2017 Nebraska Water Leaders Academy - Final Report, Mark E. Burbach, H. Reiners-Hild
Conservation and Survey Division
Twenty participants completed the 2017 Water Leaders Academy bringing the total number of graduates to 101 since the inception of the program in 2011. Assessment of participants’ transformational leadership skills, champion of innovation skills, water knowledge and engagement, civic capacity, and entrepreneurial leadership behaviors showed a significant increase over the course of the year, from both participants’ and their raters’ perspectives. Feedback from participants was highly positive and constructive. Participant concerns were addressed, and only minor changes are planned for the 2018 Academy curriculum. Results of the program assessment indicate that the curriculum is meeting Academy objectives. Most importantly, Alumni …

Satellite observations show that sea ice extent in the Arctic has been declining from 1979 through present day, reaching record minimum extents in 2007 and 2012. Reduced sea ice extent allows for greater expanses of open water to interact with the Arctic atmosphere, potentially leading to changes in the Arctic climate. The greatest declines in Arctic sea ice extent have occurred in summer and autumn. During these seasons, it is likely that the decrease in Arctic sea ice extent led to an increase in atmospheric sensible and latent heat fluxes, possibly leading to increases in Arctic temperature and moisture. The recently developed Cosmic-ray Neutron Probe (CRNP) for estimating soil water content (SWC) fills a critical measurement gap between point scale methods and large scale measurements collected from remote sensing. CRNP works by measuring the change in low-energy neutron intensity over time. However, the accuracy of CRNP to measure SWC is well known to be affected by other hydrogen sources (e.g. soil organic content, atmospheric water vapor, vegetation and surface water). This study focuses on the influence of rapidly growing vegetation in agricultural fields on the accuracy of the CRNP method. Here we use data from three long-term CRNP study …

Sulfur Isotope Variations In The Elk Creek Carbonatite Complex, Southeastern Nebraska, Usa, Emily Campbell

The Elk Creek Carbonatite Complex (ECCC) comprises eight different units of carbonatite and silicate rocks, including a magnetite-dolomite carbonatite that hosts the largest niobium deposit in the United States. This study focused on interpreting the first set of sulfur isotopes from this system to decipher between magmatic and secondary processes. Using sulfur isotope variations I was able to discriminate between hypogene and supergene mineralization, and measure (1) formation temperatures (2) possible sulfur source (3) degassing effects on isotopic composition, and (4) post-magmatic alteration. The groundwork for mapping and interpreting iron oxide alteration is also laid out in this thesis.

The marine shale, chalk, marl, and chalky limestone of the Niobrara Formation directly underlie Quaternary sediments in 23 counties from south-central to northeastern Nebraska. Nevertheless, the formation serves as an aquifer only in and around Cedar, Madison, and Nuckolls counties. Niobrara aquifer wells mostly supply irrigation, domestic, and livestock needs. Two hundred of the approximately 230 active registered wells in Nebraska that are screened entirely in the Niobrara aquifer are in Cedar County and environs. About another 200 wells in this area are screened in both the Niobrara aquifer and overlying Quaternary sediments. Wells screened entirely in the Niobrara aquifer …

Conservation of natural resources and promotion of family-friendly tourism activities are vital to Jekyll Island. As it is stated in the Jekyll Island Authority (JIA) Master Plan “Jekyll Island is a unique, state-owned barrier island that balances conserving and preserving natural, historic, and cultural resources with providing accessible, affordable recreation, vacation, and education opportunities for the people of Georgia and beyond” (Jekyll Island Authority, 2014b, p. 4). The JIA has reported approximately 1 million people visit the island annually (Jekyll Island Authority, 2015). The declining levels of the Ogallala aquifer calls for more judicious use of water. Studies have shown that VRI has the potential for water savings. But adoption of VRI is still very low. Along most of the Pacific Coast of North America, sand dunes are dominantly silicate-rich. On the California Channel Islands, however, dunes are carbonate-rich, due to high productivity offshore and a lack of dilution by silicate minerals. Older sands on the Channel Islands contain enough carbonate to be cemented into aeolianite. Several generations of carbonate aeolianites are present on the California Channel Islands and represent the northernmost Quaternary coastal aeolianites on the Pacific Coast of North America. The oldest aeolianites on the islands may date to the early Pleistocene and thus far have only been found on Santa Cruz Island. Aeolianites …

