This Flood Insurance Study report revises and updates a previous Flood Insurance Study/Flood Insurance Rate Map for the City of Farmington, Davis County, Utah. This information will be used by the City of Farmington to update existing floodplain regulations as part of the regular phase of the National Flood Insurance Program (NFIP). The information will also be used by local and regional planners to further promote sound land use and floodplain development.

The Shoshone National Forest proposes to issue Term Grazing Permits that will authorize the grazing of livestock on 36 grazing allotments located within the Forest. Permits will be issued for a period of up to 10 years. Part 3 (Special Terms and Conditions) of each permit would contain site specific livestock and rangeland management requirements designed to mitigate existing resource conflicts and implement Forest Plan standards and guidelines specific to each allotment.

The BLM is charged with leasing federal mineral resources. BLM is proposing to hold a sodium lease sale of seven tracts incorporating a total of 9,893.91 acres as shown on Map 1. Federal sodium leases are issued based upon a system of closed competitive bids. The highest bidder may receive the lease provided the bid meets or exceeds fair market value. Leases have a 20-year primary term with discretionary 10-year renewal periods thereafter. A federal sodium lease is not automatically renewed but may be renewed upon the lessee's timely request for renewal. All leases adjudicated for renewal are reviewed and …

Express Pipeline, Inc. (Express) proposes to construct, maintain, and operate a 24-inch crude oil pipeline from the U.S. (Montana)/Canada border near Wild Horse to Casper, Wyoming. The project (the proposed action ) would include the 515-mile pipeline, five pump stations, numerous mainline block and check valves, and a meter station. Initially, the pipeline would be capable of transporting 172,000 barrels per day of Canadian crude oil to Casper, Wyoming. Natural bond orbital analysis is applied to the ground and excited states of a set of neutral, cationic, and anionic doubly bonded species HnC=XHn (X=C, N, O) isoelectronic with ethylene. The character of the excitation is correlated with calculated charge shifts and geometry changes upon relaxation. For these planar molecules, depopulation of the π bond or population of the π∗ antibond causes an out‐of‐plane twist or pyramidalization upon relaxation correlated to the amount of charge shift. Extensive historical documentation of exposures and releases at government-owned energy facilities is a unique and valuable resource for analyzing and communicating health risks. Facilities at all stages of the atomic fuel cycle were the subject of numerous industrial hygiene, occupational health, and environmental assessments during the Cold War period. Uranium mines and mills on the Colorado Plateau were investigated as early as the 1940s. One such facility was the mill in Monticello, Utah, which began operation as a vanadium extraction plant in 1943 and was later adapted to recover uranium from camotite ores. The mill ceased operation in 1960. The …

Between 1989-1991, I studied the effects of livestock grazing on vegetation and small mammals in semiarid shrub-grassland habitats of south-central Utah. Responses were measured at 2 spatial habitat scales; patches and macrohabitats. Patch-scale data were obtained from 4 small (<1 ha) livestock exclosures and nearby grazed areas. Macrohabitat-scale data were collected at 4 actively grazed sites and 4 comparable, excellent condition sites, ungrazed for 30+ years. Ungrazed patch and macrohabitat sites had more surface litter, greater perennial grass cover, and taller perennial grass plants, but treatment response varied among sites. Small mammal responses were apparent only at the macrohabitat scale, where ungrazed sites had 50% greater species richness and 80% higher abundance. Small mammal reproductive activity and biomass were not affected by rest from grazing at either scale. Small mammal community composition varied greatly among sites and within treatments. This variability has important implications for ecological monitoring efforts involving these species.

Preface: The following report was prepared by the utah Water Research Laboratory of Utah State University in Logan, Utah. Volume 1 of the UWRL report USU--400A contains the data summary and conclusions of flow tests conducted with different plant types and ecosystem groupings of shrubs and woody vegetation in the hydraulics flumes of Utah State University. The methodology and equations that were developed to predict flow resistance for fultiple plant types include the effects of plant fexibility, varying plant density, plant characteristics, and multiple plant stems. This report descibes a municipal water demand forecasting model for use in areas of mixed rural and urban housing types. A series of residential demand functions were derived which forecast water demand based on the ype and density of housing and season. Micro sampling techniques were used to correlate water use data and explanatory variable data for low, medium, and high density housing. The demand functions were incorporated into a geographic information system (GIS) platform cosisting of a desk-top mapping program, MapInfo, coupled with a user interface program written in Visual Basic.
