Petroleum Development Corporation (PEDCO) of Gillette, Wyoming, notified the Bureau of Land Management (BLM), Rawlins Field Office, that the company proposes to explore and potentially develop coalbed methane (CBM) wells in the Sun Dog Pod Project Area (SDPA) of the Atlantic Rim Project Area (ARPA) in southcentral Wyoming. The Sun Dog proposal is part of the exploration drilling activities that will be considered for the acquisition of data necessary to prepare the Environmental Impact Statement (EIS) within the ARPA. This paper presents methods for measuring and modeling optical bleaching that occurs, by using continuous laser sources for solution-phase organic dye molecule spectrometry. Photothermal lens experiments are used to measure the nonlinear optical absorption coefficients of eosin Y, erythrosin B, and pseudo-isocyanine iodide dyes in ethanol as a function of excitation irradiance. Excitation irradiance-dependent photothermal lens data are subsequently interpreted in terms of the photophysics and excited-state relaxation dynamics of the condensed-phase dye molecules under study. The model uses first-order kinetics for excitation and subsequent metastable-state relaxation back to the ground state and accounts for both ground- and metastable-state absorption. …

We investigate the seasonal, local solar time, and geomagnetic activity variations of the average Doppler velocity measured by an HF digital ionosonde deployed at Bundoora, Australia. The Doppler velocities were heavily averaged to suppress the short-term effects (<3>hours) of atmospheric gravity waves, and thereby obtain the diurnal variations attributed to the tidally-driven ionospheric dynamo and electric fields generated by magnetic disturbances. The observed seasonal variations in Doppler velocity were probably controlled by variations in the lower thermospheric winds and ionospheric conductivity above Bundoora and in the magnetically conjugate location. Vertical ion drift velocity data from Jicamarca have been analyzed for a lunar semidiurnal tide using a least squares fitting method. Amplitudes of up to 6 m s−1 are obtained with phases in agreement with lunar tidal determinations of other associated physical parameters. Variations between season, solar activity, and day to night are also examined. Generally, amplitudes are larger in the southern summer. Much of the phase variation with season is very similar for solar maximum and minimum years. There is a summer to winter phase change that is most distinct at solar maximum nighttime. Nutrients can load directly to either the epilimnion or metalimnion of lakes via either differential inflow depths of tributaries or intentional fertilization of discrete strata. We evaluated the differential effects of epilimnetic versus metalimnetic nutrient loading using 17-m-deep mesocosms that extended into the deep chlorophyll layer of oligotrophic Pettit Lake in the Sawtooth Mountains of Idaho. Addition of nitrogen plus phosphorus stimulated primary production nearly identically (2.4- to 4-fold on different dates) in both treatments, with the production peaks occurring in the strata where nutrients were added. The metalimnetic fertilization, however, resulted in equal or greater stimulation of chlorophyll a …

Two principal sport fish—the indigenous Bonneville cutthroat trout Oncorhynchus clarki utah and the introduced lake trout Salvelinus namaycush—are the dominant piscivores in Bear Lake, a 282-km^2 oligotrophic system. These piscivores rely predominantly on four endemic prey fish species that make up a major portion of the unique Bear Lake fish assemblage. We estimated the annual biomass of pelagic and benthic prey fish by using hydroacoustic and trawling techniques. We also estimated the lakewide abundance of piscivores with a multiple mark–recapture survey and used a bioenergetics model to compare the population-level consumption of prey fish with prey fish production. Executive Summary: The present report presents a review of the state-of-the-art technologies for the development of a low-cost, self-calibrating stream gaging station. The research was conducted by the Utah Water Research Laboratory with funding provided by the Utah Division of Water Resources through Project RP 110080, March 1998. The report presents a review of the current practices in stream gaging and how technologies such as remote data telemetry through the use of satellite, cellular phone communications, and radio telemetry can be used for the real-time transmission of data. The ecosystems of the west are adapted to a long history of wildland fires that varied in frequency and severity. Over the last 100 years or more, though, fire suppression efforts, human settlement patterns and other land use practices have changed the composition and structure of the forests and grasslands of the West. Where once we typically had periodic low-intensity fires of low severity, we now experience damaging fires that can be both intense and severe. Severe fires can substantially affect the environment. The Wildlife Habitat Incentives Program (WHIP) was created by the 1996 Farm Bill, the Federal Agriculture Improvement and Reform Act (FAIRA). WHIP will provide technical and financial assistance to landowners to apply and maintain wildlife conservation practices. Electronic Structure And Bonding In Metal Phthalocyanines, Metal=Fe, Co, Ni, Cu, Zn, Mg, M.-S. Liao, Steve Scheiner

Electronic structure and bonding in metal phthalocyanines (Metal=Fe, Co, Ni, Cu, Zn, Mg) is investigated in detail using a density functional method. The metal atoms are strongly bound to the phthalocyanine ring in each case, by as much as 10 eV. The calculated orbital energy levels and relative total energies of these D4h structures indicate that Fe and Co phthalocyanines have 3A2g and 2Eg ground states, respectively, but that these states are changed upon interaction with strong-field axial ligands. It is thought that a stochastic background of gravitational waves was produced during the formation of the universe. A great deal could be learned by measuring this Cosmic Gravitational-wave Background (CGB), but detecting theCGB presents a significant technological challenge. The signal strength is expected to be extremely weak, and there will be competition from unresolved astrophysical foregrounds such as white dwarf binaries. Our goal is to identify the most promising approach to detect the CGB. We study the sensitivities that can be reached using both individual, and cross-correlated pairs of space based interferometers. The Center for Atmospheric and Space Sciences (CASS) at Utah State University (USU) operates the ALO for studying the middle atmosphere from the stratosphere to the lower thermosphere. ALO’s mid-latitude location (41.74°N, 111.81°W, 1466 m) is very unique in that it is in the middle of an extensive set of rugged mountains, the Rocky Mountains, which are a major orographic source of gravity waves that may give rise to a longitudinal variation in the mesospheric structure. Mesospheric observations between approximately 45 and 90 km have been carried out on many clear nights with the ALO Rayleigh- scatter lidar since late …
