This practice guide was developed by the Environmental Finance Center Network (EFCN) through the Capacity Building for Sustainable Communities program funded by the US Department of Housing and Urban Development and the US Environmental Protection Agency. Through a cooperative agreement with HUD, EFCN is providing capacity building and technical assistance to recipients of grants from the federal Partnership for Sustainable Communities, an interagency collaboration that aims to help towns, cities, and regions develop in more economically, environmentally, and socially sustainable ways.

The events of March 2011 at the nuclear power complex in Fukushima, Japan, raised questions about the safe operation of nuclear power plants, with early retirement of existing nuclear power plants being debated in the policy arena and considered by regulators. Also, the future of building new nuclear power plants is highly uncertain. Should nuclear power policies become more restrictive, one potential option for climate change mitigation will be less available. However, a systematic analysis of nuclear power policies, including early retirement, has been missing in the climate change mitigation literature. Valuing Improvements To Coastal Waters Using Choice Experiments: An Application To Revisions Of The Eu Bathing Waters Directive, Stephen Hynes, Dugald Tinch, Nick Hanley

Planned changes to the European Union’s Bathing Waters Directive (2006/7 EC) will force member states to produce improvements in a number of parameters of coastal water quality. This study uses the choice experiment method to estimate the economic benefits attached to such improvements, based on a sample of recreationalists on beaches in Ireland. The analysis indicates that improvements in all of the bathing water related attributes studied result in positive willingness to pay, and also show evidence of scope effects. Using random parameters and latent class modelling techniques, potential heterogeneity in preferences is then investigated and shown to be present …

A solar light bulb refers to a device capable of absorbing and transferring solar energy to light up an enclosed area. The future of the planet may depend upon our ability to increase energy supplies even as we reduce carbon emissions. This conference will address how a low-carbon energy program might evolve with a particular focus on the American West. It will focus on the future of energy in the West--on a “managed transition” to a different energy mix, on the need to nest this effort in a framework that acknowledges interconnections, and on identifying the most salient opportunities to consider the legal, political, financial, and technical challenges.

The global seafood industry currently lacks a standardized, widespread method to easily trace the chain of custody of products that they purchase. With global overfishing leading to declining fish stocks around the world, it is vital for seafood providers to have the ability to identify and buy products from sustainable fisheries that are well managed, target abundant species, and fish in environmentally responsible ways. This paper analyzes public and private initiatives that seek to provide product traceability. Although double sampling has been shown to be an effective method to estimate timber volume in forest inventories, only a limited body of research has tested the effectiveness of double sampling on forest biomass estimation. From forest biomass inventories collected over 9,683 ha using systematic point sampling, we examined how a double sampling scheme would have affected precision and efficiency in these biomass inventories. Our results indicated that double sample methods would have yielded biomass estimations with similar precision as systematic point sampling when the small sample was ≥ 20% of the large sample. An edible forest garden is a low-maintenance system that uses edible native and regionally-adapted plants arranged in beneficial relationships to meet human, wildlife and ecosystem needs. The forest garden in Roger Williams Park will transform underutilized urban land into a highly productive parcel producing market-viable fruits, nuts, vegetables, medicine and fiber. Forest gardens mimic natural forest systems in architecture and complexity. The design follows ecological principles to create a system that promotes biodiversity and enhances the surrounding ecosystem. This project also demonstrates the potential to grow food and create land-based livelihoods in the city.

The issue of sediment removal from the San Gabriel Mountains has been a complex issue that has created problems with beach replenishment, habitat destruction and the need to spend millions of dollars at regular intervals to avoid safety hazards. Most recently 11 acres of riparian habitat, including 179 oaks and 70 sycamores, were removed for sediment placement. Other sites including Hahamongna Watershed Park and La Tuna Canyon also face a similar fate. Vegetation and climate both play integral roles in water availability, particularly for arid to semi-arid regions. Changes in these variables can lead to extreme shortages in water for regions that rely on water for crop irrigation (i.e., the Great Plains). The objective of this study is to evaluate the impacts of vegetation on water availability in the Republican River basin in central Nebraska. Freshwater scarcity is a growing concern, placing considerable importance on the accuracy of indicators used to characterize and map water scarcity worldwide. We improve upon past efforts by using estimates of blue water footprints (consumptive use of ground- and surface water flows) rather than water withdrawals, accounting for the flows needed to sustain critical ecological functions and by considering monthly rather than annual values. We analyzed 405 river basins for the period 1996–2005. In 201 basins with 2.67 billion inhabitants there was severe water scarcity during at least one month of the year. This study quantifies and maps the water footprint (WF) of humanity at a high spatial resolution. It reports on consumptive use of rainwater (green WF) and ground and surface water (blue WF) and volumes of water polluted (gray WF). Water footprints are estimated per nation from both a production and consumption perspective. International virtual water flows are estimated based on trade in agricultural and industrial commodities. The global annual average WF in the period 1996–2005 was 9,087 Gm3 ∕y (74% green, 11% blue, 15% gray). Agricultural production contributes 92%. About one-fifth of the global WF relates to production for export. …

