Mitigation Under Section 404 Of The Clean Water Act: Where It Comes From, What It Means, Palmer Hough, Morgan Robertson

The requirement to mitigate impacts to wetlands and streams is a frequently misunderstood policy with a long and complicated history. We narrate the history of mitigation since the inception of the Clean Water Act Section 404 permit program in 1972, through struggles between the US Environmental Protection Agency and the US Army Corps of Engineers, through the emerging importance of wetland conservation on the American political landscape, and through the rise of market-based approaches to environmental policy. Students are often taught that ecosystems are "delicately balanced," But what. exactly, does this mean? How do we help students relate what they learn in the classroom about ecosystems to the world immediately around them?

As scientists who work closely with middle school students as part of a National Science Foundation-funded Graduate Fellows in K-12 Education program called Project Fulcrum. we have learned that abstract concepts, such as "delicately balanced ecosystem," are often not truly understood. This 2009 report describes the mapping of landform, vegetation and soils undertaken in the Ord River Catchment in the East Kimberley of Western Australia in order to provide a basis for biodiversity benchmarking. The project: • brought together and standardised existing Ord River catchment land resource mapping held by the Department of Agriculture and Food (DAFWA) and Department of Environment and Conservation (DEC) in a format compatible with adjoining mapping in the Northern Territory • mapped to land unit level an additional 4400 sq km of the Ord River catchment. • re-digitised 2200 sq km of vegetation mapping previously not …

Each year, prior to the onset of the Indian Summer Monsoon, the Gangetic Plains (GP), bounded by the high-altitude Himalayan mountains, are strongly influenced by the transport of dust outbreaks originating in the northwestern desert in India (known as the Thar Desert). Dust particles constitute the bulk of the regional aerosol loading which peaks annually during the pre-monsoon season. This paper integrates observations from space-borne sensors, namely MODIS and CALIPSO, together with ground sunphotometer measurements, to infer dust loading in the pre-monsoon aerosol build-up over source and sink regions in northern India. Water vapor is an important and highly variable constituent in time and space; the knowledge of its variability is important in climate studies. In India, the ground observations of water vapor using conventional methods such as radiosonde are limited. In this paper, a comparison of hourly estimates of total column water vapor from Global Positioning System (GPS) with multisensor satellite is presented over three stations. We show quantitatively seasonal and monthly dependency of bias, standard deviation, root mean square error (RMSE), and the correlation coefficient between the water vapor data sets. In this project, the resistivity and phase shift of ten surfactant aqueous solutions in a sand matrix were measured using spectral induced polarization (SIP). In addition, specific conductivity, pH, dissolved oxygen, and dielectric constant measurements of the solutions were also evaluated. The frequency range assessed was 0.091-12000Hz. The surfactants, which are typically used in the remediation of tetrachloroethylene, were Aerosol MA 80-I, Dowfax 8390, and Steol CS-330. The surfactants were mixed into solutions of both deionized and tap water at varying concentrations and injected into a closed system of silica sand. In south-western United States, soil moisture data is important for drought studies in the region which is experiencing a drought for many years, whereas in South Florida, water stage data is required by hydrologists to monitor the hydrological flow in wetlands. Soil moisture data and water stage data are not sufficiently available due to sparse monitoring stations. Installation of dense measuring stations over an extended area is costly and labor intensive.
