FLPMA Turns 40 (October 21)
The Bureau of Land Management (BLM) administers approximately 245 million acres of our public lands and yet, for most of our nation's history, these lands seemed largely destined to end up in private hands. Even when the Taylor Grazing Act of 1934 ushered in an important era of better managing public grazing districts and "promoting the highest use of the public lands," such use of our public lands still was plainly considered temporary, "pending its final disposal." It was not until 1976 with the passage of the Federal Land Policy and Management Act (FLPMA) that congress adopted a policy that …

This session traces the history of FLPMA including, among other things, its legislative, administrative, and historical antecedents, including for example, the Public Land Law Review Commission’s 1970 report, One Third of Our Nation’s Lands. It then considers FLPMA’s unique public lands policies and requirements and how they are reflected in the BLM’s management of public lands today.

Creating large conservation zones in remote areas, with less intense stakeholder overlap and limited environmental information, requires periodic review to ensure zonation mitigates primary threats and fill gaps in representation, while achieving conservation targets. Follow-up reviews can utilise improved methods and data, potentially identifying new planning options yielding a desirable balance between stakeholder interests. This research explored a marine zoning system in north-west Australia–a biodiverse area with poorly documented biota. Although remote, it is economically significant (i.e. petroleum extraction and fishing). Stakeholder engagement was used to source the best available biodiversity and socio-economic data and advanced spatial analyses produced 765 …

Nebraska Cooperative Fish and Wildlife Research Unit: Staff Publications
Environmental sciences have an important role in informing sustainable management of built environments by providing insights about the drivers and potentially negative impacts of global environmental change. Here, we discuss panarchy theory, a multi-scale hierarchical concept that accounts for the dynamism of complex socio-ecological systems, especially for those systems with strong cross-scale feedbacks. The idea of panarchy underlies much of system resilience, focusing on how systems respond to known and unknown threats. Panarchy theory can provide a framework for qualitative and quantitative research and application in the environmental sciences, which can in turn inform the ongoing efforts in sociotechnical resilience …

Assessment Of Streamside Management Zones For Conserving Benthic Macroinvertebrate Communities Following Timber Harvest In Eastern Kentucky Headwater Catchments, Joshua K. Adkins, Christopher D. Barton, Scott Grubbs, Jeffrey W. Stringer, Randall K. Kolka
Forestry and Natural Resources Faculty Publications
Headwater streams generally comprise the majority of stream area in a watershed and can have a strong influence on downstream food webs. Our objective was to determine the effect of altering streamside management zone (SMZ) configurations on headwater aquatic insect communities. Timber harvests were implemented within six watersheds in eastern Kentucky. The SMZ configurations varied in width, canopy retention and best management practice (BMP) utilization at the watershed scale. Benthic macroinvertebrate samples collected one year before and four years after harvest indicated few differences among treatments, although post-treatment abundance was elevated in some of the treatment streams relative to the …

Since amphibian declines were first proposed as a global phenomenon over a quarter century ago, the conservation community has made little progress in halting or reversing these trends. The early search for a “smoking gun” was replaced with the expectation that declines are caused by multiple drivers. While field observations and experiments have identified factors leading to increased local extinction risk, evidence for effects of these drivers is lacking at large spatial scales. Here, we use observations of 389 time-series of 83 species and complexes from 61 study areas across North America to test the effects of 4 of the …

Export Of Insect Ecosystem Services From Hayed Native Prairie, Wayne J. Ohnesorg
Export Of Insect Ecosystem Services From Hayed Native Prairie, Wayne J. Ohnesorg
Department of Entomology: Dissertations, Theses, and Student Research
Natural areas, such as prairie, have the potential to provide the benefits of pest suppression and pollination for agricultural production. In Nebraska, prairie is often used for hay production. The impact of prairie hay production management practices on beneficial arthropods is not well understood. Four prairie hay meadows adjacent to row crop fields were selected in northeast Nebraska. The goal was to assess the impact of haying them on beneficial arthropods and the movement of natural enemies into adjacent crop fields. Three management practices were evaluated for hay harvested from prairie meadows one cut per growing season, two cuts per …
