The Minister for Fisheries established this review of open access (wetline) commercial fishery arrangements to provide a more effective management framework for wetline fishing and to complement the recreational initiatives. This must involve the removal of excess fishing capacity, including latent effort, from the fishery and the establishment of a dedicated commercial fishery with clear entry criteria and an appropriate limit on catch in each bioregion. However it must be made clear that the ‘wetline review’ is not a sectoral resource sharing exercise. The ‘Wetline Review’ was established to implement an effective management framework for the commercial sector to complement the recreational initiatives. It must be stressed at the outset that this review is focussed on the take of scalefish by the commercial sector. The existing levels of use between the various user groups in the Gascoyne will be examined under the new integrated fisheries initiative following the implementation of new management arrangements for scalefish taken by the commercial sector.

The U.S. Forest Service celebrated its centennial in 2005, an event that depended on a set of individuals who in the years immediately prior to the agency’s creation in 1905 labored quietly, and sometimes not so quietly, to defuse opposition to the idea of it within the executive and legislative branches. Jarosite-group minerals accumulate in the form of stalactites and fine-grained mud on massive pyrite in the D drift of the Richmond mine, Iron Mountain, California. Water samples were collected by placing beakers under the dripping stalactites and by extracting pore water from the mud using a centrifuge. The water is rich in Fe3+ and SO42–, with a pH of approximately 2.1, which is significantly higher than the extremely acidic waters found elsewhere in the mine. Electron-microprobe analysis and X-ray mapping indicate that the small crystals (<10 > μm in diameter) are compositionally zoned with respect to Na …10>

In the southeastern United States prescription burning, fire danger rating and wildfire suppression strategies are constrained by limited knowledge of the influence of moisture content in live vegetation, organic soils, water table and weather. The interactive influence of these factors on fire behavior is not well studied. The 3+ year long study reported here was conducted to gain direct empirical understanding of seasonal fuel and soil moisture dynamics in shrub-dominated pocosin communities, in coastal Virginia and North Carolina, mixed hardwoods communities containing significant laurel and rhododendron understory fuels in western North Carolina and eastern Tennessee, and longleaf pine communities in …

As a result of this most recent SPB epidemic (1999-2003), thousands of hectares of dead pine trees have created wildfire-hazard conditions in the southern Appalachians. One of the challenges for land managers is how to return fire to these ecosystems after (1) nearly a decade of exclusion, and (2) the more recent SPB mortality enhanced fuel loads. Higher fuel loads have the potential to increase fire intensity and severity. At the extremes, fires of high intensity and severity can have a large effect on ecosystem structure and function. Severe thunderstorms developed on 20 June 1997 and produced heavy precipitation, damaging winds, and large hail over two swaths in southeastern South Dakota. Calculations of fractional vegetation coverage (scaled from 0 to 1) based upon composite satellite data indicate that, within the hailstreak region, vegetation coverage decreased from 0.50 to near 0.25 owing to the damaging effects of hail on the growing vegetation. The northern edge of the larger hailstreak was located a few kilometers south of Chamberlain, South Dakota, a National Weather Service surface observation site. Hourly observations from Chamberlain and several nearby surface sites in South Dakota are …

The inventory of rangelands in part of the Broome Shire in Western Australia was undertaken by DAFWA between 1989 and 1990. It describes and maps the natural resources of the region’s pastoral leasehold land. This survey report provides a baseline record of the existence and condition of the natural area’s resources, to assist with the planning and implementation of land management practices. The report identified and described the condition of soils, landforms, vegetation, habitat, ecosystems, and declared plants and animals. The evening bat (Nycticeius humeralis) occurs throughout the eastern and southeastern United States and into extreme northeastern Mexico, approximately 42° to 18° N latitude (Watkins and Shump 1981). Although records of females are common, records of adult male evening bats are rare in the northern portion of the species range (Watkins 1969, Watkins 1972). Jones et al. (1967) suggested that adult males might not accompany females to at least some parts of the parturient range. Numerous species of woodland and grassland nesting birds have experienced population declines in the midwestern United States. Habitat loss and habitat fragmentation are suspected to be two of the underlying causes for the population declines of woodland and grassland birds. The Minnesota Valley Wetland Management District (WMD) covers 14 counties in southeastern Minnesota in the transition zone between forested and prairie ecoregions. Little information is available relative to which birds are using grassland or woodland habitat within the WMD and how their presence or absence is related to the available habitat conditions. Habitat selection, reproductive effort, and habitat utilization of Hawai’ian stilts (Himantopus mexicanus knudseni) and Hawai’ian coots (Fulica alai) was studied on Kealia Pond National Wildlife Refuge in Mau’i, Hawai’i. Nesting behavior was confirmed following management treatments on the northern shore of Kealia Pond. Nests were dispersed or randomly spaced within vegetation patches or newly created mudflat habitat. Pickleweed and makai were the dominant vegetation surrounding the nest setting and utilized for nest substrate by Hawai’ian stilts and Hawai’ian coots respectively. Mechanical control treatments were implemented through monotypic stands of pickleweed to increase interspersion of open water and promote native vegetation. …

