Innovations in Managing Western Water: New Approaches for Balancing Environmental, Social and Economic Outcomes (Martz Summer Conference, June 11-12)

Many aspects of western water allocation and management are the product of independent and uncoordinated actions, several occurring a century or more ago. However, in this modern era of water scarcity, it is increasingly acknowledged that more coordinated and deliberate decision-making is necessary for effectively balancing environmental, social, and economic objectives. In recent years, a variety of forums, processes, and tools have emerged to better manage the connections between regions, sectors, and publics linked by shared water systems. In this event, we explore the cutting edge efforts, the latest points of contention, and the opportunities for further progress.

Ecodistricts, or neighborhood-scale, community-driven areas of sustainable development, have emerged internationally and within the U.S. to create models of adaptive environmental design and advanced urban infrastructure. Central SoMa is the first ecodistrict to be planned and implemented in San Francisco, with the intention of revitalizing and greening this urbanized region of the city. At this time, the Central SoMa area has very low biodiversity levels, inefficient infrastructure, and poor water management capabilities. Conservation leisure service organizations are relying more heavily on volunteers to sustain their services and protect natural resources (Strigas, 2006). However, research focusing on volunteer vacationers, those who spend money to volunteer, is still in its infancy. Drawing on functional theorizing (Bruyer & Rappe, 2007; Clary, Snyder, Ridge, Copeland, Stukas, Haugen, & Miene, 1998; Houle, Sagarin, & Kaplan, 2005; Katz, 1960; Smith, Bruner, & White, 1956), this study explored volunteer vacationers’ motivations and the relationships between motivations to volunteer, satisfaction with the volunteer vacation experience, and inclinations to volunteer in the future (in both local and nonlocal settings). A few ancient baldcypress-bottomland hardwood forests survive across the southeastern United States in a mosaic of remnant old-growth stands left untouched by extensive logging during the early 20th century. Uncut stands in the Southeast that survived centuries of disturbance following European settlement tended to be too senescent and non-commercial to justify logging. Remnant ancient baldcypress forests at Black River, North Carolina, appear to contain the oldest living trees in eastern North America and The Nature Conservancy has protected several of these stands. Understanding the consequences of anthropogenic change for migratory species is challenging because although they have evolved to cope with environmental uncertainty, migrants still rely on predictable relationships within and among habitats to make informed decisions. Calidris shorebirds rely on ephemeral wetlands during northward migration through mid-continental North America, where favorable habitat conditions are annually and regionally unpredictable and increasingly altered by land-use change. During spring 2013 and 2014, we assessed Calidris habitat use in the Rainwater Basin (RWB) and the Prairie Pothole Region (PPR) at both local and landscape scales. Reflecting on the importance of dynamic agricultural management techniques in addressing climate change and food security, this paper examines the Hani rice terraces of southern Yunnan as a Globally Important Agricultural Heritage System (GIAHS). It identifies local inhabitants’ traditional ecological knowledge (TEK) as a key source of their success, and uses research conducted in Dayutang Village, Yuanyang County from May 4- June 2, 2015 through participative observation and guided conversation to explore the role of Hani TEK in sustainable food sourcing around the village. As policy makers transition away from central planning, Mongolia’s natural resource professionals are challenged with cultivating community support for stewardship in a time of escalating ecological disturbance. Nutag Action Research Partners has partnered with community members and government officials in Tunkhel, a small village in north-central Mongolia, to develop local resource management capacity and jointly draft a Conservation Plan for a commonly grazed riparian pasture. Despite the fact that it has been used in tradition medicine for centuries, the caterpillar fungus known as yartsa gunbu (Othiocordyceps sinensis), has only become a popular medical supplement in the last fifteen years. Demand in China has driven what has been dubbed ‘the Himalayan gold rush’, a scramble for the fungus that has utterly transformed the agro-pastoral economies of the remote Himalayan regions where cordyceps is found. Climate change is merely a lens through which we may observe and begin to understand such localized modern complexities. The people of the Tarap Valley in Dolpo, Nepal have experienced an increase in avalanches, snow leopard attacks and unpredictable precipitation patterns in recent years. Our research objective was to investigate ways to evaluate landscape water use to help cities more effectively direct water conservation programs to locations with capacity to conserve. Research was conducted in connection with a landscape irrigation evaluation delivered through a city-sponsored Water Check Program. Research efforts led to development of several assessment and monitoring tools including: Landscape Irrigation Ratio (LIR), Participant Outcome Evaluation Tool, and Program Evaluation Tool. Peer review is a necessary process with a long history of complaints, including over-solicitation of a small number of reviewers, delays, inadequate numbers of reviewers, and a lack of incentives to provide strong reviews or avoid reviews with little helpful information for the author. In the era of Web-based distribution of research, through working paper or project reports, anonymous peer reviews are much less likely. At the federal level, particularly within the National Oceanic and Atmospheric Administration (NOAA), regulatory and programmatic needs have driven the continued development and application of non-market valuation approaches to marine and coastal resources. The evolution of these valuation approaches not only entails adopting the recommendations of the 1993 NOAA blue ribbon panel on contingent valuation, but also an expansion of stated preference approaches with increased use of stated preference choice experiments. Revealed preference approaches have also advanced with more sophisticated random utility models. This paper outlines what we have learned about the impacts of the Deepwater Horizon (DWH) oil disaster from the economics discipline as well as what effect the DWH disaster has had on the economics discipline. It appears that what we know about the economic impact of the DWH spill today is limited, possibly because such analysis is tied up in the federal Natural Resource Damage Assessment (NRDA) process and other state-led efforts. There is evidence, however, that the NRDA process has changed over time to de-emphasize economic valuation of damages. There is also evidence that economists may be producing fewer …

Five years ago, upon completing a 200-hour, 30-day intensive yoga teacher-training course, we took this group photo. Painted on the wall behind us are the words, “Feel pain? Change positions.” At that time in my life, my understanding of this assertion was shallow: if it feels as though something is ripping, pulling, or tearing, move out of the yoga pose. But as for other physical and emotional pain, I had been taught to sit with it and accept it, and by doing so I would demonstrate strength and continue to grow stronger.