Sediment management is a challenge faced by reservoir managers who have several potential options, including dredging, for mitigation of storage capacity lost to sedimentation. As sediment is removed from reservoir storage, potential use of the sediment for socioeconomic or ecological benefit could potentially defray some costs of its removal. Rivers that transport a sandy sediment load will deposit the sand load along a reservoir-headwaters reach where the current of the river slackens progressively as its bed approaches and then descends below the reservoir water level. The tectonic setting of the North America-Caribbean plate boundary has been studied intensively, but some aspects are still poorly understood, particularly along the Oriente fault zone. Guantanamo Bay, southern Cuba, is considered to be on a coastline that is under a transpressive tectonic regime along this zone, and is hypothesized to have a low uplift rate. We tested this by studying emergent reef terrace deposits around the bay. Reef elevations in the protected, inner part of the bay are ~11e12 m and outercoast, wave-cut benches are as high as ~14 m. In climate modeling studies, there is a need to choose a suitable land surface model (LSM) while adhering to available resources. In this study, the viability of three LSM options (Community Land Model version 4.0 [CLM4.0], Noah-MP, and the five-layer thermal diffusion [Bucket] scheme) in the Weather Research and Forecasting model version 3.6 (WRF3.6) was examined for the warm season in a domain centered on the central USA. This article presents a new method for estimating changes in depth to groundwater at a yearly, county level and incorporates these estimates as the dependent variable of econometric models for the High Plains aquifer. The High Plains (Ogallala) aquifer underlies eight states in the central United States and is the primary source of irrigation water for this large food producing region. The stock of groundwater is a finite, non-renewable resource with minimal recharge in most areas. Loess is widely distributed over Asia and North America and constitutes one of the most important surficial deposits that serve as terrestrial records of the Quaternary. The oldest Pleistocene loess in China is likely ∼2.6 Ma, thus spanning much or all of the Pleistocene. In North America, most loess is no older than the penultimate glacial period, with the exception of Alaska, where the record may go back to ∼3.0 Ma. On both continents, loess deposits date primarily to glacial periods, and interglacial or interstadial periods are represented by paleosols. Through the lens of the Health Belief Model and Protection Motivation Theory, we analyzed interviews of 36 agricultural advisors in Indiana and Nebraska to understand their appraisals of climate change risk, related decision making processes and subsequent risk management advice to producers. Most advisors interviewed accept that weather events are a risk for US Midwestern agriculture; however, they are more concerned about tangible threats such as crop prices. There is not much concern about climate change among agricultural advisors. Management practices that could help producers adapt to climate change were more likely to be recommended by conservation and Extension advisors, …

Two sets of digital flood-inundation map libraries that spanned a combined 16.7-mile reach of the Meramec River that extends upstream from Valley Park, Missouri, to downstream from Fenton, Missouri, were created by the United States Geological Survey (USGS) in cooperation with the United States Army Corps of Engineers, St. Louis Metropolitan Sewer District, Missouri Department of Transportation, Missouri American Water, and Federal Emergency Management Agency Region 7. The flood-inundation maps, which can be accessed through the USGS Flood Inundation Mapping Science website at https://water.usgs.gov/osw/flood_inundation/, depict estimates of the areal extent and depth of flooding corresponding to selected water levels …

Target 6.4 of the recently adopted Sustainable Development Goals (SDGs) dealswith the reduction ofwater scarcity. To monitor progress towards this target, two indicators are used: Indicator 6.4.1 measuring water use efficiency and 6.4.2 measuring the level of water stress (WS). The transformation of crop residue to soil organic carbon and CO2 is a conserved process that occurs globally. Due to the mathematics of carbon intensity calculations found in government regulations, the amount of CO2 emitted from crop residue per unit of energy in biofuel is largely independent of the amount of residue removed and the location of its removal, as shown by results from the US and India.

Dune fields of Quaternary age occupy large areas of the world's arid and semiarid regions. Despite this, there has been surprisingly little work done on understanding dune sediment provenance, in part because many techniques are time-consuming, prone to operator error, experimental, highly specialized, expensive, or require sophisticated instrumentation. Provenance of dune sand using K/Rb and K/Ba values in K-feldspar in aeolian sands of the arid and semiarid regions of North America is tested here. The invasive Burmese python (Python bivittatus) has been reproducing in the Florida Everglades since the 1980s. These giant constrictor snakes have caused a precipitous decline in small mammal populations in southern Florida following escapes or releases from the commercial pet trade. To better understand the invasion pathway and genetic composition of the population, two mitochondrial (mtDNA) loci across 1,398 base pairs were sequenced on 426 snakes and 22 microsatellites were assessed on 389 snakes. The world’s natural environment is degrading, and human behavior is a leading cause. Therefore, in order to address environmental problems it is important to understand the factors driving environmentally degrading behaviors and subsequently design behavioral interventions to alter undesirable behaviors.
One environmental issue of particular concern is toxins leeching from trash. Specifically, cigarette butts are of concern due to their prevalence in the environment. Cigarette butt discarding behavior is affected by personal attributes, but data regarding which personal attributes and how these affect discarding behavior is lacking.
