The Center’s 29th annual conference will focus on the changes in the West resulting from rapid population growth, development, disrupted historical weather patterns and the effects of those changes on land, water, and energy resources. The second largest sole source aquifer in Massachusetts, the Plymouth-Carver Sole Source Aquifer (the Aquifer) covers 140 square miles underlying the towns of Plymouth, Carver, Kingston, Wareham, Plympton, Middleborough, and Bourne. The Aquifer contains over 500 billion gallons of fresh water (USGS 1992), and serves as a critical water resource for residential, commercial, and agricultural uses in the area. Though its resources are vast, they are not unlimited, nor are they unaffected by contamination.

The municipalities surrounding Boston Harbor are requesting that the Commonwealth of Massachusetts designate the waters of Boston Harbor as a No Discharge Area (NDA) pursuant to the Clean Water Act, Section 312(f)(3). An NDA is a body of water in which the discharge of vessel sewage, whether treated or not, is prohibited. The No Discharge Area would be called the Boston Harbor No Discharge Area.

Nutrient management is as much a global issue as a local one with a balance required between economics and environment, inherent biological limitations and expectations of nutrient use efficiency, and traditional fertiliser practices and actual enterprise nutrient requirements. The concept of nutrient balance depends on context and scale. Nutrient balance can be considered at a global scale, where issues of nutrient stocks, cycles, depletion and transfer of a particular element are important. Following man-made or natural catastrophes, widespread and long-lasting disruption of lifelines can lead to economic impacts for both business and residential lifeline users. As a result, the total economic losses caused by infrastructure damage may be much higher than the value of damage to infrastructure itself. In this paper, we consider the estimation of economic impacts on businesses and residential consumers resulting from water supply disruption. The methodology we present for estimating business interruption losses assumes that marginal losses are increasing in the severity of disruption and that there may be a critical water availability cutoff below which business activity …

Large dams in the United States have frequently been the targets of attacks by environmentalists who believe that the dams and the reservoirs they create are violations of wilderness. There are currently numerous proposals to dismantle some dams in order to restore river ecosystems to their pre-dam conditions, including Hetch Hetchy Reservoir’s O’ Shaunnessy Dam. Less attention has been paid to those dams and reservoirs that have arguably created protected areas that otherwise may have been subject to degradation from development. Across New England communities have been experiencing a rapid outward surge of development away from our community and downtown centers. Effects of sprawl include a loss of wildlife habitat, farm and timber lands; increased costs of community services and higher taxes; auto-dependency, longer commutes, and increased congestion; increases in air and water pollution; a sedentary lifestyle and increased obesity; and losses to one’s sense of place and social ties.

Construction of a new Third Bridge over the Kennebec River in Augusta offered the prospect of a new and handsome gateway to the city. Further, the resulting change in traffic patterns offered the City the chance to plan for a pattern of development quite different from what the city had experienced for the past half-century. The case study describes the planning and construction of the new bridge and corridors that re-routed traffic out of Augusta’s downtown and older neighborhoods, and created the opportunity for planned development adjacent to the corridor created by the new bridge.
