This practice guide was developed by the Environmental Finance Center Network (EFCN) through the Capacity Building for Sustainable Communities program funded by the US Department of Housing and Urban Development and the US Environmental Protection Agency. Through a cooperative agreement with HUD, EFCN is providing capacity building and technical assistance to recipients of grants from the federal Partnership for Sustainable Communities, an interagency collaboration that aims to help towns, cities, and regions develop in more economically, environmentally, and socially sustainable ways.

This document is intended to help local and regional planning agencies, and their constituent water utilities, integrate drinking water infrastructure planning and investments into plans for sustainable development. Resources listed here provide guidance on making land use decisions that protect water resources, setting adequate and sustainable drinking water rates, controlling water loss, funding water infrastructure projects, and managing water utilities.

The events of March 2011 at the nuclear power complex in Fukushima, Japan, raised questions about the safe operation of nuclear power plants, with early retirement of existing nuclear power plants being debated in the policy arena and considered by regulators. Also, the future of building new nuclear power plants is highly uncertain. Should nuclear power policies become more restrictive, one potential option for climate change mitigation will be less available. However, a systematic analysis of nuclear power policies, including early retirement, has been missing in the climate change mitigation literature. Beef cattle are estimated to directly contribute 26% of U.S. agricultural greenhouse gas (GHG) emissions, and future climate change policy may target reducing these emissions. Life cycle assessment (LCA) of GHG emissions from U.S. feedlot beef cattle was conducted to compare methods of the U.S. Environmental Protection Agency (EPA) with a more complete evaluation of emissions. The inclusion of emissions from crop production for feed, associated land use change, and other minor factors nearly doubled GHG emissions associated with beef feedlots from the EPA Annual Inventory estimate of 1611 kgCO2e hd-1 yr-1 to 3182 ± 167 …

The global seafood industry currently lacks a standardized, widespread method to easily trace the chain of custody of products that they purchase. With global overfishing leading to declining fish stocks around the world, it is vital for seafood providers to have the ability to identify and buy products from sustainable fisheries that are well managed, target abundant species, and fish in environmentally responsible ways. This paper analyzes public and private initiatives that seek to provide product traceability. The issue of sediment removal from the San Gabriel Mountains has been a complex issue that has created problems with beach replenishment, habitat destruction and the need to spend millions of dollars at regular intervals to avoid safety hazards. Most recently 11 acres of riparian habitat, including 179 oaks and 70 sycamores, were removed for sediment placement. Other sites including Hahamongna Watershed Park and La Tuna Canyon also face a similar fate. Rural Inhabitant Perceptions Of Sandhill Cranes In Wintering Areas Of Northern Mexico, Ingrid Barcelo, Juan Carlos Guzmán-Aranda, Felipe Chávez-Ramírez, Larkin A. Powell

Trends in the mid-continent population of sandhill cranes (Grus canadensis) indicate that the species is increasing. A large proportion of this population winters in northern Mexico where possible conflicts between local inhabitants and cranes can occur. We conducted interviews of 40 rural inhabitants living near wetlands used by cranes in three Mexican states. All interviewees had knowledge of cranes and were capable of describing them. The arrival of cranes affected 43% of interviewees. The negative effects were mainly destroyed crops with a subsequent diminished production. Seventy percent of those affected implemented scare tactics to deter the birds, while others (15%) …

Switchgrass research has been conducted cooperatively by the US Department of Agriculture and the University of Nebraska since the mid-1930s, with a primary focus on bioenergy since 1990 at several institutions. Progress has been made in switchgrass breeding and genetics, molecular genetics, establishment, fertility management, production economics, production energetics, harvest and storage management, ecosystem services and ethanol yield. A complete field-validated biomass production system has been developed for the Midwest and Central Plains. Even with favorable economic and sustainability results from field trials, switchgrass for bioenergy has not been adopted on a large scale. Lack of adoption is likely due …

The Chinese mystery snail (Bellamya chinensis) is an aquatic invasive species in North America. Little is known regarding this species’ impacts on freshwater ecosystems. It is believed that population densities can be high, yet no population estimates have been reported. We utilized a mark-recapture approach to generate a population estimate for Chinese mystery snail in Wild Plum Lake, a 6.47-ha reservoir in southeast Nebraska. We calculated, using bias-adjusted Lincoln-Petersen estimation, that there were approximately 664 adult snails within a 127 m2 transect (5.2 snails/m2). Why certain species of fish become invasive is poorly understood and a key obstacle to restoring many of the world’s ecosystems. In this study we tested whether variation in biotic resistance exerted by native predators might explain the reproductive success of the common carp, a large and fecund invasive species that typically spawns in outlying and unstable shallow habitat. An initial three-year study of the relative abundance of youngof- year (YOY) carp in interconnected lakes in the Upper Mississippi River Basin discovered that YOY carp are only found in shallow waters that experience winter hypoxia (winterkill) and have low densities …

The focus of my study was deer damage that occurred to crops and trees in Northeast Nebraska, around Wisner in Cuming County. I collected data from corn fields and harvest yields to determine the monetary losses landowners receive to deer damage. The damage can be anywhere from minimal to significant and affects each person differently. I study used test plots to collect data for an average damage per acre, and variable-sized plots to accurately estimate the level of damage occurred. I also incorporated data from tree nurseries to estimate the damage tree farmers and landowners would have when planting new …
