Following man-made or natural catastrophes, widespread and long-lasting disruption of lifelines can lead to economic impacts for both business and residential lifeline users. As a result, the total economic losses caused by infrastructure damage may be much higher than the value of damage to infrastructure itself. In this paper, we consider the estimation of economic impacts on businesses and residential consumers resulting from water supply disruption. The methodology we present for estimating business interruption losses assumes that marginal losses are increasing in the severity of disruption and that there may be a critical water availability cutoff below which business activity …

In May of 2006, nine American scientists and cavers from the Karst Research Group at the University of South Florida traveled to western Romania to attend and present at an international conference on records of climate change in caves in the historic Roman town of Baile Hurculane. The conference, co-sponsored by the “Emil Racoviţă” Speleological Institute of Romania and the Karst Waters Institute, drew more than 100 experts in the field of climate change and karst, and was a wonderful time spent alongside the thermal springs and Austro-Hungarian bathhouses nestled within the massive limestone canyon of the Cerna River.

Locating sinkholes in Pinellas County, Florida, is confounded by the presence of a cover of Quaternary sediments that mute the surface appearance of these sinkholes. As a first step in addressing the sinkhole hazard in the county, we analysed aerial photographs from 1926 and 1995 that covered the entire county. We digitized all identifiable sinkholes in each set of photographs in a GIS (Geographical Information System) using a set of criteria established to differentiate between karst depressions and depressions resulting from other geological processes. The 1926 photographs, although of low quality, helped to establish a baseline prior to urbanization. The …

Most existing economic analyses of optimal groundwater management use single-cell aquifer models, which assume that an aquifer responds uniformly and instantly to ground- water pumping. This paper demonstrates how spatially explicit aquifer response equations from the water resources engineering literature may be embedded in a general economic framework. Calibration of our theoretical model to published economic studies of spe- cific aquifers demonstrates that, by averaging basin drawdown across the entire resource, existing studies generally understate the magnitude of the groundwater pumping external- ity relative to spatially explicit models. For nearly half a century, groundwater has been portrayed in the economic literature as a typical common property resource. Numerous studies of groundwater extraction have analyzed the externalities imposed by users on each other. A large body of work offers clear prescriptions in the form of optimal policy instruments, and a similarly large body of work advocates the needlessness of any centralized intervention. Yet existing theoretical models of groundwater extraction implicitly make two strong assumptions about the underlying behavior of the resource. First, the spatial distribution of resource users is assumed to be irrelevant. Second, path-independence of the resource is …

Low Impact Development (LID) is an approach to stormwater management and site development that is gaining popularity throughout the country. Its attractiveness lies in its potential to lessen off-site stormwater impacts, reduce costs to municipalities and developers, and promote development that is “softer on the land” compared with typical traditional development. The approach, which is applicable to residential, commercial and industrial projects, and in urban, suburban and rural settings, often is linked with efforts by governments and citizens to foster more sustainable communities.

We hypothesized that toxins and nutrients in foods interact to influence foraging behavior by herbivores. Based on this hypothesis we predicted that 1) terpenes in big sagebrush (Artemisia tridentata) influence intake and preference in sheep for diets varying in sources of nonstructural (barley grain) and structural (sugar beet pulp) carbohydrates, and 2) these effects are due to the differential effects of terpenes on fermentation products and apparent digestibility of each class of carbohydrates. One bioassessment tool available to resource managers to indicate NPS impairment of wadeable streams and rivers are multi-metric invertebrate indices. Such indices are assembled from metrics in broad categories that represent different aspects of community structure and function (e.g. richness, composition, tolerance/intolerance, feeding group, and habit). Indices must incorporate suites of metrics that are ecologically relevant, quantifiable, non-redundant, and that best individually discriminate between reference sites and impaired sites. More than 240 wadeable streams in Georgia were sampled during the September thru February index period using RBP protocols during three successive sample seasons (1999-2003). Field observation and numerical simulations were carried out to evaluate the hydraulic relationship between the shallow and deep aquifer of a High Plains Aquifer system, in which shallow and deep aquifers are separated by an aquitard. Pumping from the lower aquifer resulted in a small drawdown in the upper aquifer and a larger drawdown in the aquitard; pumping from the shallow aquifer caused a small drawdown in the aquitard and the deep aquifer. Analysis of pumping test data gives the values of the hydraulic conductivity of the aquitard and the deep aquifer. Long-term observation of groundwater levels in the shallow …

This report describes the standard method for attributing and evaluating conventional land resource survey maps in the south-west agriculture region of Western Australia so that strategic decisions about the management, development and conservation of land resources can be based on the best information available. The standards described are similar to the land suitability assessment (stage one of the two stage) methods described by the Food and Agriculture Organisation (FAO, 1976, 1983).

The Composition Of Coexisting Jarosite-Group Minerals And Water From The Richmond Mine, Iron Mountain, California, Heather E. Jamieson, Clare Robinson, Charles N. Alpers, D. Kirk Nordstrom, Alexei Poustovetov, Heather A. Lowers

Jarosite-group minerals accumulate in the form of stalactites and fine-grained mud on massive pyrite in the D drift of the Richmond mine, Iron Mountain, California. Water samples were collected by placing beakers under the dripping stalactites and by extracting pore water from the mud using a centrifuge. The water is rich in Fe3+ and SO42–, with a pH of approximately 2.1, which is significantly higher than the extremely acidic waters found elsewhere in the mine. The inventory of rangelands in part of the Broome Shire in Western Australia was undertaken by DAFWA between 1989 and 1990. It describes and maps the natural resources of the region’s pastoral leasehold land. This survey report provides a baseline record of the existence and condition of the natural area’s resources, to assist with the planning and implementation of land management practices. The report identified and described the condition of soils, landforms, vegetation, habitat, ecosystems, and declared plants and animals.
