility scale renewable energy developments in their areas. This research examines rural Nevadan’s perspectives on climate change to offer insights about the relationship between climate change perceptions and communication strategies. The research offers policy implications that address context specific issues, solution-oriented dialogue, and interest matching to mitigate anthropogenic climate change.

Forty years ago, the results of modeling, as presented in The Limits to Growth, reinvigorated a discussion about exponentially growing consumption of natural resources, ranging from metals to fossil fuels to atmospheric capacity, and how such consumption could not continue far into the future. Fifteen years earlier, M. King Hubbert had made the projection that petroleum production in the continental United States would likely reach a maximum around 1970, followed by a world production maximum a few decades later. The importance of reaching out to and including local stakeholders and local norms is becoming a factor within the formation and implementation of global environmental governance mechanisms. In recent years the Ishpingo-Tambococha-Tiputini (ITT) block of the Ecuadorian Yasuní National Park has caught widespread international attention due to its biological and cultural diversity, as well as its impact on carbon emissions at a time when climate change is a big concern for many. This article evaluates the contradictions and imperatives of two initiatives, the first being the Yasuní-ITT Initiative, formulated domestically on alternative non-extraction norms. EXECUTIVE SUMMARY
Exploring energy demand and supply uncertainty: An exploration of uncertainty on drivers of energy demand and supply is indispensable for better understanding the prospects of long-tern climate stabilization. The RoSE study is the first of its kind to systematically explore the impact of economic growth, population and fossil fuel scarcity, in scenarios with and without climate policy, using a model ensemble. A feature of RoSE is the participation of five established integrated assessment modelling teams from three important regions in international climate policy negotiations: the EU, the USA and China.

Debates about the possibility of a near-term maximum in world oil production have become increasingly prominent over the past decade, with the focus often being on the quantification of geologically available and technologically recoverable amounts of oil in the ground. Economically, the important parameter is not a physical limit to resources in the ground, but whether market price signals and costs of extraction will indicate the efficiency of extracting conventional or nonconventional resources as opposed to making substitutions over time for other fuels and technologies. The Colorado Oil and Gas Conservation Commission (COGCC) recently initiated a rule making process to develop new, statewide regulations for baseline sampling and monitoring of groundwater near new oil and gas wells. COGCC’s first rule making hearing was held November 14; the rule is expected to be finalized December 10. Fresh air: a natural and necessary commodity, and yet one that is missing from many of the world’s households. In rural communities and in the developing world, indoor air pollution is a very real health burden, constituting a factor in 2.5 million deaths every year. The homes of the IX Region of Chile are particularly disposed to indoor pollution, due to the use of biomass fuels for cooking and heating during the cold winter months. Hydropower, a source of renewable energy that transforms water into electricity, has great potential in Nepal. It can be used to electrify homes, increase efficiency of agriculture, and improve businesses to spur economic growth. This research will examine the current status of hydropower in Nepal and the main obstacles to its expansion. More importantly, however, is the importance on developing hydropower responsibly and ethically. The events of March 2011 at the nuclear power complex in Fukushima, Japan, raised questions about the safe operation of nuclear power plants, with early retirement of existing nuclear power plants being debated in the policy arena and considered by regulators. Also, the future of building new nuclear power plants is highly uncertain. Should nuclear power policies become more restrictive, one potential option for climate change mitigation will be less available. However, a systematic analysis of nuclear power policies, including early retirement, has been missing in the climate change mitigation literature. Drafting Model Laws on Indoor Pollution for Developing and Developed Nations (July 12-13)
On July 12 and 13, 2012, experts convened at Colorado Law to demonstrate the extent to which a model law could help address the global problem of indoor air pollution from inefficient cook stoves. The air pollution that results from inefficiently burning biomass as fuel for cooking has serious health and climatic consequences. The workshop produced two sets of Model Laws and commentaries to help nations solve the problem, and the commentaries were published in the Colorado Natural Resources, Energy, and Environmental Law Review.

This essay identifies and evaluates the most common environmental critiques made against nuclear energy development. Environmentalists articulate four major concerns: the destructive effects and health risks of uranium mining; the dangers posed by radiation releases and meltdowns; the difficult of nuclear waste disposal; and national security concerns, including nuclear weapons proliferation and the possibility of attack or sabotage. By characterizing and describing these concerns, we are better able to decide which problems are most compelling, and suggest possible policy-driven solutions.

Rooted deep in Germany's past is its modern socio-political grounding for environmental respect and sustainability. This translates into individual and collective action and extends equally to the economic and policy realm as it does to educational institutions. This thesis evaluates research conducted in Germany with a view to what best approaches are transferable to the United States liberal arts setting. Furthermore, exemplary American models of institutional sustainability and environmental education are explored and combined with those from abroad to produce a blueprint and action plan fitting for the American college and university.