The approximately 75,000 acre Deer Creek Ranch (owned by Ted Turner) lies on the south side of the Niobrara River in northeastern Sheridan County, Nebraska (Figure 1). The majority of the ranch lies within the Sandhills, with Sandhill dune prairie being the predominant vegetation type. Two significant streams, Deer Creek and the Snake River, originate on the ranch. The primary purpose of the Deer Creek Ranch surveys was to document native wetland plant communities and rare plant species occurrences and to provide vegetation management recommendations for plant communities bordering these two stream. The increase in the consumption of animal products is likely to put further pressure on the world’s freshwater resources. This paper provides a comprehensive account of the water footprint of animal products, considering different production systems and feed composition per animal type and country. Nearly one-third of the total water footprint of agriculture in the world is related to the production of animal products. The water footprint of any animal product is larger than the water footprint of crop products with equivalent nutritional value. The average water footprint per calorie for beef is 20 times larger than for cereals and …

Conservation Reserve Program (CRP) fields may provide good habitat for nesting and brood-rearing ring-necked pheasants (Phasianus colchicus) during early stages of succession. But, the success of hens in early successional CRP, relative to late successional CRP and other grassland habitats, has yet to be evaluated. The reproductive period is especially critical for populations of pheasants, and CRP’s benefits to hens and chicks may decrease as fields age because of loss of vegetative diversity, decrease in vegetation density, and accumulation of residual litter. Trends in the mid-continent population of sandhill cranes (Grus canadensis) indicate that the species is increasing. A large proportion of this population winters in northern Mexico where possible conflicts between local inhabitants and cranes can occur. We conducted interviews of 40 rural inhabitants living near wetlands used by cranes in three Mexican states. All interviewees had knowledge of cranes and were capable of describing them. The arrival of cranes affected 43% of interviewees. The negative effects were mainly destroyed crops with a subsequent diminished production. Seventy percent of those affected implemented scare tactics to deter the birds, while others (15%) …

This study aims to assess the link between fluoride content in groundwater and its impact on dental health in rural communities of the Ethiopian Rift. A total of 148 water samples were collected from two drainage basins within the Main Ethiopian Rift (MER). In the Ziway-Shala basin in particular, wells had high fluoride levels (mean: 9.4 ± 10.5 mg/L; range: 1.1 to 68 mg/L), with 48 of 50 exceeding the WHO drinking water guideline limit of 1.5 mg/L. Total average daily intake of fluoride from drinking groundwater (calculated per weight unit) was also found to be six times higher than …

Neste estudo, foram observados níveis de concentrações de poluentes atmosféricos da cidade de Curitiba, no período de novembro de 2003 a junho de 2008, da estação automática de monitoramento da praça Ouvidor Pardinho. O objetivo foi desenvolver uma metodologia de modelagem estatística que explique o número de notificações de doenças respiratórias registradas em idosos (acima de 60 anos) e crianças (abaixo de 5 anos). Switchgrass research has been conducted cooperatively by the US Department of Agriculture and the University of Nebraska since the mid-1930s, with a primary focus on bioenergy since 1990 at several institutions. Progress has been made in switchgrass breeding and genetics, molecular genetics, establishment, fertility management, production economics, production energetics, harvest and storage management, ecosystem services and ethanol yield. A complete field-validated biomass production system has been developed for the Midwest and Central Plains. Even with favorable economic and sustainability results from field trials, switchgrass for bioenergy has not been adopted on a large scale. Lack of adoption is likely due …

The Chinese mystery snail (Bellamya chinensis) is an aquatic invasive species in North America. Little is known regarding this species’ impacts on freshwater ecosystems. It is believed that population densities can be high, yet no population estimates have been reported. We utilized a mark-recapture approach to generate a population estimate for Chinese mystery snail in Wild Plum Lake, a 6.47-ha reservoir in southeast Nebraska. We calculated, using bias-adjusted Lincoln-Petersen estimation, that there were approximately 664 adult snails within a 127 m2 transect (5.2 snails/m2). Why certain species of fish become invasive is poorly understood and a key obstacle to restoring many of the world’s ecosystems. In this study we tested whether variation in biotic resistance exerted by native predators might explain the reproductive success of the common carp, a large and fecund invasive species that typically spawns in outlying and unstable shallow habitat. An initial three-year study of the relative abundance of youngof- year (YOY) carp in interconnected lakes in the Upper Mississippi River Basin discovered that YOY carp are only found in shallow waters that experience winter hypoxia (winterkill) and have low densities …

Surface mining, in the form of contour mining and mountain-top removal, is a common means for retrieving coal in the Appalachian Coal Belt region of Kentucky. Overburden or excess spoil generated by these two methods is placed in valley fills. Traditionally Constructed fills have been shown to adversely impact headwater ecosystems via stream burial and through alterations to the hydrology, sediment supply, water quality and biological composition of downstream reaches.
