Droughts are difficult to detect and monitor. Drought indices, most commonly the Palmer Drought Severity Index (PDSI), have been used with limited success as operational drought monitoring tools and triggers for policy responses. Recently, a new index, the Standardized Precipitation Index (SPI), was developed to improve drought detection and monitoring capabilities. The SPI has several characteristics that are an improvement over previous indices, including its simplicity and temporal flexibility, that allow its application for water resources on all timescales. This guide describes a practical step-by-step process for identifying actions that can be taken to reduce potential drought-related impacts before a drought occurs. Step 1 begins with making sure that the right people are brought together and supplied with adequate data to make informed and equitable decisions during the process. Steps 2 and 3 narrow the focus of the study by identifying high priority drought-related impacts that are relevant to the user’s location or activity. The climate of the North Atlantic region underwent a series of abrupt cold/warm oscillations when the ice sheets of the Northern Hemisphere retreated during the last glacial termination (17,700–11,500 years ago). Evidence for these oscillations, which are recorded in European terrestrial sediments as the Oldest Dryas/Bølling/ Older Dryas/Allerød/Younger Dryas vegetational sequence, has been found in Greenland ice cores. The geographical extent of many of these oscillations is not well known, but the last major cold event (the Younger Dryas) seems to have been global in extent. Salinity is one of the State's most critical environmental problems, threatening major economic and social consequences. It is preventable and, in the long term, reversible. Complete elimination is not realistic, but we can dramatically reduce its impact.
Salinity is caused by replacing deep-rooted native plants with shallow-rooted crops and pastures. More rainfall passed below the root zone and accumulates as groundwater so that watertables rise. The groundwater mobilises natural salts in the soil as it rises and carries them towards the surface, eventually degrading land and streams.

In1983, heavy winter rains resulted in severe inundation and flooding of the lower parts of the Toolibin catchment. The damage to crops and pastures was immense and costly. Local farmers realised that they needed to work together to minimise the impact of heavy rainfall events on their farm productivity.
At the same time the Western Australian Department of Conservation and Land Management (CALM) was concerned about the quality of both ground and surface water in the catchment area for Toolibin Lake, the last remaining wooded freshwater lake in the southern wheatbelt. Crop production depends not only on the yield but also on the area harvested. The yield response to climate change has been widely examined, but the sensitivity of crop land use to hypothetical climate change has not been examined directly. Crop land-use regression models for estimating crop area indices (CAIs) - the percent of land used for corn, soybean, wheat, and sorghum production - are presented. Inputs to the models include available water-holding capacity of the soil, percent of land available for rain-fed agricultural production, annual precipitation, and annual temperature. The vine industry in Western Australia is at present located mainly in the Swan Valley, some 15 miles inland from Perth. It produces currants for export, wine grapes, and table grapes for both local and export markets, in approximately that order of importance.
Climatically, the Swan Valley is well suited to vine fruit production. With an annual rainfall of about 34 inches, it has a mild, wet, almost frost-free winter, and a warm, dry summer. Olmo (1956) concluded that the Swan was especially well suited to the production of currants, table grapes and sweet dessert wines. However, he considered that …

The potential direct effects of possible global warming on summer season dairy production and re-production were evaluated for the United States and Europe. Algorithms used for milk production and conception rate were previously developed and validated. Three widely known global circulation models (GISS, GFDL, and UKMO) were used to represent possible scenarios of future climate. Milk production and conception rate declines were highest under the UKMO model scenario and lowest under the GISS model scenario. Predicted declines for the GCM scenarios are generally higher than either “l year in 10” probability-based declines or declines based on the abnormally hot summer …

Accurate monitoring of the large-scale dimensions of global snow cover is essential for understanding details of climate dynamics and climate change. Presently, such information is gathered individually from ground station networks and satellite platforms. Efforts are in progress to consolidate and analyze long-term station records from a number of countries. To gain truly global coverage, however, satellite-based monitoring techniques must be employed. A 27-year record of Northern Hemisphere continental snow cover produced by the United States National Oceanic and Atmospheric Administration (NOAA) is the longest such environmental record available. Sudden unpredicted rainfall during summer has caused high mortality rates in newly shorn sheep on at least two previous occasions. These occurred at Darkan, Western Australia, in 1982 (Buckman 1982) and at Kybylolite in the south-east of South Australia in 1960 (Geytenbeek 1982).
Geytenbeek (1982) reported an average mortality of 8.3%, which was highest for sheep within five days of shearing. The mortality declined for animals shorn more than seven days before the rain.
Buckman (1982) reported an average mortality of 27.9% which was highest within 12 days of shearing. The losses related directly to the amount of rain received. …