It is evident when the resilience of a system has been exceeded and the system qualitatively changed. However, it is not clear how to measure resilience in a system prior to the demonstration that the capacity for resilient response has been exceeded. We argue that self-organizing human and natural systems are structured by a relatively small set of processes operating across scales in time and space. These structuring processes should generate a discontinuous distribution of structures and frequencies, where discontinuities mark the transition from one scale to another. Resilience is not driven by the identity of elements of a system, …

We related the length at age of channel catfish Ictalurus punctatus, an indirect measure of growth, to three climatic and five morphoedaphic variables in 144 Texas reservoirs. Growth of channel catfish ages 3 through 6 was negatively related to longitude, a factor that explained as much as 34% of the variation in length at age. Channel catfish length at age was not significantly related to latitude, conductivity, morphoedaphic index, mean depth, and maximum depth in all age-classes. Among age-7 channel catfish, length at age was positively related to reservoir area, which explained 35% of the variation in growth. A …

This project was completed as part of the Nebraska Game and Parks Commission’s (NGPC) State Wildlife Comprehensive Conservation Plan. As part of this project, inventory and assessment of native plant communities and at-risk habitats throughout the state of Nebraska is necessary. This report describes the field inventories of native grasslands and other plant communities conducted during the 2004 field season for the Elkhorn River valley in Madison, Stanton and Dodge counties, and the Platte River valley between the towns of Columbus and Schuyler, in Platte and Colfax counties. These surveys were undertaken to provide biological data for the Nebraska Game and Parks Commission’s (NGPC) Nebraska Natural Legacy Action Plan. The specific intent was to identify, map, and give quality rankings to large blocks of privately-owned native plant communities within the survey area. In 2005, the surveys focused on Keith, Deuel, Cheyenne, Kimball, Banner, and Scotts Bluff counties, Sioux, Dawes and Sheridan counties north of the Pine Ridge, and Garden County south of the North Platte River.

Human activity causes wintering waterfowl to expend energy to avoid humans at a time in their annual cycle when energy conservation is important to survival, migration, and breeding reserves. Understanding the effects of recreational activities on waterfowl is important to managing natural resource areas where migratory birds depend on wetland habitat for resting and feeding. We investigated responses of 7 species of dabbling ducks to 5 different experimental human activities, (a pedestrian, a bicyclist, a truck traveling at 2 different speeds, and an electric passenger tram). Pervasiveness Of Phytoliths In Prehistoric Southwestern Diet And Implications For Regional And Temporal Trends For Dental Microwear, Karl J. Reinhard, Dennis R. Danielson

Our previous analysis of phytolith content of coprolites showed that calcium oxalate phytoliths from desert food plants caused dental microwear among prehistoric Texas hunter-gatherers. We demonstrated that phytoliths from desert succulents were ubiquitous and abundant in hunter-gatherer coprolites. We found that calcium oxalate phytoliths were harder than human dental enamel. We concluded that phytoliths from desert succulent plants caused dental microwear and hypothesized that such dental microwear would be common in other desert hunter-gatherer and horticultural peoples. In preparation for the development of a strategic business plan for the City of Cleveland to create an industrial/commercial land bank, the GLFEC conducted a best practices scan that encompassed two phases of primary research. The first phase included a thorough review of more than 41 sources of academic and trade literature on the topics of vacant land utilization and management, land banking, land assembly, and vacant and abandoned property policy.
