The management of COVID-19 pandemic has revealed inefficiencies in coordinating global response, particularly in African countries. Therefore, creating an urgent need to examine the literature on Information and Communication Technologies (ICT) in crisis management to appreciate its contextual role. Employing a systematic review, using the Preferred Reporting Items for Systematic Reviews and Meta-Analysis (PRISMA), this paper critically assessed the extent of the use of ICT in crisis management in Africa’s response to COVID-19 to reconstruct its resilience against future crises. The focus of promotions targeted to increase the use of public transportation concentrates on increasing the attractiveness of it, particularly by decreasing transportation fares. To serve that purpose, this paper proposes a novel passenger scoring model, namely RFLT (recency, frequency, loyalty, and time), for offering a free-pass promotion in public transportation. It presents the comparison results of RFLT and wRFLT (weighted version) using a real-world dataset obtained by a near field communication (NFC) mobile payment application. When designing and analyzing ICT systems, it is vital to consider the topology of network components. The telecommunication network structure can be described by a graph.
