Abstract

This report presents the results of vegetation monitoring efforts in 2016 at Scotts Bluff National Monument (SCBL) by the Northern Great Plains Inventory and Monitoring Network (NGPN) and Northern Great Plains Fire Ecology Program (NGPFire).

During the sixth full year of field work, crew members from NGPN visited eight long-term monitoring plots on May 23-25, 2016 to collect data on the plant communities at SCBL. The damage Hurricane Sandy caused had far-reaching repercussions up and down the East Coast of the United States. Vast coastal flooding accompanied the storm, inundating homes, businesses, and utility and emergency facilities. Since the storm, projects to mitigate similar future floods have been scrutinized. Such projects not only need to keep out floodwaters but also be designed to withstand the effect that climate change might have on rising sea levels and increased flood risk.

The Bureau of Land Management (BLM) administers approximately 245 million acres of our public lands and yet, for most of our nation's history, these lands seemed largely destined to end up in private hands. Even when the Taylor Grazing Act of 1934 ushered in an important era of better managing public grazing districts and "promoting the highest use of the public lands," such use of our public lands still was plainly considered temporary, "pending its final disposal." Objective: This initial phase of research lays the foundation for a survey using contingent valuation (CV) and choice experiment (CE) methods. We asked select Portland residents what they care about most in Forest Park, their willingness to pay (WTP) for improving ecosystem services and how they generally think about the value of those goods and services. These results will help us narrow the experimental design of the forthcoming CV/CE study.

The Summer Undergraduate Research Fellowship (SURF) Symposium

Natural disasters or environmental shocks have the potential to disrupt local agricultural systems as well as distant agricultural systems through cascading effects. In this work we selected two distinct environmental shocks and traced their cascading effects on land use change. Quantifying cascading effects is a salient issue because climate change forecasts indicate an increase in frequency and intensity of global environmental shocks. This study incorporated the concept of telecoupled systems involving interrelating ecological, economic and political/social components. A telecoupled framework involving cascading effects was implemented using three approaches. The first approach involved using bilateral agricultural trade matrix data to analyze …

The widespread efforts to incorporate the economic values of oceans into national income accounts have reached a stage where coordination of national efforts is desirable. A symposium held in 2015 began this process by bringing together representatives from ten countries. The symposium concluded that a definition of core ocean industries was possible but beyond that core the definition of ocean industries is in flux. Better coordination of ocean income accounts will require addressing issues of aggregation, geography, partial ocean industries, confidential, and imputation is also needed. The environmental sciences have been critical to identifying global environmental challenges such as climate change, but they have been less extensively utilized in deploying solutions to those challenges, such as solar energy. Environmental variables such as temperature, humidity, aerosols, clouds, soiling, and snowfall have important effects on solar PV performance, and these effects can vary regionally. The current status of large-scale solar PV deployment will be discussed along with the role of environmental variables on PV performance.

Climate Sustainability Lecture Series

Global energy demands are projected to double by 2050, according to the U.S. Department of Energy, and solar energy has the greatest potential as the most benign, universal resource for generating electricity. However, harnessing the solar energy efficiently and converting it towards useful forms of power that are compatible with our current infrastructure remains an elusive goal. Today’s solar energy utilization relies on silicon-based photovoltaic (PV) technology, which converts photon energy to electrical energy. The efficiency of these devices remains low (< 30%) and the cost of processing silicon and installing solar panels in homes makes PV uneconomical compared to the current price of electricity. Research efforts towards developing new inorganic and organic materials for thin film PV to replace silicon are currently underway. Organic materials are particularly interesting from the standpoint of developing simple, cheap materials that can be easily tailored for future PV devices. The future of solar energy utilization relies on developing solar paints for vehicles, solar shingles for rooftops, and spray-on solar ink for small device applications, but continued fundamental research is needed for decreasing cost and improving efficiency for next generation devices.

This report describes the Air Quality Related Values (AQRVs) of the Northern Great Plains Network (NGPN). AQRVs are those resources sensitive to air quality and include streams, lakes, soils, vegetation, fish and wildlife, and visibility. This report also describes air pollutant emissions and air quality in NGPN, and their effects on AQRVs. The primary pollutants likely to affect AQRVs include nitrogen (N) and sulfur (S) compounds (nitrate [NO₃^-], ammonium [NH₄⁺], and sulfate [SO₄^2-]); ground-level ozone (O₃); haze-causing particles; and airborne toxics.

Canada’s experience with measuring the economic contribution of ocean related sectors is discussed; with particular emphasis on illustrating the supply chain approach and of highlighting the multiple practical challenges that arise in defining and measuring the ocean economy. The EU Marine Strategy Framework Directive (MSFD) sets out a plan of action relating to marine environmental policy and in particular to achieving ‘good environmental status’ (GES) in European marine waters by 2020. Article 8.1 (c) of the Directive calls for ‘an economic and social analysis of the use of those waters and of the cost of degradation of the marine environment’. The European Commission's effort to define the scope and components of the maritime economy was initially motivated by the "Integrated Maritime Policy" (2007). This policy package, principally based on coastal environment protection, maritime safety and security, and the European marine observation and data network, also included the development of an EU-wide economic and social database on maritime activities. The IMP database (2009) used experience from EU member states in terms of maritime database development, and conversely was an opportunity to update national contributions.
