The 2014 Sustainable Groundwater Management Act (SGMA) created, for the first time and on an unprecedented scale, a mandate to change how groundwater is managed statewide in California. While enacting SGMA was a tremendous step forward, communities and water districts now face the considerable challenge of creating successful groundwater management programs. This report is aimed at helping California’s water managers, public water agencies, county commissioners, city planners, and others better understand the suite of tools and approaches that can be used to enhance the sustainable management of groundwater. The bacterium Vibrio cholerae, when ingested, infects the intestines and causes a communicable diarrhea disease called cholera. Outbreaks of cholera occur in areas with poor sanitation and sewage treatments where fecal material of an infected person contaminates the water. These areas include Southeast Asia, Haiti, and sub-Saharan Africa, including Uganda. From 2011-2016, an analysis of Ugandan cholera data showed ‘hot spots’ of cholera cases in fishing communities with incidence rates as high as 120-998 cases per 100,000 people. An analysis of these same districts from 2011-2015 showed an average Case-Fatality Ratio of 2.4%, with the worst district as high …

CBEP has been collaborating for over 25 years with a multitude of partners working hard to protect Casco Bay. 2018 brought us new and exciting collaborations.

The Casco Bay Nutrient Council, convened by CBEP, met for almost two years and produced a report that laid a path forward for all partners to tackle nutrient pollution.

CBEP worked closely with the EPA to establish the Casco Bay Monitoring Network, made up of over 20 member organizations, aimed at coordinating and upgrading monitoring in the Bay. The Network is currently updating the Casco Bay Monitoring Plan.

Within Voyageurs National Park, spiny water flea Bythotrephes longimanus has reduced Lake Kabetogama and Rainy Lake native zooplankton biomass during summer peak by 40-60%. Subsequently, planktivorous age-0 Yellow Perch Perca flavescens growth has decreased. A possible trophic cascade may influence predatory fish growth rates like that of age-0 Walleye Sander vitreus. Using seine net and electrofishing data, age-0 Walleye growth rates were modeled as a linear function of growing degree days (GDD) and the slope was compared between pre- and post-spiny water flea establishment. Chemical contamination alters organism-level traits, such as activity and feeding, that can ultimately affect aquatic trophic interactions. Despite the importance of predator-prey relationships in aquatic communities, chemical toxicity is often tested on single species prior to use. For example, 4-methylcyclohexane methanol (MCHM) used in industrial coal-cleaning enters the environment regularly from low-level contamination during disposal and occasionally in high concentrations following accidental spills, but its effects on fish-zooplankton interactions remain unknown. It was hypothesized MCHM exposure affects zebrafish and D. magna swimming behavior differently when exposed individually or together, and ultimately affects their relationship. The effects of system pressure on the performance stability of flow-through capacitive deionization (CDI) cells was investigated. Initial data showed that the highly porous carbon electrodes possessed air/oxygen in the micropores, and the increased system pressure boosts the gases solubility in saline solution and carries them out of the cell in the effluent. Upon applying a potential difference to the electrodes, capacitive-based ion adsorption occurs in competition with faradaic reactions that consume oxygen. Through the addition of backpressure, the rate of degradation decreases, allowing the cell to maintain its salt adsorption capacity (SAC) longer. The removal of oxygen from the …

Speciation of copper in marine systems strongly influences the ability of copper to cause toxicity. Natural organic matter (NOM) contains many binding sites which provides a protective effect on copper toxicity. The purpose of this study was to characterize copper binding with NOM using fluorescence quenching techniques. Fluorescence quenching of NOM with copper was performed on nine sea water samples. The resulting stability con- stants and binding capacities were consistent with literature values of marine NOM, show- ing strong binding with log K values from 7.64 to 10.2 and binding capacities ranging from 15 to 3110 nmole mg C −1 …

