The Seedskadee Project is a participating project in the Colorado River Storage Project. Principle features of the project are the Fontenelle Dam, Powerplant, and Reservoir. The project is located on the Green River some 24 miles southeast of LaBarge, Wyoming in Lincoln County. The dam is located at latitude: 42.0285593 - longitude: -110.0604315. The project features, along with worker housing, were built beginning in 1961 and completed in 1964. The houses and associated infrastructure (road) are in need of extensive renovation. Analysis of the environmental consequences has led to the determination that this proposed project, with the appropriate mitigating measures, will not have a significant effect on the human environment. Therefore, an Environmental Impact Statement will not be required. Pending the results of a public review of this document, the Bureau of Land Management (BLM) will prepare a formal Decision Record.

Both the Pinedale Resource Area Resource Management Plan and the Green River Resource Area Resource Management Plan provide for the use of these public lands for oil and natural gas development. The Proposed Action would be in conformance with these land use plans, and no amendments to the RMPs would be necessary to implement the Proposed Action.

American Oil and Gas Corporation (American), also doing business as Martens and Peck Operating, proposes a coal bed methane (CBM) project called the Lighthouse project near Gillette, Wyoming in central Campbell County just south of the Marquiss CBM project. Wells drilled in the project area would be from intermingled private, state, and federal oil and gas properties. At full production, American hopes to produce methane gas from a maximum of 200 wells completed in the Wyodak coal seam in the Lighthouse project area. Of the 200 wells, 100 would produce federally owned methane gas.

The existing switchyards at Western Area Power Administration's (WESTERN) Seminoe and Kortes facilities, located approximately 40 miles northeast of Rawlins, Carbon County, Wyoming, were constructed in 1939 and 1951, respectively. The circuit breakers at these facilities are beyond or approaching their service life and need to be replaced. In addition, the switchyards have poor access for maintenance and replacement of equipment, and their locations create potential for oil spills into the North Platte River.
