Stochastic Dea With A Perfect Object And Its Application To Analysis Of Environmental Efficiency, Alexander Vaninsky

The paper introduces stochastic DEA with a Perfect Object (SDEA PO). The Perfect Object (PO) is a virtual Decision Making Unit (DMU) that has the smallest inputs and greatest outputs. Including the PO in a collection of actual objects yields an explicit formula of the efficiency index. Given the distributions of DEA inputs and outputs, this formula allows us to derive the probability distribution of the efficiency score, to find its mathematical expectation, and to deliver common (group–related) and partial (object-related) efficiency components. Grassland birds are often affected negatively by habitat fragmentation. Outcomes include greater nest predation and brood parasitism, decreased colonization rates of small, isolated patches, and greater nest density in remnant core habitats. These effects have been well documented in the Midwest, but little is known about fragmentation and edge effects on grassland birds in the fragmented agricultural fields within the forested landscapes of the northeastern United States. The need for a global drought early warning framework. Drought has had a significant impact on civilization throughout history in terms of reductions in agricultural productivity, potable water supply, and economic activity, and in extreme cases this has led to famine. Every continent has semiarid areas, which are especially vulnerable to drought. The Intergovernmental Panel on Climate Change has noted that average annual river runoff and water availability are projected to decrease by 10%–13% over some dry and semiarid regions in mid and low latitudes, increasing the frequency, intensity, and duration of drought, along with its associated impacts. We analyze the relationship between economic development and energy consumption in the context of greenhouse gas mitigation. The main contribution of this work is to compare estimates of energy thresholds in the form of minimum energy requirements to reach high levels of development with output projections of per capita final energy supply from a group of integrated assessment models (IAMs). Scenarios project that reductions of carbon emissions in developing countries will be achieved not only by means of decreasing the carbon intensity, but also by making a significant break with the historically observed relationship between energy use and economic growth. …

This report updates changes in the Western Australian pastoral rangelands at the Land Conservation District (LCD) scale, providing information on seasonal quality, stock numbers and changes in the density/frequency of perennial shrubs and grasses. It is based on data from the Bureau of Meteorology, the Annual return of livestock and improvements (submitted annually by pastoral lessees) and the Western Australian Rangeland Monitoring System (WARMS). The sixth assessment of the Kimberley grassland sites (Epoch 6) was completed in 2011. The second full cycle (i.e. 3 assessments) was completed for shrubland sites in 2010. As part of the requirement for State approval under the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act) and the Gouldian Finch Management Plan (GFMP), a baseline assessment and on-going monitoring of the endangered Gouldian finch (Erythrura gouldiae) is required during the construction and operation of the Ord River Irrigation Area Weaber Plain Development Project in the eastern Kimberley, Western Australia. This report details the findings from surveys of Gouldian finches during their annual breeding season (Feb-May 2013).

This paper discusses coastal resilience as an organizing framework for future policymaking, coastal planning, and insurance decisions, and explores the different perspectives of the value of ecosystems held by various stakeholders in Rhode Island’s coastal communities. A grounded theory approach was used in an effort to abstract general insights from the substantive but isolated areas of coastal management and economics. Special attention is given to the perspectives of municipal decision makers, the National Flood Insurance Program, natural economists, and real estate developers. Reliable indicators of rapid drought onset can help to improve the effectiveness of drought early warning systems. In this study, the evaporative stress index (ESI), which uses remotely sensed thermal infrared imagery to estimate evapotranspiration (ET), is compared to drought classifications in the U.S. Drought Monitor (USDM) and standard precipitation-based drought indicators for several cases of rapid drought development that have occurred across the United States in recent years.
