This report provides a comprehensive overview of the Western Australian (WA) Abalone Managed Fishery (AMF) and the outcomes from the 2015 ecological risk assessment of this fishery. The AMF targets three species of abalone greenlip (Haliotis laevigata), brownlip (H. conicopora) and Roe’s abalone (H. roei). Greenlip and brownlip abalone are primarily targeted on the south coast of WA, while Roe’s abalone is primarily targeted on the West Coast. Commercial fishing for abalone in WA has been undertaken since 1964.

Harvest strategies for aquatic resources managed by the Western Australian Department of Fisheries (the Department) are formal documents prepared to support the decision-making processes required to ensure the management of these resources are consistent with the principles of Ecologically Sustainable Development (ESD). The objectives of ESD are reflected in the objects of the Fish Resources Management Act 1994 (FRMA) and Section 9 of the Aquatic Resources Management Act, which will replace the FRMA once proclaimed.

The western rock lobster Panulirus cygnus (George) is taken by commercial and recreational fishers throughout its geographic range along the lower west coast of Western Australia. The main commercial fishery for P. cygnus is the West Coast Rock Lobster Managed Fishery (WCRLMF), which is Australia’s largest single-species fishery, currently worth about $400 million annually. Western rock lobster provides the basis for the economies of a number of coastal towns and also supports a recreational fishery.

This fishery-specific harvest strategy has been developed in line with the Department of Fisheries' (Department) over-arching Harvest Strategy Policy for Aquatic Resources (Department of Fisheries in prep.) and in consultation with licensees. The broad scope of the Harvest Strategy Policy for Aquatic Resources is consistent with the National Harvest Strategy Guidelines but as well as considering all retained target species, it also incorporates retained non-target species, bycatch' and other ecological components to ensure the risks to these elements are managed effectively.

This 2014 report aims to provide a summary of national and international activity in the use of agricultural by-products for the production of bioenergy and biofuels. The summary is primarily an internal report for the Department of Agriculture and Food, Western Australia (DAFWA), but will hopefully be of some value to industry proponents that are interested in pursuing the opportunities provided by what are currently low value agricultural waste products. The marine ecosystems of Western Australia, including those in the Kimberley, are classified as being of moderate to low productivity. This is primarily a consequence of the influence of the Leeuwin Current, the eastern boundary current that flows poleward delivering warm, low nutrient waters, and only sporadic short-term upwelling events to shelf habitats off the Western Australian coast. This, coupled with little riverine inflow from old weathered terrestrial systems, results in low levels of primary and secondary production in habitats along most of the coast. The Western Australian fishery is the only remaining significant fishery for pearl oysters in the world and comprises most of the exported pearl product of Australia, currently worth around $125 million annually. The majority of pearl shells used to culture pearls come from the pearling beds in the inshore waters near Broome. The fishery for pearl oysters preferentially targets smaller ‘culture’ shell (4-5 years age class, 120mm - 160mm shell length) that are more suitable for growing pearls, leaving larger MOP oysters (6+ age class, 175mm+) on the fishing grounds.

This report describes the fishes and freshwater crayfishes of the Donnelly and Warren River catchments and provides a risk assessment to these fauna of the proposed extraction of water from Record Brook (tributary of the Donnelly River) and subsequent transfer to Scabby Gully Dam (Warren River catchment). This report presents results from soil-landscape mapping at a scale of 1: 100,000 in the Tambellup- Borden area of Western Australia. It is accompanied by a soil-landscape map covering almost 511,000 hectares.
Most of the survey occurs within the upper Frankland-Gordon, Kent, North Stirlings Basin and upper reaches of the Pallinup and Kalgan River catchments. The survey falls within the Katanning and Albany Department of Agriculture and Food advisory districts.

A 12-month survey of boat-based recreational fishing in the West Coast Bioregion (Augusta to Kalbarri) of Western Australia was conducted at boat ramps between 1st July 2005 and 30th June 2006. During the survey a total of 15,999 boat crews were interviewed, of which 13,185 (82%) had been undertaking some form of fishing activity and, of these, 10,382 (or 79%) of fishing boat crews had been ocean line fishing. The cost of growing out western rock lobsters from pueruli to marketable-sized lobsters has been modeled from available information. The model uses different scenarios of survival rates, marketing weights, market prices, feed costs, puerulus prices, labour costs, puerulus compensation costs, discount rates and capital costs. The sensitivity of estimated profitability to various input costs and rock lobster prices was assessed by estimating the impact of changes on the estimates of net present value (NPV) internal rate of return (IRR) and benefit:cost ratio. A preliminary assessment of stock enhancement of Haliotis laevigata (Greenlip abalone) in Western Australia was undertaken with the release of 6,000 abalone near Augusta in 2004. The objective of the project was to obtain quantitative data on the likelihood of enhancement, as an additional management tool to TACs and size-limits, being successful in natural habitats in Western Australia. Baseline surveys coupled with an assessment of growth and survival of released 1+ and 2 + animals were undertaken at 12 sites within Flinders Bay, Augusta. Overall survival was 19% for 1+ age abalone and 27% for 2+ animals after 9 months. …

The first phase of this project involved a desktop study to broadly identify areas where Western Australian Grey Nurse Sharks potentially aggregate for further investigation with field surveys. In late 1987, the Minister approved a development plan for the South Coast Inshore Trawl Fishery (Fisheries Management Paper No. 13) and made a number of notices regulating trawling activities in the Recherche Archipelago. Fishing Boat Licences were subsequently ‘endorsed’ by reference to those notices. The development plan was declared to be for a period ending 31 December 1989, subject to extension for a further year if necessary. In this submission to IFAAC, the Department will outline what it believes are the most practical and cost effective ways of managing a system of allocation amongst the commercial, customary and recreational sectors. This recommendation recognises that cost efficiencies and outcomes will be greatly affected by the type of allocation model that is chosen. Consequently the Department recommends that the allocation system should be based on a single allocation to each sector that is available over the entire fishery.
The Department does not recommend having any finer scale zoning of the allocations, or the creation of exclusive recreational fishing areas. …