To monitor progress towards this target, two indicators are used: Indicator 6.4.1 measuring water use efficiency and 6.4.2 measuring the level of water stress (WS). Existing literature in economics and engineering do not realistically capture the effects of aquifer depletion on loss of profits from agricultural production. While the former literature ignores the physical characteristics of aquifer and the relationship between aquifer levels and groundwater availability, the latter strand of literature does not consider farmers' decisionmaking as a result of aquifer depletion. Misspecification of these relationships and their effect on irrigation decisions can result in misunderstanding the consequences of aquifer depletion and may provide ineffective policies. Cooling towers, integrated circuit (IC) manufacture and reverse osmosis (RO) generate copious amounts of wastewater high in colloidal and reactive silica inhibiting on-site or synergistic reuse. Silica present in cooling water can reach solubility limits via evaporation and form impervious scale on heat transfer surfaces that decreases efficiency. When water is treated by RO operating at high rejection, silica forms difficult-to-remove scale on the membrane feed side in the form of glassy patches and communities of aggregate particles, inhibiting aspirations for zero liquid discharge. Current methods for silica scale mitigation include abundant dosing with chemical antiscalents or complex operating schemes. …

Louisiana has lost approximately 1,880 square miles of land over the past eighty years. Projections suggest that in a future without action, the next fifty years could result in the loss of 1,750 additional square miles of land area. As land loss continues, a large portion of the natural and man-made capital stocks of coastal Louisiana will be at greater risk of damage, either from land loss or from the associated increase in storm damage. We estimate the replacement cost of capital stock directly at risk from land loss ranges from approximately $2.1 billion to $3.5 billion with economic activity …

Agricultural water markets are considered effective instruments to mitigate the impacts of water scarcity and to increase crop production. However, previous studies have limited understanding of how farmers’ behaviors affect the performance of water markets. Future freshwater supply, human water demand, and people’s exposure to water stress are subject to multiple sources of uncertainty, including unknown future pathways of fossil fuel and water consumption, and ‘irreducible’ uncertainty arising from internal climate system variability. Such internal variability can conceal forced hydroclimatic changes on multi-decadal timescales and near-continental spatial-scales. Using three projections of population growth, a large ensemble from a single Earth system model, and assuming stationary per capita water consumption, we quantify the likelihoods of future population exposure to increased hydroclimatic deficits, which we define as the average duration and magnitude by which evapotranspiration exceeds precipitation …

Worldwide, there is growing recognition of the need to reduce agricultural groundwater use in response to rapid rates of aquifer depletion. To date, however, few studies have evaluated how benefits of conservation vary along an aquifer’s depletion pathway. To address this question, we develop an integrated modeling framework that couples an agro-economic model of farmers’ field-level irrigation decisionmaking with a borehole-scale groundwater flow model. Crop simulation models are valuable tools for quantifying crop yield response to water, and for devising strategies to improve agricultural water management. However, applicability of the majority of crop models is limited greatly by a failure to provide open-access to model source code. In this study, we present an open-source version of the FAO AquaCrop model, which simulates efficiently water-limited crop production across diverse environmental and agronomic conditions. Our model, called AquaCrop-OpenSource (AquaCrop-OS), can be run in multiple programming languages and operating systems. The Gangetic plain area in the Ballia, Uttar Pradesh is selected as study area, which is also reported to extreme arsenic pollution in soil-water system. A modelling approach is developed to assess the arsenic flux in partially saturated zone using data of soil texture, soil hydraulic properties and stratigraphy. In 1965’s United States v. Shurbet case, an irrigator from Texas asserted his claim for a depletion tax deduction for groundwater pumped from the High Plains Aquifer. He argued that the unique conditions of the southern High Plains region - a plateau where the shallow aquifer is recharged only through precipitation at a slow rate - meant the groundwater resource would be depleted in time. The state argued that groundwater was not fundamentally an exhaustible natural deposit, but the Supreme Court concluded the tax deduction was appropriate given the “peculiar” conditions in the area. Without a transformative leap forward in the use of irrigation, Africa will continue falling short in the struggle to feed its growing population, improve its people’s nutrition, grow its economies, adapt to the impacts of climate change, and eliminate poverty. The aim of this paper is to discuss Malta’s struggle with limited natural freshwater resources. Malta currently uses aquifers to obtain natural freshwater. For over a decade, aquifers have been under pressure from over-abstraction. Due to this issue, Malta has not been able to obtain enough natural freshwater for agriculture and basic living. The biggest risk due to over-abstraction is retrieving a smaller volume of freshwater. In Malta’s attempted interventions, the biggest issue is the Maltese government’s misconceptions.
