This summary paper provides an overview of the key proposals set out in the full policy discussion paper, Fisheries Management Paper No 175. It does not discuss the theoretical background for the framework presented and therefore readers interested in such discussion are directed to Fisheries Management Paper No 175.

Both papers have been prepared to encourage public involvement in the development of policy for stock enhancement within Western Australian waters. Stock enhancement can involve an existing fishery or creation of a new fishery through the translocation of fish. It affects both public and private waters.

The inventory and condition survey of the Pilbara region, undertaken by the Department of Agriculture, Western Australia between 1995 and 1999, describes and maps the natural resources of the region’s pastoral leasehold land. This survey report provides a baseline record of the existence and condition of the natural area’s resources, to assist with the planning and implementation of land management practices. The report identified and described the condition of soils, landforms, vegetation, habitat, ecosystems, and declared plants and animals. Regeneration work on severely damaged country in what is now known as the Ord River Regeneration Reserve (ORRR) commenced in 1960. The ORRR is in the East Kimberley area of Western Australia with an associated small area in the Northern Territory. The work included strip contour cultivation and seeding (which proceeded at various levels of intensity during the 1960s, 1970s and 1980s), fencing and destocking of cattle by mustering over many years, and the eradication of donkeys.

This project has drawn together existing research data relating to natural and human impacts on the Abrolhos Islands marine habitats. It has surveyed current uses of these habitats and placed anthropogenic impacts within the context of natural perturbations. Through public forum presentation and debate, this work has allowed real issues, not perceptions, to surface and be addressed properly. This was achieved by defining a strategic programme of research through a scientific workshop process involving all community stakeholders. A two volume Fisheries Research Report (WA) summarizes current knowledge and details the workshop proceedings and strategic research plan.

The Carnarvon horticultural area has suffered considerable erosion damage following flooding of the Gascoyne River.

Pink snapper (Pagrus auratus) is the main commercial and recreational finfish (Kailola et al., 1993) in the Shark Bay region. Pink snapper are distributed along much of the temperate and tropical coasts of Western Australia from east of Esperance on the south coast to north of Shark Bay on the west (Paulin 1990). Previous research using genetics (Johnson et al. 1986), tagging (Moran et al. 2004), and otolith microchemistry (Edmonds et al., 1989, 1999) have shown that pink snapper from the innermost parts of Shark Bay do not mix with the ocean fish

These pasture condition guides are relevant to about 192 000 square kilometres of the Pilbara region of Western Australia. The rangeland of the Pilbara can be separated into 12 very broad pasture types. The ‘pasture type’ is not strictly a botanical classification because, in determining such a class of pastoral lands, the perennial plant species that contribute to stock production have an over-riding importance. Pilchards have been the primary target of purse seine fisheries along the south and lower west coasts of WA for nearly 15 years. Western Australia’s pilchard population consists of separate west coast and south coast breeding stocks. The adult pilchards in the south coast stock can, in turn, be further divided into three separate assemblages. These adult assemblages correspond to the purse seine fisheries at Albany, Bremer Bay and Esperance. This report presents the data from the 2000 season and compares the results with previous records. Although the 2000 marron season was relatively successful compared to the 1999 season it was still modest in terms of the historical records. Further, the recreational marron fishery continues to be declining in terms of catch rate, CPUE and other indicators derived from four data sources. The discussion highlights the variable nature of marron populations and the possible causes of the very different population structures of marron within the fishery. Further, possible reasons for the long-term decline of the marron fishery are discussed. It …

A survey of recreational boat-based and shore-based fishing in the Peel-Harvey Estuary was conducted between August 1998 and July 1999. During the survey 1,996 interviews were conducted at boat ramps. Of these, 1,136 boats had been crabbing and 136 angling in the estuary (43 were both crabbing and angling). In addition to the interviews at boat ramps, 909 shore-based fishing parties were interviewed.

The survey estimated the total annual boat-based recreational fishing effort as 126,000 fisher days, with 88% of this effort targeting blue swimmer crabs. The total annual shore-based recreational fishing effort was estimated to be 191,000 fisher days, …

China and Taiwan are the major producers of cultured abalone; with annual production estimated at 3,500 and 3,000 tonnes respectively. The world production of cultured abalone sold in 1999 was 7,775 tonnes. Australian farm production was still relatively low (89 tonne in 1999) but numerous abalone farms have been proposed and many have been constructed. On a national scale, Tasmania and South Australia are the major states involved in temperate abalone culture; however, new projects have commenced in Victoria and considerable interest exists in New South Wales. The protection of Western Australia's aquatic animals, plants and habitats is important for many reasons. Fish, and many aquatic invertebrates, have significant commercial, recreational and social importance. Aquatic habitats provide food, refuge and breeding areas for fish and other animals. In addition, some habitats, such as rocky reefs and seagrass meadows, act as nursery sites for juvenile animals. Some habitats and their inhabitants (such as coral reefs) also have aesthetic values which support economically and socially important industries, such as tourism.

The aim of this project was to collate all historical information regarding fishing activities relevant to the Northern Demersal Scalefish Fishery. Three primary sources of information were identified; foreign Taiwanese pair-trawl fishing activities; traditional Indonesian fishing activities; and fishery-independent (CSIRO) survey data.

The Taiwanese pair-trawl fishing catch and effort from 1980 to 1990 was concentrated into two main regions, the Broome area (120°-122°E) and the Holothuria Banks area (124°-126°E) in the north. The majority of trawls were undertaken in the mid-continental shelf region (60-100 m). The total catch of these vessels reached a peak of 4,394 tonnes in 1985. Effort …

The Abrolhos coral reefs are the southernmost living reefs in the Indian Ocean. They have a unique assemblage of tropical species of fish, reef corals and other invertebrates, which live in close association with temperate species, particularly of algae, and species endemic to Western Australia. The Abrolhos is the centre of the fishery for the commercially valuable western rock lobster (Panulirus cygnus). Terrestrial flora and fauna of the Abrolhos are relict and provide important reference areas on ecological interactions.
