Drought experts from the United States, Canada, and Mexico met at the National Climatic Data Center in Asheville, North Carolina, for a three-day workshop in late April 2002 to discuss the United States Drought Monitor program and to develop a plan for initiating a new program of drought monitoring for North America. Since its inception in 1999, the U.S. Drought Monitor (DM) has been extremely successful in assessing and communicating the state of drought in the United States on a weekly basis. There is a need for improved drought monitoring and assessment methods in the United States. Drought is the most costly natural disaster [Federal Emergency Management Agancy (FEMA 1995; Wilhite 2000)], but it is often neglected by developers of assessment and forecast products. Drought is more nebulous than other disasters and does not lend itself to traditional assessments or forecast methods. Its relatively slow onset and the complexity of its impacts are reasons for the new assessment methodology. Improvements in drought monitoring and forecasting techniques will allow for better preparation, lead to better management practices, and reduce the vulnerability of society …

Multi-Resolution Land Characterization 2000 (MRLC 2000) is a second-generation federal consortium to create an updated pool of nation-wide Landsat 7 imagery, and derive a second-generation National Land Cover Database (NLCD 2000). This multi-layer, multisource database will include a suite of 30-meter resolution data that will serve as standardized ingredients for the production of land cover – both nationally and locally. This database will also provide the framework to allow flexibility in developing and applying suites of independent data layers. A new tasseled cap transformation based on Landsat 7 at-satellite reflectance was developed. This transformation is most appropriate for regional applications where atmospheric correction is not feasible. The brightness, greenness and wetness of the derived transformation collectively explained over 97% of the spectral variance of the individual scenes used in this study.

Concerns about possible effects of lead-mining activities on the water quality of federally protected streams located in southeastern Missouri prompted a suite of multidisciplinary studies to be conducted by the U.S. Geological Survey. As part of this investigation, a series of biological studies were initiated in 2001 for streams in the current mining region and the prospecting area. In this report, results are examined for trace elements and other selected chemical measurements in sediment, surface water, and sediment interstitial (pore) water sampled between 2002 and 2005 in association with these biological studies. We have collected and analyzed a series of water samples from three closed-basin lakes (Lakes Bonney, Fryxell, and Hoare) in Taylor Valley, Antarctica, and the streams that flow into them. In all three lakes, the hypolimnetic waters have different 87Sr/86Sr ratios than the surface waters, with the deep water of Lakes Fryxell and Hoare being less radiogenic than the surface waters. The opposite occurs in Lake Bonney. The Lake Fryxell isotopic ratios are lower than modern-day ocean water and most of the whole-rock ratios of the surrounding geologic materials. Regional Landsat applications often rely on clear and near cloud-free images. With the spectral value being represented by digital number (DN), however, such images contain substantial noises. A significant proportion of such noises can be normalized by converting the DN to at-satellite reflectance value. Being physically based and ready to automate, the conversion method can serve as a first order normalization of Landsat 7 images, making it possible to derive land surface information from such images more consistently.

INTRODUCTION
The Multi-Resolution Land Characteristics (MRLC) consortium was initiated in early 1990s to address the need for consistently developed national and regional land cover data (Loveland and Shaw, 1996). Through this consortium, a 1992-vintage National Land Cover Dataset (NLCD) was developed for the conterminous United States (Vogelmann et al., 2001), and a second generation National Land Cover Dataset (NLCD 2000) will be developed using 2000-vintage Landsat 7 Enhanced Thematic Mapper Plus (ETM+) images and ancillary data. The U.S. Geological Survey Land Cover Trends Project is releasing a 1973–2000 time-series land-use/land-cover dataset for the conterminous United States. The dataset contains 5 dates of land-use/land-cover data for 2,688 sample blocks randomly selected within 84 ecological regions. The nominal dates of the land-use/land-cover maps are 1973, 1980, 1986, 1992, and 2000. The land-use/land-cover maps were classified manually from Landsat Multispectral Scanner, Thematic Mapper, and Enhanced Thematic Mapper Plus imagery using a modified Anderson Level I classification scheme. The resulting land-use/land-cover data has a 60-meter resolution and the projection is set to Albers Equal-Area Conic, North American Datum of 1983. …

