The Bureau of Land Management (BLM) is the largest land administrator in the United States, managing about 10% of U.S. lands, primarily in the Western states. The BLM manages under a multiple-use framework, issuing commercial authorizations for grazing, mining, oil and gas, and wind and solar on public lands, while also managing for ecosystem health. In April 2024, the agency finalized a rule that would create a conservation leasing mechanism to allow private, state, and tribal parties to lease BLM lands for restoration and mitigation purposes, which I investigate here. Fuel treatments are land management activities that reduce living and dead flammable materials on the landscape to mitigate undesirable wildfire behavior and effects. Common treatments in the western United States include mechanical methods such as thinning and mastication, prescribed burns, and chemical methods, such as herbicide application. Treatments usually have multiple objectives, including reducing fire intensity, protecting natural and cultural resources, slowing or disrupting a potential future fire’s path, supporting ecosystem health, and reestablishing low to mid severity fire cycles in ecosystems. The Bureau of Land Management (BLM) manages a vast amount of public land in the western United States, most of which they currently manage for multiple uses. Specific conservation and management of these lands could mitigate climate change impacts and contribute to the global initiative to conserve 30 percent of lands and waters by 2030. Particularly, the agency can achieve this through more effective administration of Areas of Critical Environmental Concern (ACEC), a designation that is prioritized under the Federal Land Policy and Management Act (FLPMA). The biotic ligand model (BLM) is a tool used to quantitatively evaluate how receiving water chemistry affects the bioavailability of metals. Sensitivity testing can be used to understand how the model outputs vary in response to systematic changes in water chemistry inputs. This will allow users of such models to understand how accurate their input parameters must be for a specified level of confidence in the output. Our focus was on dissolved organic carbon (DOC), which is often the most limiting data for application of BLM approaches to metals risk management. Many wildlife species are negatively impacted by the presence of fences on the landscape. Climate change is only exacerbating the problem as home ranges shift and species face heightened levels of stress. In recent decades, wildlife biologists have studied these impacts and devised ways of constructing fences to increase habitat connectivity and significantly reduce fence-related injury and mortality rates. Conservationists attempting to address this issue on a landscape level face significant challenges resulting from complex land ownership patterns, specifically across the western United States.

Currently there are no site-specific bioavailability-based prediction models for assessing the impacts of nickel (Ni) in marine environments although there are indications that these may be warranted. The aim of this research was to characterize the complexation of Ni in relation to toxicity and speciation. Various complexing ligands were used, and it was predicted that the binding affinity (logKf) of ligands would be inversely correlated to toxicity based on dissolved Ni concentrations ([NiD]) but that on a free ion concentration ([Ni2+]) basis, toxicity would not vary. The Bureau of Land Management (BLM) administers approximately 245 million acres of our public lands and yet, for most of our nation's history, these lands seemed largely destined to end up in private hands. Even when the Taylor Grazing Act of 1934 ushered in an important era of better managing public grazing districts and "promoting the highest use of the public lands," such use of our public lands still was plainly considered temporary, "pending its final disposal."
