In the last two decades various human language learning applications, spaced repetition software, online dictionaries, and artificial intelligent chat agents have been developed. However, there is no solution to cohesively combine these technologies into a comprehensive language learning application including skills such as speaking, typing, listening, and reading. Despite massive company investments in human–computer interaction devices and software, such as Web 3.0 technologies, engineers are not demonstrating measurable performance and productivity increases. There is a lack of knowledge and understanding related to the motivation of engineers to use Web 3.0 technologies including the semantic web and cloud applications for increased performance.