Droughts are difficult to detect and monitor. Drought indices, most commonly the Palmer Drought Severity Index (PDSI), have been used with limited success as operational drought monitoring tools and triggers for policy responses. Recently, a new index, the Standardized Precipitation Index (SPI), was developed to improve drought detection and monitoring capabilities. The SPI has several characteristics that are an improvement over previous indices, including its simplicity and temporal flexibility, that allow its application for water resources on all timescales. Crop production depends not only on the yield but also on the area harvested. The yield response to climate change has been widely examined, but the sensitivity of crop land use to hypothetical climate change has not been examined directly. Crop land-use regression models for estimating crop area indices (CAIs) - the percent of land used for corn, soybean, wheat, and sorghum production - are presented. Inputs to the models include available water-holding capacity of the soil, percent of land available for rain-fed agricultural production, annual precipitation, and annual temperature. Among the first activities undertaken in each National Water-Quality Assessment (NAWQA) investigation are the compilation, screening, and statistical summary of available data concerning recent water-quality conditions in the study unit. The potential direct effects of possible global warming on summer season dairy production and re-production were evaluated for the United States and Europe. Algorithms used for milk production and conception rate were previously developed and validated. Three widely known global circulation models (GISS, GFDL, and UKMO) were used to represent possible scenarios of future climate. Milk production and conception rate declines were highest under the UKMO model scenario and lowest under the GISS model scenario. Predicted declines for the GCM scenarios are generally higher than either “l year in 10” probability-based declines or declines based on the abnormally hot summer …

Water-quality data were collected from 147 rivers and streams during 1989-90 to determine the temporal and geographic distribution of selected preemergent herbicides, two atrazine metabolites, and nitrate in 10 Midwestern States. This report includes a description of the sampling design, data-collection techniques, laboratory and analytical methods, and a compilation of constituent concentrations and quality-assurance data. All water samples were collected by depth-integrating techniques at three to five locations across the wetted perimeter of each stream. Separate estimates of the effect of waterlogging on cereal yields were made using rainfall and crop yield statistics, and remote sensing. Both methods showed that waterlogging costs tens of millions of dollars each year in lost crop production in the Upper Great Southern Statistical Division. The costs will be over $100 m in wet years. Losses in pasture production are likely to be of a similar magnitude, but are harder to quantify.

The Mogollon-Datil volcanic field of southwestern New Mexico was the site of extensive mid-Tertiary felsic volcanism. The Bursum caldera-Gila Cliff Dwellings basin is a volcanic complex in which stratigraphic and compositional relationships between eruptive units are controversial. Uncertainties associated with the complex include the relative ages of the two overlapping structures, the caldera of origin of ash-flow tuff which fills the Gila Cliff Dwellings basin, and the reconciliation of stratigraphic and chemical relations between volcanic units. A stratigraphic, structural, paleomagnetic, and petrologic study of six ash-flow tuff and lava units has contributed data to several problems concerning the geologic history …

The ability to collect weather data in near-real time has improved because of technological advances, enabling weather data users to obtain more weather data over wider areas, and in a more timely fashion. The number of near-real time climate networks is increasing as new applications are found for climate data. More than fifteen states in the United States have established automated weather station networks. CROPSTATUS is a series of programs residing in Nebraska's AGNET system using daily weather data to assess seasonal changes in crops, livestock, and other agricultural conditions. Assessments are based on parameters developed from accumulations of current daily temperature and precipitation data collected from a network of synoptic, climate, and automated micrometeorological stations in Nebraska in comparison with daily normals. The daily normals were derived from monthly summaries using multiple regression models to compute daily values as a function of Julian day numbers. In a recent survey conducted by the University of Nebraska's Center for Agricultural Meteorology and Climatology of Agricultural Network (AGNET) users, the results of potential evapotranspiration (ETp) projections (calculated using the Blaney-Criddle approach, which employs "normal" climatic data to project ETp estimates up to three days into the future) were labeled "unrealistic." To improve these projections, National Weather Service (NWS) forecast variables were used as input into the Blaney-Criddle and Penman equations. The Nebraska Agricultural Climate Situation Committee consisting of an interdisciplinary group of extension specialists provides up-to-date information and advice on seasonal changes in crop/ weather conditions. The committee meets each Monday during the growing season to review:
1. Maps and tabular data developed by a computer program CIS /Crop Weather Information System/ that is linked to a network of weather stations and computer terminals in county agent offices.
2. Insect, plant disease and weed surveys.
3. Weekly weather and crop reports from the State/Federal System.

From August 1983 through August 1986, 429 precipitation samples of 112 precipitation events were collected at 12 stations in southern Nevada. Some of these samples were analyzed for oxygen-18, deuterium, and tritium. The results of these analyses as well as the air temperature and the precipitation measured at the collection sites are tabulated in this report. The sampling program provides a data base for future interpretive studies on the timing and origin of ground-water recharge in the Yucca Mountain region, of southern Nevada.

Fifteen test wells in the Yucca Mountain area of southern Nevada have been sampled for chemical analysis at least once during 1971-84. Samples were obtained by pumping water from the entire well bore (composite sample), and, in three instances, by pumping from one or more isolated intervals within a well bore. Sodium was the most abundant cation, and bicarbonate was the most abundant anion in all water samples. Samples from the deep carbonate aquifer penetrated by well UE-25p#l contained higher relative concentrations of calcium and magnesium than did samples from overlying volcanic tuffs.
