China’s oil and gas market-oriented reform, developed through decades of exploration, has established a structure featuring multi-entity exploration in the upstream, independent operation of the national pipeline network in the midstream, and diversified competition in the downstream. Nevertheless, systemic challenges persist. A highly concentrated supply structure poses risks to energy security, while inadequate competition and limited market openness constrain operational efficiency. The green transition is hampered by insufficient policy coordination and economic viability barriers, and R&D transformation bottlenecks impede technological innovation. Ocean circulation exhibits complex multiscale dynamics, among which non-equilibrium processes, marked by transient behavior, strong perturbations, and pronounced nonlinearity, are of particular importance for maritime environmental support. However, limited observational capability has long constrained the study of subsurface non-equilibrium dynamics, leaving numerical models insufficiently validated and positioning this issue at the forefront of modern physical oceanography. Artificial intelligence (AI) offers a promising pathway to overcome this bottleneck. Shallow bathymetry data constitute the core foundational information underpinning the ecological, resource, and strategic values of island and coastal zones. Satellite-derived bathymetry has evolved into a key technical means for large-scale acquisition of shallow bathymetry information. Focusing on satellite-based lidar bathymetry, optical imaging bathymetry, and synthetic aperture radar (SAR) bathymetry, this study systematically summarizes the core principles, applicable scenarios, technical strengths, and inherent limitations of each technology. Estuaries, as ecologically sensitive brackish water mixing zones, face a critical bottleneck in refined management because traditional zonation based on socioeconomic attributes overlooks the ecological heterogeneity driven by salinity gradients and nutrient stoichiometry, leading to a disconnect between management measures and conservation needs. This study proposes a novel approach to coastal zonation using nitrogen and phosphorus nutrient criteria as an ecological benchmark. Overall ecological criteria are established for the Yellow River estuary (dissolved inorganic nitrogen: 0.258 mg/L; phosphate: 0.015 mg/L) and a differentiated management scheme is constructed based on a salinity gradient (26.5 PSU boundary). Nevertheless, its defensive and regulatory functions have been severely undermined by climate change and intensified human activities, which have caused landscape fragmentation and reduced connectivity. From the perspective of landscape pattern, this study defines the concept of coastal zone spatial resilience and develops a three-dimensional framework of “structure–process–function”, elucidating its attributes of stability, adaptability, recoverability, and dynamic evolution.
