Conventional nondestructive delamination detection of concrete pavements through thermography is often based on temperature contrasts between delaminated and sound areas. Non-uniform backgrounds caused by the environmental conditions are often challenging for contrast-based methods to robustly differentiate the delaminated areas from the sound areas. Instead of focusing on the temperature contrast, this study proposes a temperature gradient-based level set method (LSM) to detect boundaries for delamination segmentations. A modified edge indicator function is developed to represent the normalized temperature gradient of a thermal image. Environmental and surface texture-induced temperature variation across the bridge deck is a major source of errors in delamination detection through thermography. This type of external noise poises a significant challenge for conventional quantitative methods such as global thresholding and k-means clustering. An iterative top-down approach is proposed for delamination segmentation based on grayscale morphological reconstruction. A weight-decay function was used to regularize the reconstruction for regional maxima extraction. The mean and coefficient of variation of temperature gradient estimated from delamination boundaries were used for discrimination. Despite decades of efforts using thermography to detect delamination in concrete decks, challenges still exist in removing environmental noise from thermal images. The performance of conventional temperature-contrast approaches can be significantly limited by environment-induced non-uniform temperature distribution across imaging spaces. Time-series based methodologies were found robust to spatial temperature non-uniformity but requires extended period to collect data. A new empirical image filtering method is introduced in this paper to enhance the delamination detection using blob detection method that originated from computer vison. Executive Summary
Over the past three years, we have monitored the global organization of social media manipulation by governments and political parties. Our 2019 report analyses the trends of computational propaganda and the evolving tools, capacities, strategies, and resources.
1. Evidence of organized social media manipulation campaigns which have taken place in 70 countries, up from 48 countries in 2018 and 28 countries in 2017. In each country, there is at least one political party or government agency using social media to shape public attitudes domestically.

Image-based vibration measurement has gained increased attentions in civil and construction communities. A recent video-based motion magnification method was developed to measure and visualize small structure motions. This new approach presents a potential for low-cost vibration measurement and mode shape identification. Pilot studies using this approach on simple rigid body structures were reported. Its validity on complex outdoor structures has not been investigated. In this study, a non-contact video-based approach for multi-point vibration measurement and mode magnification is introduced. The proposed approach can output a full-field vibration map that increases the efficiency of the current structural health monitoring (SHM) practice. …

This article takes as its case study the challenge of data sets for text mining, sources that offer tremendous promise for digital humanities (DH) methodology but present specific challenges for humanities scholars. These text sets raise a range of issues: What skills do you train humanists to have? What is the library’s role in enabling and supporting use of those materials? How do you allocate staff? Who oversees sustainability and data management? Information In Biological Systems And The Fluctuation Theorem, Yaşar Demirel

Some critical trends in information theory, its role in living systems and utilization in fluctuation theory are discussed. The mutual information of thermodynamic coupling is incorporated into the generalized fluctuation theorem by using information theory and nonequilibrium thermodynamics. Thermodynamically coupled dissipative structures in living systems are capable of degrading more energy, and processing complex information through developmental and environmental constraints. The generalized fluctuation theorem can quantify the hysteresis observed in the amount of the irreversible work in nonequilibrium regimes in the presence of information and thermodynamic coupling.

Ldne: A Program For Estimating Effective Population Size From Data On Linkage Disequilibrium, Robin Waples, Chi Do

LDNE is a program with a Visual Basic interface that implements a recently developed bias correction for estimates of effective population size (Ne) based on linkage disequilibrium data. The program reads genotypic data in standard formats and can accommodate an arbitrary number of samples, individuals, loci, and alleles, as well as two mating systems: random and lifetime monogamy. LDNE calculates separate estimates using different criteria for excluding rare alleles, which facilitates evaluation of data for highly polymorphic markers such as microsatellites.
