Valuing Improvements To Coastal Waters Using Choice Experiments: An Application To Revisions Of The Eu Bathing Waters Directive, Stephen Hynes, Dugald Tinch, Nick Hanley

Planned changes to the European Union’s Bathing Waters Directive (2006/7 EC) will force member states to produce improvements in a number of parameters of coastal water quality. This study uses the choice experiment method to estimate the economic benefits attached to such improvements, based on a sample of recreationalists on beaches in Ireland. The analysis indicates that improvements in all of the bathing water related attributes studied result in positive willingness to pay, and also show evidence of scope effects. Using random parameters and latent class modelling techniques, potential heterogeneity in preferences is then investigated and shown to be present …

America's agricultural producers continue to age. According to the U.S. Census of Agriculture, the average age of farm operators increased from 55.3 in 2002 to 57.1 in 2007. During the same period, the Census shows a thirty percent decrease in the number of farmers under age 25. Young and beginning producers (YBPs) entering agriculture face high startup costs and a shortage of land to own or rent.

This research paper is an analysis of a grassroots, agricultural project carried out from 2010 to 2011 in Gitarama Cell, a rural community in Rwanda, East Africa, during my United States Peace Corps Volunteer service (2009-2011). The project began as the Twizere Agriculture Club at Gitarama Primary School. The goal of the club was to increase food security among community members through rabbit and chicken husbandry, and the study of such agriculture techniques as composting, double digging, and the establishment of microgardens.

The future of the planet may depend upon our ability to increase energy supplies even as we reduce carbon emissions. This conference will address how a low-carbon energy program might evolve with a particular focus on the American West. It will focus on the future of energy in the West--on a “managed transition” to a different energy mix, on the need to nest this effort in a framework that acknowledges interconnections, and on identifying the most salient opportunities to consider the legal, political, financial, and technical challenges.

Governments use industrial policy to promote the development of new industries and the creation and adoption of new technologies. Such policy involves subsidies granted to producers and consumers, usually for the purpose of correcting a market failure. Concerning renewable energies such as wind energy and solar energy, China, the United States, and the European Union provide extensive support to producers and consumers. This support has resulted in trade frictions among these nations. This paper discusses the relationship between industrial policy and trade disputes in renewable energy.

Green infrastructure is an approach for managing stormwater that uses vegetation and soils to capture and treat rainwater where it falls. Unlike single-purpose gray infrastructure, green infrastructure realizes multiple benefits at once, including flood mitigation, improved water and air quality, community beautification, provision of recreational opportunities, and energy and cost savings. This resource directory is intended to help communities design, implement, fund, and monitor green infrastructure practices and programs. Wind power will be an important component of California's aggressive strategies to meet its greenhouse gas reduction targets by the year 2020. However, the costs of integrating wind power's variable and uncertain output are often ignored. I argue that California must take prudent action to understand, minimize, and allocate wind integration costs. A review of numerous studies suggests that for wind penetration levels below 20%, integration costs should remain modest. However, costs are heavily dependent on market structure, and I suggest numerous ways that California can optimize its market design to manage wind integration costs.

2011 Monitoring Status

Overview

In 2011, the first year of vegetation monitoring by the Northern Great Plains Network Inventory and Monitoring staff at Scotts Bluff National Monument, efforts resulted in the documentation of 79 plant species. This was the lowest number of species among parks sampled in 2011. Graminoid (grass and grass-like plant) species accounted for only 21 (27%) of the total species, but graminoid cover was much higher than that of any other plant type. Forbs were much more diverse, but did not provide as much foliar cover.

The Northern Great Plains Inventory and Monitoring Network (NGPN) includes thirteen park units located in five northern Great Plains states across six ecoregions. Plant community composition and structure monitoring comprises the core of the vegetation monitoring effort for the NGPN, covering the “Riparian Lowland Plant Communities” and “Upland Plant Communities” vital signs (Gitzen et al. 2010). The narrative portion of the plant community protocol can be found in Symstad et al. 2012. An increase in the number of multinational enterprises (MNEs) has increased the attention on cross-border challenges, such as transfer price manipulation (TPM). TPM is a development issue - it undermines institutions as well as siphons money from government revenues that could be directed towards programs for human development. Pervasive corruption in the natural resource sector supports an environment where TPM can flourish. This paper develops a strategy for combating TPM within the countries of the Southern African Customs Union. This study assessed the feasibility and suitability of a Water Quality Trading (WQT) program within the Kentucky River Basin (KRB). The study’s focal point was based on five success factors of a WQT program: environmental suitability, geospatial orientation, participant availability, regulatory incentive, and economic incentive. The study utilized these five success factors, geographical characteristics, and Discharge Monitoring Reports (DMR) to assess the feasibility of a WQT program.
