Sprawl is neither the ordained nor the inevitable outcome upon the New England landscape. A coordinated response to sprawl by the public and private sectors is possible, and could dramatically improve land use patterns and reduce the cost of local government. For the New England states, such a response would include, among other elements, legislation to eliminate existing gaps in the land use laws of each state – gaps that presently encourage or sanction sprawling development. It would also include incentives for municipalities to think beyond their borders and to act with greater efficiency and effect. It is the purpose …

Legislation

Current development patterns and increased tax pressures in local municipalities combine to harm both Maine’s natural resources and its quality of life. Previous initiatives such as the implementation of zoning laws did not fully result in the desired outcomes. Zoning laws were often too flexible and often did not resist market and political pressures to change zoning regulations to allow development with possible economic growth. A sound taxation system or fee structure may be the solution to slow down development in natural areas and direct it towards areas appropriate for growth.

Although the large-scale stratigraphy of many terrestrial foreland basins is punctuated by major episodes of gravel progradation, the relationships of such facies to hinterland tectonism and climate change are often unclear. Structural reentrants provide windows into older and more proximal parts of the foreland than are usually exposed, and thus provide key insights to earlier phases of foreland evolution. Our magnetostratigraphic studies show that, although the major lithofacies preserved within the Himachal Pradesh structural reentrant in northwestern India resemble Neogene facies in Pakistan, they have a much greater temporal and spatial variability. The Lake Mead Fertilization Project is a research program designed to investigate the potential for using large-scale artificial fertilization to enhance the game fisheries of this reservoir through an increase in the population of threadfin shad, the system's primary forage species. A substantial decline in the population of largemouth bass, together with poor condition of adult striped bass, are the two major issues affecting the Lake Mead game fisheries. Both issues have been hypothesized to be a result of an inadequate amount of forage in the reservoir. Previous studies have in turn suggested that a major factor limiting the shad …

The effective use of artificial wetlands for treatment of municipal wastewater is well documented; however, design and economic data for artificial wetlands development are limited (Gersberg et al., 1984a). This is due partly to regional differences in climate, soils, and vegetation and partly to the desired waste treatment. As a result, specific treatment levels and cost benefits relative to the use of an artificial wetlands for a particular site cannot be evaluated adequately without a pilot demonstration project. Getting a Handle on Hazardous Waste Control (Summer Conference, June 9-10)

The conference chairman was University of Colorado School of Law professor Lawrence J. MacDonnell.

During the past ten years Congress has made the regulation of hazardous waste a priority. This conference focuses on the Resource Conservation and Recovery Act, as amended in 1984, and the Comprehensive Environmental Response, Compensation and Liability Act.

This conference attracted about 100 registrants from 16 states plus the District of Columbia. John G. Welles, Regional Director for EPA Region 8, presented a luncheon address.
