The City of Tampa, Bay Study Group (BSG), has monitored the effects of sewage pollution abatement in Hillsborough Bay since 1976. During the mid 1980's, water quality improvements and evidence of minor seagrass revegetation in Hillsborough Bay prompted the BSG to initiate a seagrass study to compliment other programs assessing the environmental status of Hillsborough Bay.

Historical (pre-1930s) seagrass meadows in Tampa Bay are believed to have covered 31,000 ha of the shallow bay bottom. Later, impacts to the bay from increasing population and industrial development of the Tampa Bay area have resulted in large seagrass losses. By 1982, approximately 8,800 ha of seagrass remained. Since 1982, Tampa Bay seagrass monitoring programs have recorded a reversal in the trend of seagrass loss, with the baywide seagrass cover increasing from 9,420 ha in 1988 to 10,890 ha in 1997. However, between 1997 and 1999 the trend again reversed with substantial losses recorded, specifically in the Old Tampa …

To improve the understanding of macroalgae dynamics it was recommended that long-term monitoring of the macroalgae in the bay be initiated. Subsequently, the City of Tampa initiated a Hillsborough Bay macroalgae monitoring program that since 1986 has been providing consistent monthly biomass and species composition information from five fixed transects. In addition to the transect monitoring, low level aerial observations are conducted on a near monthly schedule for estimations of bay-wide macroalgae and seagrass coverage. Results indicate that the annual bay-wide macroalgae coverage has decreased near steadily from about 300ha in the late 1980's to less than 30ha since 1997.

The EPCHC proposed an increase in benthic macro invertebrate sampling in the Palm River during the three "wet seasons" preceding the initiation of withdrawals, to be followed by at least three years of post-diversion sampling. This technical memorandum summarizes data collected during the August 2000 sampling period and complements data collected in prior years (Grabe & Karlen 1999; Karlen et al. 2000).

The Lower Hillsborough River system has been heavily impacted by stormwater discharges and reduction of freshwater inflow (Mote Marine Laboratory 1984; Water & Air Research Inc. 1993; Water & Air Research & SOl Environmental Services, Inc. 1994) .. A consequence has been increased salinity, the accumulation of fine-grained sediments and associated contaminants, as well as lowered DO levels. Analysis of past EPCHC data for the Lower Hillsborough River showed that benthic community characteristics (as measured by the TBBI) were not necessarily related to dissolved oxygen, salinity, or depth (Grabe and Karlen 1999; Grabe el al. 2000). The Tampa Bay Estuary Program (TBEP) has selected seagrass restoration target depths for each major bay segment at which adequate light conditions (20.5% of subsurface PAR irradiance) shall be maintained to ensure seagrass growth and the long-term Tampa Bay seagrass restoration goal of 15,400 ha. To evaluate the progress towards the goal, information on today’s seagrass depth distribution is needed. The amount of phytoplankton present in Tampa Bay waters can be estimated from measurements of the green plant pigment chlorophyll-a. Phytoplankton is one of several major forms of plants that exist in Tampa Bay and most other estuaries. Other major plant types are submerged seagrass, macro-algae and benthic micro-algae. The different plants can be viewed as being in competition with each other for required resources, such as light and nutrients. Studies conducted in urbanized estuaries have shown that excessive loading of nitrogen generally is accompanied by an increase of phytoplankton and macro-algae, including epiphytic and drift macro-algae, and by a …

This review is focused on the relationship between plankton communities in Upper Charlotte Harbor and changes in freshwater flows that might result from Peace River water withdrawals. There are lour mechanisms by which freshwater withdrawals from the Peace River could influence plankton communities within the Lower Peace River and Upper Charlotte Harbor estuarine system. The first mechanism would involve removing enough water to cause the geographical location of mean isohalines to shift. The first suggestion that controls on eutrophication and dredging impacts were needed came in 1969. The federal Water Pollution Control Administration recommended a water quality management plan and waste abatement program to control odour and other pollution symptoms in Hillsborough Bay, and a master plan for dredging and filling the bay.

This report primarily examines relationships between the tunicate B. digonas and several water quality parameters, with emphasis on chlorophyll-a concentrations, for the period September 1996 through March 1998. This study period encompasses two complete September to March periods which, based on surveys in previous years by the BSG, has proven to be the time of year when hatched stages of the tunicate generally can be expected to be present on the bay bottom. However, the report also examines water quality and tunicate information gathered for several years prior to 1996.
