The cost of growing out western rock lobsters from pueruli to marketable-sized lobsters has been modeled from available information. The model uses different scenarios of survival rates, marketing weights, market prices, feed costs, puerulus prices, labour costs, puerulus compensation costs, discount rates and capital costs. The sensitivity of estimated profitability to various input costs and rock lobster prices was assessed by estimating the impact of changes on the estimates of net present value (NPV) internal rate of return (IRR) and benefit:cost ratio. This document details my final decisions on the new management arrangements for the West Coast and Gascoyne commercial ‘wetline’ fisheries. The decisions that are set out in this document will form an important part of the holistic management package required to ensure the long-term sustainability of our demersal scalefish resources in the West Coast and Gascoyne bioregions. The new Management Plans will provide the framework within which commercial scalefish catches can be explicitly managed to sustainable levels and will promote greater commercial certainty and confidence for those operators who gain access to the fishery.

New Zealand was the first to move to QMS (1989), followed by the Southern Zone of South Australia (1993), Tasmania (1998) and Northern Zone South Australia (2001). As part of a review of the system of management used for the West Coast Rock Lobster Fishery, a West Australian delegation visited New Zealand, Tasmania and South Australia in 2004 to learn more about the management systems in place for their respective rock lobster fisheries.

In late 1987, the Minister approved a development plan for the South Coast Inshore Trawl Fishery (Fisheries Management Paper No. 13) and made a number of notices regulating trawling activities in the Recherche Archipelago. The West Australian Pearling industry is one of Australia's most valuable aquaculture industries, currently generating around $120 - $160 million annually. The majority of pearl shell used to culture pearls come from the pearling beds in the inshore waters near Broome. The fishery for pearl oysters preferentially targets smaller (120mm - 165mm DVM) shell (hereafter defined as 'culture' shell), that are more suitable for culturing of pearls, leaving larger MOP oysters (175mm+) on the pearling grounds.
