The Promise and Peril of Oil Shale Development (February 5)

The largest known oil shale deposits in the world are in the Green River Formation, which covers portions of Colorado, Utah, and Wyoming. Fully one-half of the world’s oil shale lies within 150 miles of Grand Junction, Colorado, and about 80% of these reserves are on federal land. Estimates of recoverable reserves in the Green River Formation range from 500 billion to 1.53 trillion barrels. At present consumption rates, this is enough oil to satisfy 100% of U.S. demand for well over 100 years.

In Pakistan, on-demand availability of groundwater has transformed the concept of low and uncertain crop yields into more assured crop production. Increased crop yields have resulted in food security and improved rural livelihoods. However, this growth has also led to problems of overdraft, falling water tables, and degradation of groundwater quality, and yields generally remain well below potential levels. Over the last three decades, Pakistan has tried several direct and indirect management strategies for groundwater management. However the success has been limited. The volume of wastewater generated by domestic, industrial, and commercial sources has increased with population, urbanization, improved living conditions, and economic development. The productive use of wastewater has also increased, as millions of small-scale farmers in urban and peri-urban areas of developing countries depend on wastewater or wastewater-polluted water sources to irrigate high-value edible crops for urban markets, often as they have no alternative sources of irrigation water. Undesirable constituents in wastewater can harm human health and the environment. The strengthening of spatial database infrastructures, further promoted by the INSPIRE Directive adopted in 2007, has led to an increased use of spatial data in planning and decision-making. Given that land-use plans are intrinsically spatial, such evidence and approaches can significantly benefit plan-making. A spatial framework could especially support the specific Strategic Environmental Assessment (SEA) aspects of the plan-making process. Spatial tools such as Geographic Information Systems (GIS) are particularly well-placed to support the environmental integration sought in SEA by providing evidence through the spatial assessment of multiple environmental datasets. The Nebraska Department of Environmental Quality (NDEQ) is charged with monitoring, assessing, and to the extent possible, managing the state’s water resources. The purpose of this work is to protect and maintain good quality water and encourage or execute activities to improve poor water quality. Monitoring is done on the over 18,000 miles of flowing rivers and streams, our greater than 280,000 acres of surface water in lakes and reservoirs, and the vast storage of groundwater in Nebraska’s aquifers.

As air quality issues grow progressively in the consciousness of the global community, stakeholders are pressing for epidemiologic studies of air pollution. The effects of chronic exposure to ambient air pollution remain a difficult challenge due to its substantial small-scale spatial variation. Recent approaches to assess intra-urban exposure have employed the use of proximity-based assessment, interpolation methods, emission-meteorological models, dispersions models, and land-use regression (LUR) models.

Clothing directly affects the level of heat stress exposure. Useful measures to express the thermal characteristics are WBGT (wet bulb globe temperature) clothing adjustment factor (CAF) or apparent total evaporative resistance (R_e,T,_a). The CAF is assigned through laboratory wear trials following a heat stress protocol in which the air temperature and humidity are progressively increased until the participant clearly loses the ability to maintain thermal equilibrium. The first Intermountain BMP Project workshop, sponsored by the Natural Resources Law Center and the Colorado Oil and Gas Conservation Commission, was held in Rifle, Colorado on October 14, 2009 at the Garfield County Fairground for over 170 participants.

Speakers from Federal, state and local governments, the community, industry and environmental consultants, and conservation groups focused presentations and discussion on a greater understanding of what Best Management Practices (BMPs) are appropriate to the western slope of Colorado and how they are integrated into developments.
