This dissertation explores the impacts of resource procurement on economic growth and urbanization in a county through a historical case study, moving on to discuss the welfare impacts of resource-sharing in two regions. The first two essays explore the impact of the Owens Valley water transfer in the 1900s on the urban sprawl and the economic growth of Los Angeles. The main contribution that the first two essays make is to present an empirical analysis on the impact of procurement of resources on the economy. Social media platforms allow people to post photos, text, and video clips that include embedded information about the geographic location, time, and date that of the posts. Recently, researchers have utilized these data to study outdoor recreation management. In particular, geotagged social media posts can be used to understand outdoor recreation behavior and visitation patterns on public lands. Consequently, it can be used to inform the decisions of agencies and organizations that manage recreational uses of public land. Climate change is one of the major issues humans face in the 21st century. This decade is critical in shaping the future of Earth and the way humans live on it (IPCC, 2018). Changes in human behavior are necessary to mitigate and adapt to climate change. This series of studies explored factors important in communicating and implementing environmental behavior. The first study tested the effects of an online, interactive carbon calculator with moral interventions on three self-reported measures and one objective measure of behavior over a period of weeks. Individuals are continuing to move into previously uninhabited, wildlands in the Western United States where fire danger is often high. This continued movement of people is a two-fold problem. First, individuals are moving into areas that have dense forestland and other flammable vegetation types where wildfires can easily ignite and spread. Second, individuals are starting more wildfires in these previously uninhabited areas (over 90% of wildfires across the country are caused by humans). For certain landscape reclamation efforts surrounding, the Utah Division of Oil Gas and Mining (UDOGM) utilizes a surface roughing technique called “pocking”. The process of pocking establishes closely spaced gouges approximately 1.2 meters in diameter and 0.5 meters deep across a reclaimed landscape in order to reduce surface erosion and promote plant growth on steep terrain in arid regions. Pocks are designed as a series of micro watersheds that trap water to aid in plant establishment and reduces overland flow of water. Ecosystem services, or benefits from the environment, are plentiful and vary from place to place. Human activities and climate change have impacted these services in every region of the world. This dissertation explores multiple ecosystem services, from water quality improvement to provisioning of fish and habitat, in multiple and international contexts. The first chapter synthesizes the literature on stormwater management and ecosystem services, finding that research at this intersection has provided many parcel-level studies and frameworks for implementing green infrastructure. Climate change is causing rapid glacial recession and earlier snowmelt, which alter the physical and chemical properties of rivers. As a result, organisms at the base of the food web are responding in unforeseen ways. We use the nuisance algae D. geminata (Didymo) as a case study for how climate induced shifts in the timing of glacial and snowmelt runoff are affecting river ecosystems. We evaluated how shifts in the timing of nutrient concentrations and light availability affect nuisance blooms of Didymo in three complementary ways. This study assessed how vegetation will influence long-term runoff trends across the western United States (western US) in the future. I used a land surface model with improved dynamic vegetation root processes to better quantify regional runoff trends across five regions (Upper and Lower Colorado, Great Basin, Pacific Northwest, and California). The model was driven by statistically downscaled and bias-corrected outputs from three global climate models under the Representative Concentration Pathway 4.5 and 8.5 scenarios. Vegetation greening dominated significant transpiration increases that contributed most to increasing evapotranspiration across the western US, especially during spring and summer. As governmental leaders and policy makers face increasing freshwater scarcity and supply unpredictability, along with rising costs and decreased federal funding, Best Practices (BPs) in water conservation are increasingly important to facilitate decision-making in choosing which strategies to employ. In the absence of national leadership on climate policy, municipalities are adopting resolutions to reduce their carbon footprint and transition to clean energy. However, what leads to successful adoption of these resolutions and how to effectively implement climate goals at the community level needs further exploration. To investigate these questions, this thesis examines the resolutions adopted in Salt Lake City, Park City, and Moab, Utah to transition to 100% renewable electricity by 2032. River sediment is one of the most pervasive pollutants in the world. Excess amounts of fine sediment can reduce water quality, damage stream ecosystems, and harm aquatic life. Both natural and human-caused processes can add sediment to a river, such as tectonic uplift, landslides, and timber harvesting. Therefore, it is important to understand how fine sediment enters and moves through a rive system to inform policymakers and land-managers on effective ecosystem management.