The role of carbonaceous aerosols in the atmosphere as a risk factor in climatic changes and health effects and state-of-the-art monitoring processes are briefly presented here. In particular, development of a photoacoustic technique for measuring the concentration of carbonaceous particles is discussed. The photoacoustic measurement is based upon detection of pressure waves generated by localized time-dependent heating of air inside the photoacoustic chamber. Heating of air inside the chamber is due to absorption of visible laser radiation by carbon particles present inside the chamber. The laser radiation is chopped, and the resultant pressure signal produced by subsequent heating and cooling …

The ability to collect weather data in near-real time has improved because of technological advances, enabling weather data users to obtain more weather data over wider areas, and in a more timely fashion. The number of near-real time climate networks is increasing as new applications are found for climate data. More than fifteen states in the United States have established automated weather station networks. This paper presents an overview of recent developments in automated weather data collection in the United States and gives a detailed description of the network in Nebraska.

CROPSTATUS is a series of programs residing in Nebraska's AGNET system using daily weather data to assess seasonal changes in crops, livestock, and other agricultural conditions. Assessments are based on parameters developed from accumulations of current daily temperature and precipitation data collected from a network of synoptic, climate, and automated micrometeorological stations in Nebraska in comparison with daily normals. The daily normals were derived from monthly summaries using multiple regression models to compute daily values as a function of Julian day numbers. Crop phenology models based on growing degree days were used to monitor and forecast the progress of different …

In a recent survey conducted by the University of Nebraska's Center for Agricultural Meteorology and Climatology of Agricultural Network (AGNET) users, the results of potential evapotranspiration (ETp) projections (calculated using the Blaney-Criddle approach, which employs "normal" climatic data to project ETp estimates up to three days into the future) were labeled "unrealistic." To improve these projections, National Weather Service (NWS) forecast variables were used as input into the Blaney-Criddle and Penman equations. ETp projections calculated according to the Penman equation, with data measured by automated weather stations as input, were assumed to represent the "best" …

Deepened isotherms associated with El Niño resulted in severe nutrient limitation and very low kelp productivity during the last half of 1983. Frond growth rates were so low that terminal blades formed before reaching the surface, eliminating the canopy. Frond initiation rates were also extremely low, resulting in significant reductions in mean plant size. Plants growing above 10m were more severely affected than plants at 20m. Nutrient pulses associated with internal waves are thus critical for survival of Macrocystis pyrifera in nutritionally marginal habitats in Southern California.

Drought relief has become an expected response of the federal government to periods of widespread drought in the United States. A wide range of emergency, short-term and long-term drought programs were formulated to deal with the extreme drought of the 1930's. By 1977 there were 40 separate programs administered by 16 different federal agencies. This paper traces the development of federal drought relief bureaucracy, including drought designation criteria and procedures.
Two obvious deficiencies of past drought relief efforts in the United States are noted. First, drought relief organizations and programs have been hastily assembled during periods of crisis. This has …

With these graphs and maps, the major agronomic crops of corn (dryland and irrigated), wheat, sorghum and soybeans are analyzed. Spectra of vertical and horizontal velocity, air temperature and humidity fluctuations were analyzed from measurements made over a well-watered alfalfa crop under conditions of sensible heat advection. Vertical velocity and air temperature spectra as well as cospectra of momentum, sensible heat and water vapor were found to be dependent on atmospheric thermal stratification. These spectra and cospectra were shifted toward higher frequencies under advective as compared to lapse conditions. These results indicate that the predominant eddy sizes are relatively smaller under advective conditions. Humidity spectra, on the other hand, were independent of daytime thermal stratification conditions but were influenced by …

The rate of evapotranspiration by irrigated alfalfa at Mead, NE (41°09'Nj 96°30'W, elevation 354 m) reached record levels in 1976. Evapotranspiration was measured with precision weighing lysimeters in a field 1.9 ha in size. Evapotranspiration ranged during the growing season from 4.75 to 14.22 mm day-l and exceeded 10 mm day-I on one-third of the days studied. On each day of study the ratio of latent heat flux density (LE) to the sum of the net radiation and soil heat flux densities (Rn+S) was such that LE/ (Rn+S) > 1, indicating the occurrence of significant …

IN AUSTRALIA the seasons of summer, autumn, winter and spring do not have the importance that they have in the Old World, and though summer and winter weather are quite different, there is not the obvious difference in autumn and spring conditions that there is in the colder countries.

Because of the serious consequences of drought to individual farmers and to Western Australia's economy, it is worth making an early appraisal of the 1969 rainfall conditions that led to the State's most recent drought in an attempt to estimate how often such seasons might be expected in the agricultural areas.

The drought of 1969 ended an 11-year run of good seasons in the eastern and north-eastern wheatbelt. Good years usually have above average rainfall; wheat yields and pasture growth are greatly reduced if rains are well below average. Eighty years records show that half the years must be expected to be below average and about one-third could be well below. This area produces one-third of the State's wheat and has 9 per cent, of its sheep.
