Buffering inland fisheries against large-scale changes in ecosystem function, climate regimes, and societal valuations of natural resources requires progressive management approaches that incorporate fish and angler dynamics at large spatial and temporal scales. Current paradigms of inland fishery management generally utilize waterbody-specific, fish-centric frameworks designed to regulate fish populations directly, and anglers indirectly, through fish stock enhancement and harvest regulation. Three reservoirs of similar size, watershed land use, and qualitative characteristics in northwest Arkansas, USA were selected to compare the effects of chemical fertilization and pulsed artificial-upwelling on whole-lake productivity, specifically primary production and phytoplankton biomass. Numerous water quality parameters were quantified over a two year period (2011-13) with the goal of understanding how each management technique would stimulate productivity. This experiment was the first step towards a larger goal to ultimately enhance sport fish production. The first year of monitoring occurred in 2011 and served as a control year for the three lakes. The research addresses the overarching question: are marine food webs leading to fisheries controlled from the top-down, the bottom up, or a combination of the two? To address this question we will (1) compare end-to-end energy budgets of the 4 US-GLOBEC study regions in the context of top-down v. bottom-up forcing, (2) assess the skills of the regional models in capturing basic material fluxes, (3) extract diagnostics from the regional models that will be used to evaluate the effects of climate change and fishing pressure across GLOBEC regions and (4) develop quantitative methods to compare the diagnostics. In this thesis I examine the limits of community involvement in accomplishing the conservation goals of biodiversity and ecosystem function in resource management by analyzing the multiple interest groups that compose community. Two case studies are presented to accomplish this goal. The first case study is the West Hawaii Fisheries Management Area, where a group of community stakeholders provide management recommendations that are then implemented by the state. The second case study is the Ka’u forest reserve, where community involvement is invited into the management decision-making process but is also limited in its ultimate political power by the state. Concern about the decline in landings of American shad (Alosa sapidissima) along the Atlantic coast prompted the development of an interstate fisheries management plan (FMP) under the auspices of the Atlantic States Marine Fisheries Management Program (ASMFC 1999). Legislation enables imposition of federal sanctions on fishing in those states that fail to comply with the FMP. To be in compliance, coastal states are required to implement and maintain fishery-dependent and fishery-independent monitoring programs as specified by the FMP. The Atlantic States Marine Fisheries Commission (ASMFC) adopted the Interstate Fishery Management Plan (FMP) for the American Eel in November 1999. The FMP focuses on increasing coastal states’ efforts to collect American Eel data through both fishery-dependent and fishery-independent studies. Consequently, member jurisdictions agreed to implement an annual survey for young-of-year (YOY) American Eels. Removal of the Elwha River dams to restore the ecosystem and salmon fisheries is the largest project of its kind in the history of the United States. Spanning decades and affecting generations, this project has changed and will continue to change the landscape. This research examined the influence of the anticipated return of salmon on 18 key stakeholders' sense of place of the Elwha River. For almost all stakeholders, changes to the Elwha landscape are welcomed as they expect that salmon will restore the ecosystem to its natural state.