Historically wildfires have been beneficial to forests, however, human developments have encroached on forests when wildfire was artificially suppressed by federal and state agencies. The area burned by wildfire each year has increased twenty-fold in the past three decades. Large, high severity fires pose increased threats to human and aquatic communities within and downstream of the burned area due to post-wildfire effects on flooding and sedimentation. Medusahead (Taeniatherum caput-medusae (L.) Nevski) is currently one of the biggest threats to rangelands and livestock operations in the Western US. High silica concentrations in medusahead contribute to its invasiveness. I developed a model to explain how silica is involved in the invasion process, and attempted to manipulate silica to increase use of the grass by livestock. Human watershed activities such as converting land cover to agriculture and livestock grazing have negatively impacted stream water quality worldwide. One such case is Utah’s Upper Sevier River where a loss of woody bank vegetation (reduced shading) and accelerated bank erosion (increased fine sediment inputs) has led to increased stream temperature and water turbidity. As a result, the state of Utah sought to improve water quality conditions using streambank restoration. Public rangelands are managed by a mixture of federal, state, and local governments. Often, these groups are charged with managing adjacent lands that are part of the same greater landscape. To do this effectively, communication and collaboration is required. This dissertation examines federal, state, and local agencies’ level of communication through three projects.
The first project examined barriers to agencies adopting management tools from each other. I found that individuals within agencies were mainly staying within their own agency when seeking advice, so individuals were not communicating about tools or their findings across agencies. Environmental scientists increasingly use remotely-sensed images to measure how rivers develop over time and respond to upstream changes in environmental drivers such as land use, urbanization, deforestation and agricultural practices. These measurements are subject to uncertainty that can bias conclusions. The first step towards accurate interpretation of river channel change is properly quantifying and accounting for uncertainty involved in measuring changes in river morphology. In Chapter 2 we develop a comprehensive framework for quantifying uncertainty in measurements of river change derived from aerial images. The Diamond Fork River, and it’s tributary Sixth Water Creek, has been highly altered in terms of shape, function, and ecologicaly due to large, trans-basin flows additions to the system for irrigation starting in the early 1900s. Flows were exceptionally large for 80 years, after which they were reduced in 2004. Larger than natural flows during the low flow season were then added to the river in an effort to improve ecosystem health and recreational fishing opportunities. Since the prescription additional flow during low flow seasons, the river channel has undergone further change, most noticeably in the form of narrowing. …

In 1899, Robert T. Hill led the first scientific exploration of the remote segment of the Rio Grande known as the Big Bend. Hill’s observations from this expedition were published in an article titled “Running the Cañons of the Rio Grande.” At the time of Hill’s expedition, the stream flow of the Rio Grande was largely depleted by water development in the upstream portions of the basin. Changes in the amount of water and sediment that enter a river can change its shape and size. The way that rivers change is affected by a variety of factors, including the size of the sediment in the river, and past changes to the river. The Diamond Fork River in central Utah has been altered by water delivered from the Colorado River system for over a century. Beginning in 1915, water used for irrigation was delivered through a tributary, Sixth Water Creek, with daily summer flows that were much larger than natural flows. This research examined how people communicate and create knowledge about energy-related risks. Analysis of the discourse, frames, and content surrounding unconventional energy policy and development in the Western United States was conducted using three case studies. The results contribute to an understanding of energy-related risk perceptions in social and historical contexts.
Discourses contained in newspapers and public comments to the Bureau of Land Management presented arguments on the basis of risks to the environment; climate; human health and safety; jobs and economic prosperity; property rights; and local governments. Extreme heat events are the deadliest natural hazard in the United States and will continue to get worse in the coming years due to the effects of climate change. As a result, more people will experience deadly heat conditions. This highlights the need for decision-makers to develop better strategies for preventing future losses. Bark beetle outbreaks are becoming more intense and severe when coupled with the effects of climate change. Engelmann spruce (Picea engelmannii) is one such species facing large-scale, epidemic spruce beetle outbreaks. Large-scale disturbances, such as beetle outbreaks, have major consequences for the future success of the ecosystem, thus highlighting the importance of understanding what promotes amplified outbreaks as well as their effects on future seedling establishment. Our research focused on two parts of a large-scale beetle outbreak: the mortality of spruce trees and the subsequent regeneration of seedlings.
