This case study in policy advocacy examines a campaign based in Southeast Alaska known as “Salmon Beyond Borders.” Run by a regional coalition of environmental organizations, indigenous tribes, local municipalities, commercial and sport fishing groups, policy experts, scientists, and concerned citizens, the Salmon Beyond Borders (SBB) campaign seeks a formal referral for International Joint Commission (IJC) involvement from the U.S. Department of State and the Canadian Department of Foreign Affairs. SBB would like the IJC to study the cumulative impacts of mining development in the region’s transboundary watersheds and offer non-binding recommendations from which the U.S. and Canada can negotiate …

Peer review is a necessary process with a long history of complaints, including over-solicitation of a small number of reviewers, delays, inadequate numbers of reviewers, and a lack of incentives to provide strong reviews or avoid reviews with little helpful information for the author. In the era of Web-based distribution of research, through working paper or project reports, anonymous peer reviews are much less likely. The Journal of Ocean and Coastal Economics will use signed peer reviews and an open communication process among authors, reviewers, and editors. Sources Of Nutrient And Escherichia Coli Contamination Within The Otter Creek Watershed, Madison County, Kentucky, Nathaniel C. Crockett, Walter S. Borowski

The Otter Creek watershed exhibits dissolved nutrient (ammonium, NH4; nitrate, NO3; phosphate, PO4) and Escherichia coli contamination that compromises its water quality. The watershed covers a substantial portion of Madison County and consists of Lake Reba, Dreaming Creek, and east and west forks, all of which enter the trunk of Otter Creek before flowing into the Kentucky River. Suspected contaminate sources include leaky sewage system pipes, runoff from pasture land, and septic system leachate. We collected 330 water samples on three occasions during summer 2014 to determine the extent and sources of contamination. Nutrients …

In general, server rooms have restricted access requiring that staff possess access codes, keys, etc. Normally, only administrators are provided access to protect the physical hardware and the data stored in the servers. Servers also have firewalls to restrict outsiders from accessing them via the Internet. Servers also cost a lot of money. For this reason, server rooms also need to be protected against overheating. The usefulness of climate information for agricultural risk management hinges on its availability and relevance to the producer when climate-sensitive decisions are being made. Climate information providers are challenged with the task of balancing forecast availability and lead time with acceptable forecast skill, which requires an improved understanding of the timing of agricultural decision making. Achieving a useful balance may also require an expansion of inquiry to include use of non-forecast climate information (i.e. historical climate information) in agricultural decision making. Availability and easy access to a wide range of natural and human-activity data on the oceans and coastal regions of Europe is the basis for strategic decision-making on coastal and marine policy. Strategies within Europe’s Integrated Maritime Policy, including the Maritime Strategy for the Atlantic Area, Blue Growth, Maritime Spatial Planning and Marine Data and Knowledge, require coherent and comparable socio-economic data across European countries. Based on an analysis of 47 years (1967–2014) of Audubon Christmas Bird Counts (CBC), evidence for population changes and shifts in early winter (late December) ranges of nearly 150 species of birds in the Great Plains states is summarized, a region defined as including the Dakotas, Nebraska, Kansas, Oklahoma, and the Texas panhandle. The rationale for this study had its origins in Terry Root’s 1988 Atlas of North American Wintering Birds. Root’s landmark study provided a baseline for evaluating the nationwide winter distributions of 253 North American birds in the mid-20th century, using data from the National Audubon Society’s …

Vegetation productivity metrics such as gross primary production (GPP) at the canopy scale are greatly affected by the efficiency of using absorbed radiation for photosynthesis, or light use efficiency (LUE). Thus, close investigation of the relationships between canopy GPP and photosynthetically active radiation absorbed by vegetation is the basis for quantification of LUE. We used multiyear observations over irrigated and rainfed contrasting C3 (soybean) and C4 (maize) crops having different physiology, leaf structure, and canopy architecture to establish the relationships between canopy GPP and radiation absorbed by vegetation and quantify LUE. Documenting and responding to species invasions requires innovative strategies that account for ecological and societal complexities. We used the recent expansion of Indo-Pacific lionfish (Pterois volitans/miles) throughout northern Gulf of Mexico coastal waters to evaluate the role of stakeholders in documenting and responding to a rapid marine invasion. We coupled an online survey of spearfishers and citizen science monitoring programs with traditional fishery-independent data sources and found that citizen observations documented lionfish 1–2 years earlier and more frequently than traditional reef fish monitoring programs. Nebraska Department of Environmental Quality: Reports

The Nebraska Department of Environmental Quality (NDEQ) is charged with monitoring, assessing, and to the extent possible, managing the state’s water resources. The purpose of this work is to protect and maintain high quality water and encourage or execute activities to improve poor water quality. Monitoring is done on nearly 17,000 miles of flowing rivers and streams, more than 134,000 acres of surface water in lakes and reservoirs, as well as the vast storage of groundwater in Nebraska’s aquifers.

Participatory Conservation Of Coastal Habitats: The Importance Of Understanding Homeowner Decision Making To Mitigate Cascading Shoreline Degradation, Steven B. Scyphers, Steven J. Picou, Sean P. Powers

Along densely populated coasts, the armoring of shorelines is a prevalent cause of natural habitat loss and degradation. This article explores the values and decision making of waterfront homeowners and identifies two interlinked and potentially reversible drivers of coastal degradation. We discovered that: (1) misperceptions regarding the environmental impacts and cost-effectiveness of different shoreline conditions was common and may promote armoring; and (2) many homeowners reported only altering their shorelines in response to damage caused by armoring on neighboring properties. The Center for Environmental Research and Coastal Oceans Monitoring (CERCOM) is a scientific coastal research center and field station dedicated to exploring our global coastal environments and near-shore oceans. CERCOM is the field station support facility for all sciences at Molloy College and services the degree programs of Biology, Chemistry, and Environmental Studies, with special attention to a B.S. degree in Earth and Environmental Studies. Located at the West Sayville Boat Basin on the Great South Bay, CERCOM is a 2,500 sq. ft. field station estuarine/ marine science laboratory where environmental monitoring and analysis is conducted 365 days a year.

Sampling by spatially replicated counts (point-count) is an increasingly popular method of estimating population size of organisms. Challenges exist when sampling by point-count method, and it is often impractical to sample entire area of interest and impossible to detect every individual present. Ecologists encounter logistical limitations that force them to sample either few large-sample units or many small sample-units, introducing biases to sample counts.
