The Utah Division of Water Resources contracted with Utah State University to document key scientific and policy information related to the current water conflict between Iron and Beaver Counties over the development of the Pine Valley Water Supply Project (PVWSP). The proposed PVWSP would pump groundwater from Pine Valley in Beaver County and pipe it southeast to the Cedar City region of Iron County served by the Central Iron County Water Conservancy District (CICWCD). Deteriorating Infrastructure
Municipalities and the people they serve depend on pipe networks that provide safe drinking water. This piping is underground, out of sight, and often neglected.
Overall assessment of water infrastructure condition is not good. Using the US as an example:
- In 2009, the American Society of Civil Engineers (ASCE) issued a US report card and gave a D- to drinking water infrastructure.
- In 2017, the grade improved to a D.
- In 2021, the grade was raised to a C-, better but still not good.
- Utilities are currently losing 11% of their water to leakage.

At the Great Salt Lake, the northern and southern portions of the lake are divided by an east-to-west causeway that disrupts natural lake currents and significantly increases salt concentrations in the norther portion. To support management efforts to address rising environmental and economic concerns, the causeway was recently modified to include a new breach that typically exhibits a strong density-driven bidirectional flow pattern. In 2007, University of Richmond (UR) signed onto the the American College and University Presidents’ Climate Commitment, pledging to become carbon neutral by 2050. Three years later, UR published its first Climate Action Plan, a framework that committed the university to reduce its greenhouse gas (GHG) emissions 30% below 2009 levels by 2020 and 65% by 2035, on its way toward eliminating net carbon emissions.
This Progress Report and GHG Inventory will explain UR’s emission calculation methodologies, provide a detailed analysis of the inventory, and document UR’s current GHG current footprint.

Land treatment is categorized in the Resource Conservation and Recovery Act of 1976 (RCRA) as one of the land disposal options for managing hazardous waste constituents within the defined treatment zone before such constituents can be transported to surface water, groundwater, or air. Introduction: The hydrologic cycle can be subdivided into three phases: 1)Humidity is transported within the atmosphere and becomes precipitation, and 2) Water moves downhill until eventually reaching the sea while all the time 3) Evapotranspiration returns exposed moisture to the atmosphere. During its movement, flowing water transports suspended sediments and dissolved minerals to reshape landforms and redistribute the mineral composition of the earth's surface throughout geologic time. It is during the second phase that flowing water can be diverted for uses that generally add to evaportranspiration (through consumptive use) and transport (through waste disposal). To insure quality assurance of the data collected among the various agencies, a training session is held each fall immediately prior to baywide TBISP monitoring. The goals of the session are to 1) determine the variability of the data collection among the agencies and to minimize this variability and 2) assess the repeatability of a seagrass investigator in determining species composition, abundance, density, and height. The purpose of this manual is to provide a seagrass researcher with information concerning TBISP protocols and results.

In 1997, the TBEP coordinated the creation of a bay-wide fixed transect seagrass monitoring program. The primary goal of the program is to document temporal and spatial changes in seagrass species composition, abundance, and distribution along a depth gradient. Several bay area agencies committed personnel and equipment to the program. Data collection from 60 transects began in 1998. Currently, 62 transects are monitored due to revisions in transect selection and location. This paper presents a general summary of Tampa Bay seagrass trends from 1998-2008

Phytoplankton production is a basic process in aquatic ecosystems that converts inorganic carbon into organic matter and provides an important indicator of trophic state. The City of Tampa Bay Study Group maintains a 32 year long monthly record of phytoplankton production rates and biomass (chlorophyll-a) in Hillsborough Bay (HB) and Middle Tampa Bay (MTB), and a recent record during the last nine years for Old Tampa Bay (OTB). Production is measured using the classic in situ 14C method with samples incubated vertically in the water column. Restoration Of Seagrass Habitat In Tampa Bay Using Large Manatee Grass (Syringodium Filiforme) Sod Units And A Discussion Of Planting Site Sediment Elevation Dynamics, Roger Johansson, Walt Avery, K. B. Hennenfent, J. J. Pacowta

The final project monitoring results show that the manatee grass transplanting effort was completed successfully. First, the donor site monitoring indicated that disturbances caused by harvesting were fully mitigated within the two year study period. Second, about 1300m2 of manatee grass were established in an area previously devoid of this species. Third, at the end of the study period the per unit area above ground biomass of the restored manatee grass in several of the planting plots was similar to, or may have exceeded the biomass of the donor grass at the time of harvest.
