US-Mexico Negotiations on Improved Colorado River Management: An Update (February 19)
The United States and Mexico are currently negotiating an international accord on a variety of Colorado River water matters, including the prospects for new water projects, conservation efforts, and operational improvements. Participants are invited to hear an update on these efforts from individuals directly involved in the negotiations, including Mario López Pérez, Engineering and Technical Standards Manager in the National Water Commission of México, who is responsible for binational water issues with the USA, Guatemala and Belize.

In Pakistan, on-demand availability of groundwater has transformed the concept of low and uncertain crop yields into more assured crop production. Increased crop yields have resulted in food security and improved rural livelihoods. However, this growth has also led to problems of overdraft, falling water tables, and degradation of groundwater quality, and yields generally remain well below potential levels. Over the last three decades, Pakistan has tried several direct and indirect management strategies for groundwater management. However the success has been limited. The volume of wastewater generated by domestic, industrial, and commercial sources has increased with population, urbanization, improved living conditions, and economic development. The productive use of wastewater has also increased, as millions of small-scale farmers in urban and peri-urban areas of developing countries depend on wastewater or wastewater-polluted water sources to irrigate high-value edible crops for urban markets, often as they have no alternative sources of irrigation water. Undesirable constituents in wastewater can harm human health and the environment. The inventory and condition survey of the Western Australian part of the Nullarbor region, undertaken by the Department of Agriculture and Food, Western Australia (DAFWA) between 2005 and 2007, describes and maps the natural resources of the region. This survey report provides a baseline record of the existence and condition of the area's natural resources, to assist with the planning and implementation of land management practices. The report identified and described the condition of soils, landforms, vegetation, habitat, ecosystems, and declared plants and animals. Riparian vegetation is established or restored on the basis that it physically filters and traps hillslope derived particulate nutrients in surface runoff. Whilst many studies support this conventional model of riparian function, few test this models embedded assumptions. The assumptions are that catchments are surface runoff dominated, that most surface derived nutrients are transported in particulate form, and that riparian management targets locations that will result in the greatest change in water quality. This paper reviews studies in south west Western Australia that challenge these assumptions. Plots measuring leaching and runoff of nutrients showed that 20 times more water and …

The first Intermountain BMP Project workshop, sponsored by the Natural Resources Law Center and the Colorado Oil and Gas Conservation Commission, was held in Rifle, Colorado on October 14, 2009 at the Garfield County Fairground for over 170 participants.
Speakers from Federal, state and local governments, the community, industry and environmental consultants, and conservation groups focused presentations and discussion on a greater understanding of what Best Management Practices (BMPs) are appropriate to the western slope of Colorado and how they are integrated into developments.

We present and discuss here the results of our work using MODIS (moderate resolution imaging spectroradiometer) and MERIS (medium resolution imaging spectrometer) satellite data to estimate the concentration of chlorophyll-a (chl-a) in reservoirs of the Dnieper River and the Sea of Azov, which are typical case II waters, i.e., turbid and productive. Our objective was to test the potential of satellite remote sensing as a tool for near-real-time monitoring of chl-a distribution in these water bodies. Abstract: Soil moisture is a key state variable from both climate and hydrologic cycle assessment perspectives. Recently, automated measurements of soil moisture with sensors deployed at sites in a real-time monitoring network have provided valuable new data to monitor the soil water resource. However, to assure the quality of the data, quality control QC tools are needed. Earlier studies left little literature on the QC of soil water data as measurements were generally not part of a network that routinely collected measurements.
